Emergency Preparedness and Response in the Philippines, SSA, Manila Duty Station: Manila Application Close: 28 July 2014 Country: Philippines Contract Type: 2014) Region: EAPRO Consultancy (until 31 Dec Background The Philippines is continuously afflicted by natural disasters, primarily cyclones, flooding, and earthquakes. As in any disaster women and children in poverty-stricken areas require immediate assistance. In 2013 alone, UNICEF acted in one major earthquake, one super typhoon and one manmade disaster. The Philippines has entered the yearly cyclone season, which is considered to last until December and requires like UNICEF to be prepared to respond to emergencies linked to the high winds and heavy rainfalls that these storms generate. Within UNICEF, preparedness plays a critical enabling role to help Country Offices (COs) meet the UNICEF’s Core Commitments for Children in Humanitarian Action (CCCs). The CCCs include “explicit strategies to reduce disaster risk and develop local capacity at all stages of humanitarian action, including preparedness. This is achieved by investing in early warning and emergency preparedness and strengthening resilience to disasters. The concrete means through which UNICEF aims to achieve preparedness encompass a wide range of strategies, processes and programmes that jointly contribute to the Organization’s overall state of readiness. The Early Warning Early Action System (EWEA) requires COs to undertake a regular assessment of the risk of emergencies in their respective country contexts, self-assess their actual level of preparedness to respond to the identified emergency risk, and identify preparedness activities to be included in programme sector and operational annual workplans. UNICEF has also invested significant resources in developing and conducting preparedness training and simulations to strengthen staff capacity to respond in emergencies. Purpose of the Position Under the general direction and the supervision of Programme Specialist (Emergency/Disaster and Risk Reduction), and in close collaboration with the Field Office Coordinator, the consultant will provide technical assistance in: • Updating the Philippine Country Office Early Warning and Early Action System through the sections • Developing a Knowledge Management Strategy for Emergency Preparedness and Response; • Building capacity on Emergency Preparedness and Response within the County Office Key Expected Results Updated Early Warning Early Action System: In collaboration with sections, update all Key Actions and Preparedness Plans of the Philippines Country Office in the UNICEF intranet Early Warning and Early Action System. Standardized EPR training package and consolidated training outputs. In collaboration with the Emergency Preparedness and Response (EPR) training team, work on the development/refinement of PHI specific EPR training modules and materials (adapted for the PHI situation) and conduct training activities. Consolidate training outputs and arrange integration in CO EWEA plan. EPR Knowledge Management strategy and operational plan. In collaboration with the Communication and PME sections and the field offices, develop a strategy for knowledge management and good practice dissemination on emergency response and preparedness. DRR Matrix. Develop a matrix of DRR activities being undertaken by all sections across the Emergency SRP and CPAP. Competencies of Successful Candidate Advanced University degree in Social Sciences or other related technical field. Excellent writing and analytical skills Languages: French and English 5 years of progressively responsible professional work experience at national and/or international level Background in handling emergency responses to humanitarian crisis in complex situations, experience in emergency preparedness and response for natural disasters UNICEF experience is required Experience in the Philippines is a plus.
