City Council Meeting
Regular Session
January 23, 2012
6:30 P.M.
Mayor Scott Staggs called the meeting to order. Those present were:
Randy Supancic, Donna Deardorff, Patricia Wilson, Donna Medlin and
Robin Northern. The meeting was opened with the Pledge of Allegiance
followed by a moment of silence.
Public comments: None
Approve minutes: January 9, 2012 – Ald. Deardorff moved to approve
these minutes. Ald. Medlin seconded the motion. Ald. Supancic – aye,
Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.
Merchant License: None
Building Permit: James D. Pixley – Lots 11 and 12 Richmond
Subdivision, Bloomfield, MO. Ald. Deardorff moved to approve this
permit. Ald. Supancic seconded the motion. Ald. Supancic – aye, Ald.
Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.
Old Bus: Kenny Ewing with the water/street department was present and
gave his monthly report as submitted in writing. Ald. Medlin moved to
have the specifications for the well building be published. Ald.
Deardorff seconded the motion. Ald. Supancic– aye, Ald. Deardorff –
aye, Ald. Wilson – aye, Ald. Medlin – aye.
Penny Walker was present and stated there was a 100 percent grant
available with USDA for spade and neutering for low income families.
The council agreed it would be fine for M. Walker to apply for this
grant.
Jaime Schatz was present and stated the dog pound has been inspected
and is now compliant and would be re-opened January 30th.
Mayor Staggs read proposed Ordinance

Ald. Deardorff moved to adopt Ordinance #3250 Bill #3250. Ald. Medlin
seconded the motion. Ald. Supancic – nay, Ald. Deardorff –aye, Ald.
Wilson – aye, Ald. Medlin – aye.
John Wills was present and stated there were five (5) culverts from
Bedford to Willow Street that were smashed in which causes water
problems when it rains. Ald. Medlin stated we would have the street
department look into this to see if this is on the property owners or
City’s side.
Ald. Medlin stated there had been concerns raised about trucks parking
in the middle of N. Prairie and unloading products and after doing
some checking found that according to the City Code Book it is legal
for them to do so with a two (2) hour time limit.
Ald. Deardorff made a motion to pay to Randy Stafford $208.00 above a
previous bid on the sidewalk project. Ald. Wilson seconded the motion.

Medlin – aye.
Steve Larsen was present and asked what progress has been made on the
City following the general code enforcement of buildings as outlined
in the code book. Mayor Staggs stated if the City budget allowed we
would hire a code enforcement officer, but with budget cuts being made
this would have to be sometime down the road.
Mayor Staggs read the resignation of Thomas Foster with the police
department who asked to stay on as a reserve officer. Ald. Medlin
moved to accept the resignation of Thomas Foster and to keep him on as
a reserve officer at the rate of $8.00 per hour. Ald. Supancic
seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald.
Wilson– aye, Ald. Medlin – aye.
Ald. Medlin stated she had found in the Missouri Revised Statute
320.305 that anyone who fails to comply with not paying for a fire
call can be charged with a class A misdemeanor. Mayor Staggs
recommended a copy of this statute be mailed to those who have
outstanding fire bills and new fire claims.
Mayor Staggs asked if there was anything further to discuss in regular
session, if not for a motion to adjourn and go into closed session per
section 610.021 sub-section 3. Ald. Deardorff so moved. Ald. Wilson
seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald.
Wilson – aye, Ald. Medlin – aye.

Closed Session
January 23, 2012
Ald. Medlin stated she felt police chief Cheryl Malone lacks the
inability to do her job effectively and the police department does not
have a strong leadership. Ald. Medlin stated Cheryl had been sent 8-9
emails regarding the class on a grant that she failed to take as well
as other issues that she is not taking care of.
Robin Northern stated she had talked to Cody Wheetley regarding
tickets being issued on the non-payment of water bills and told him
the officers couldn’t write them. Ms. Northern stated she had told
Cheryl in January that they couldn’t write those tickets and Cheryl
turned around and stated on TV. the city attorney said it was alright
and that she (Robin Northern) was not happy about this.
Ald. Medlin stated the council needs to look at all the issues with
the police department and get something done. Mayor Staggs and Ald.
Supancic stated they would talk to Cheryl about some of the problems.
Mayor Staggs asked if there was anything further to discuss in closed
session, if not for a motion to adjourn and go back into regular
session. Ald. Medlin so moved. Ald. Supancic seconded the motion. Ald.
