Yetholm and District Community Council Meeting Minutes of the Meeting held in Yetholm Youth Hall Tuesday 28th April 2015 at 7:00PM Present: Susan Stewart (Chair), Natasha Gray (Secretary), Angela Walker, Mike Marsh, Ann Marsh, Stephen Broomfield, David Redpath, Russell Taylor, Shane Black, Paul Robson, Charles Brooker, Sue Rose, Cllr Nicol, Cllr Mountford Members of the Public: None Action Apologies for Absence: None Minutes of the Previous Meeting Minutes of the previous meeting were accepted and signed by the Chair. Matters Arising/Outstanding 3 3.1 Business Units: SB needs to speak to James Wauchope before this can be progressed. Ongoing. 3.2 Potholes: NG sent email, no reply received currently, PR advised that work appears to have been completed. No Further Action. 3.3 Tennis Club Money: DR not managed to speak to Robin yet. Ongoing. 3.4 Uploading of Minutes to website: RT has had no contact with Graeme, it is felt he has perhaps lost enthusiasm for maintaining the website. RT and CB will liaise regarding taking on this role. 3.5 Malcolm McGregor: Plans for a board in the school will be taken forward in the new school year. No Further Action. 3.6 Previous AGM Minutes: Minutes not found. No Further Action 3.7 Bottle Bank: Signage is being progressed. A recycling bin has also been ordered for the site. SS advised that another cheque for £81 has been received from the clothing bank. 3.8 Sand Bag Box: RT advised that this has not yet been delivered, the sand bags themselves are in the process of being replaced. 3.9 Village Sign: AN advised that a visit has been carried out to assess the current signs. A sub-group will be convened by AW in order to come up with an idea to take to SBC. NG will contact Alistair Finnie to inform of this. Ongoing. 3.10 Dalmation Dog; This has been reported. No Further Action. 3.11 Parking on Village Green: SS Followed up, resident advised that the situation is not as bad now as in the past and she is aware of who to report to if this worsens. The area around the Manse has also been cleaned up. Members of the Public – Issues and/or Concerns 4 No members of the public present. Police Report - Community Beat Officer (PC Suzanne Howgego) 5 PC Howgego was not present at the meeting but provided a written report which will be circulated by NG to all members following the meeting; no major incidents were reported in April. SBlack advised that he is liaising with Police re. parked cars in the village. RT noted that a party occurred in Deanfield Bank resulting high noise levels and gnomes being stolen; this was not reported to police. Festival Committee Report 6 SS referred back to the AGM. The Installation will take place on 1st May which will also include a presentation to the retired post lady. Portfolio Presentations- a ‘reshuffle’ will take place at the next meeting in order 7 to assign roles to new members. 7.1 Business, Housing and Planning - Shane Black Plans were received for building on 2 plots at The Venchen, further to those submitted in 2010. No comments were made and these have to be returned to SBC. Shane also advised that a stable building is being erected in a field in 1 2 SB DR NG 7.2 7.3 7.4 7.5 7.6 7.7 7.8 7.9 8 9 10 10.1 10.2 10.3 10.4 10.5 Town Yetholm which neighbours have raised concerns about; this does not violate any planning regulations. SS will feed this back to residents. Finance - Angela Walker No income has been received this month and expenditure has been £10 to Scottish Power and £10 for the annual subscription to ‘The Bridge’. Councillors are to give Angela any idea for monies which can be budgeted for throughout the year. SS suggested that some money be allocated to repair the notice board in Town Yetholm. Yetholm Resilience Group - Russell Taylor (Vice Chair) Nothing to report. Education - Stephen Broomfield SB met with Linda McCall who thanked the community council for the £100 cheque donated. Next year the school hope to have 3 classes with 52-3 pupils. There is a vacancy within the school for an Admin Assistant as the current admin is on a secondment. Pupils from YPS recently won a plate in the curling competition and the eco committee won £250 and an ipad. Grants - David Redpath Nothing to Report. Utilities - Paul Robson Paul raised issues relating to a car parking area in Town Yetholm which is now signposted a private parking only. PR also advised that he has been in contact with staff in the village shop relating to maintenance of the cobbled area/pavement outside the shop and who is responsible for this; NG will send a letter to the shop. Health and Social Services - Mike Marsh MM will check costs of de-fib equipment and posters and review trained lists. Tourism - Ann Marsh AM has received requests for Aprons and Postcards which she is getting a quote for. She will also liaise with local businesses regarding alternative outlets to sell in. Chair, Public Events and Website Liaison - Susan Stewart Nothing to report. Scottish Borders Councillors Update SM advised that the SBC scrutiny committee has been reformed for any issues to be brought forward to. The Kelpies are coming to Kelso. SM also advised that new guidance has been approved to go out for consultation regarding replacement windows. Additional Correspondence Museum and galleries guide. Spring clean guide for community led litter-picking project, SB will suggest this to school. AOB Dog Fouling: AM has made posters to put up aiming to discourage dog fouling. Info Board: the info board for the Penine Way is being replaced and ideas are needed for the old board. Village Sign: SB advised that the pole for the village sign near the playing field is rusting. This will be noted by the sub-group mentioned previously. Post Office: RT advised he has received complaints that the sorting of letters is no longer happening at Yetholm Post Office. Postcards: DR advised that the postcards of Yetholm views have run out, AM will look into sourcing more of these.
