Welcome & organization: Chair welcomed the participants of Contracting Parties and Organizations 2. Adoption of agenda & minutes: Agenda of IWG WLTP meeting #7 (WLTP -07-02e) and minutes of the 6th IWG meeting (WLTP-33-rev1e) were adopted without alterations. 3. Open Issues Table An updated version of the Open Issue Table will be distributed before each IWG meeting (WLTP-07-03e) 4. Report from Subgroup EV (Annex 8) Status report of VPSD discussions on HEV definition (OIT #1b_1) were given by Bill Coleman in absence of the VPSD Chair. VPSD was not able to find a quick and simple solution until GRPE meeting in June. A general discussion about the definition concept is necessary. WLTP IWG concluded to follow VPSD decision, the issue is closed. Brief progress report on open EV issues (WLTP-07-15e) were given by Chair of EV Sub Group. Proposals on OIT # 54, #50, (WLTP-07-15e & WLTP-0716e) were accepted by IWG. Open Issues are closed. 5. Main part & Cycle issues (Annex 1 & 2) Downscaling / gearshifting (OIL #4-9): Status report and proposals were presented by H. Steven (WLTP-07-06e _short). IWG chair appreciated the excellent work of the task force. IWG 1 supports the proposed positions for further work. Conclusions are expected for IWG meeting #8. Specific proposals were worked out for the exclusion of crawler gears which will be specified further for the next meeting. The 20 % steep requirement has to be checked for availability on proving grounds. 6. RLD & dyno setting (Annex 4) Extended progress report (WLTP-07-07e) by TNO / OICA / Japan were given by Rob Cuelenaere on key OIT # 10 – 21: - Onboard anemometry / Wind speed criteria Road load family concept Wind tunnel method Torque meter method Alternative warming up procedure Chair appreciated the work of the task force. IWG supported the proposed directions of the task force. Road load family concept: The task force agreed that it can accept BMW setting up and running the validation test program. Selection of speed range, speed points, ref. speeds: Task force (EU, Japan, India) finalized drafting. Proposed text will be circulated to the IWG for scrutiny and adoption. Default road load parameters: Industry will make available new data (Daimler, Volkswagen). NL proposed a so called hybrid approach, which was welcomed by the expert group and will be worked out further on. India proposed to include default road parameters as well for different vehicle categories in consideration. The fundamental principle to demonstrate the equivalency between alternative RLD methods, e.g. wind tunnel / coast down, was accepted (WLTP-06-12-rev1e). The need for further measurements was underlined, the validation test plan (WLTP-07-08e) will be considered as basis for further work. 7. Test procedure and conditions (Annex 6) 2 Number of tests (OIL #27): Starting note by OICA (WLTP-07-10e) was given by Markus Bergmann (OICA). Proposal is principally supported by IWG, aspects of safety margin and test repetition in the concerned configuration should be considered in further work. Criteria for CO2/fuel consumption should also be considered. Initial proposal is expected for meeting #8. Provisions for Coasting (OIL #31): Status report (WLTP-07-13-rev1e) and proposal by BOSCH (WLTP-0713e_annex) were presented by Th. Vogel (OICA). Development of procedure and determination of usage factor should be separated. CPs showed strong concerns in deviating from cycle trace and post-processing the data. Currently no support by Japan to introduce provisions for coasting. EU Com however would not object corrections based on transparent data. India supports new energy economizing techniques, criteria pollutants shall be controlled. EU proposed handling as Ecoinnovation. US usually require excessive OEM data for demonstrating the efficiency of such approaches. General conclusion: Task force should continue its work trying to address the concerns within the frame of the second (Bosch) approach. CP should join and support the taskforce. Report is expected in meeting #8. Ambient temperature correction test (OIL #32): Status report for GRPE by Chair: item closed due to objections from Japan and India. Method not included in gtr. Handling of Ki-Approach (OIL#34 – 38) : Starting note was given by N. Ichikawa (WLTP-07-14e). Taskforce will be installed by Japan. Interested parties in joining should give notice to N. Ichikawa. Roadmap for development of proposal was shown with respective deadlines. Handling of Manual Mode with Automatic Transmission: Decision on further proceeding, based on feedback by NL on proposal by 3 ACEA (WLTP-06-17e): ACEA withdraws its proposal. Issue is closed, text of gtr is kept. 8. Calculations (Annex 7) Density for NMHC (OIL # 42): - Proposal was presented by Th. Adam (OICA)( WLTP-07-11e). Proposal is adopted by IWG. Japan requested provisions for fuel specific willans lines. Proposal is expected for meeting #8. OIT will be amended respectively (N. Ichikawa) Additional pollutants (OIL # 44–46): - Brief progress report was given by C. Astorga (WLTP-07-09-rev1e). IWG accepted direction of future work. C. Astorga will support IGW leading team on future coordination of task force issues related to measurement / equipment / calculation. 9. Normalization procedures (OIL #48) Brief introduction of intermediate report from TUG / TNO (WLTP-0705e) by K. Steininger (EU COM). Final report is expected for end of July. India and Japan are interested in harmonizing normalization procedures. EU COM offers for CP participation in EU taskforce meetings. Interested parties should send emails to N. Steininger. Decision: Working on harmonization of procedures. Task Force shall prepare a proposal for IWG #8 (package of procedures, work plan, incl. validation plan, if necessary). Driving trace index (OIL #41): Japan gave feedback regarding status of validation. Data from industry for validation purposes were announced to be provided. Taskforce is led by Japan (Yamaguchi-san). 4 10. General issues Drafting issues: Brief report was given by S. Dubuc: Current gtr draft (WLTP-07-04e) was uploaded to UN/ECE website. Introduction of changes to the gtr, which are independent of OIT, were shown. WLTP leading team will decide on amending OIT with major open points from the gtr. Chair explained procedure for correction of the gtr as informal document. (WLTP-07- 04) and the respective deadlines for adoption of the already introduced expert proposals. Feedback of all parties is requested. IWG will prepare no Corrigendum to GTR No. 15, all corrections will be introduced with the amendment document at the end of phase 1b. 11. AoB Round Robin Europa/Asia: ACEA is in process of identifying vehicles, contracted a golden engineer (UTAC). Japan will coordinate the Asian Round Robin with India.
