1.
Background and Context
After the heavy rains of December 2013 in St Lucia, Saint Vincent and the Grenadines and
Dominica, UNICEF presented a proposal to the Government of Canada that aims at continuing
the recovery and rehabilitation assistance provided to the Governments of St Lucia and Saint
Vincent and the Grenadines and the children in the affected areas.
The proposal that was recently approved, has two main objectives. Those are: 1-ensure
adequate and continued participation in ECD and education to all children in the affected areas
as before the emergency situation, 2-strengthen the counterpart’s and UNICEF’s preparedness
and response capacity for children to the current emergency situation and any possible new
one.
2.
Objectives of the Consultancy
This Term of reference focuses on the second objective of the proposal and intends to support
the realization of the following result:
“In each country, the lessons learned from the response to last December rains are identified
and used by all key stakeholders to strengthen their capacity for preparedness and response
to any future natural emergency situation”.
3.
Major Duties and Responsibilities / Scope of Work
To achieve this result, it is anticipated that the consultant will work with UNICEF and other
key stakeholders at the regional level (CDEMA) and national levels (Emergency Officers, etc.)
and complete the following activities:

In both countries, identify all key stakeholders to include in a- an “after action review”
and b- in a capacity building workshop
In each country, plan and conduct an “after action review” workshop to a-identify the
successes and challenges faced when responding to last December emergency situation
and b- identify the good practices and lessons learned.
As part of 2, and for each country, review existing emergency response capacity and
processes and suggest ways to strengthen a- national capacity for emergency
preparedness and response (including required changes in the tools used for rapid

assessment, identification of children’s needs in emergency, etc.), b-partnerships with
national and regional actors
In each country, plan and conduct a training workshop for “strengthened emergency
preparedness and response” that will look at issues of a- international standards for
children in emergency, b-emergency preparedness (data on children, assessment of risks,
etc.) and c- emergency response (tools for rapid assessment, emergency response plans,
partnerships for effective response to emergency, etc.).
With country’s and CDEMA’s inputs, formulate a follow-up action plan that guide each
country in follow-up efforts.
To complete the above, it is expected that the consultant will:
1- Liaise with CDEMA and include CDEMA staff in the “after action review” either as
participant or co-facilitator, with the objective of having this “after action review”
benefit all national and regional key emergency stakeholders.
2- Develop and use a methodology that: (a) promotes the international standards (CRC,
Sphere, etc.), (b) can be generalized to other sectors than the ECD and education sectors
and helps look at a the broader capacity to respond to children’s needs in emergency
situations, and (c) promote data collection and use
3- Focus on UNICEF provided assistance in the areas of ECD and Child protection but
will also look at the required cross-sectoral work in support to ECD and Child
protection response that took or did not take place at the time of the emergency
response.
4- Use UNICEF corporate standards, guidance and tools (EWEA, initial assessment form,
etc.) for emergency preparedness and response as guiding documents to support this
work.

Qualifications
a.
Education: Advanced university degree in Social sciences with a very strong focus
on emergency preparedness and response.
b.
Experience:
- Minimum of 5 years of years work experience in emergency preparedness and
response. With a focus on data collection and analysis
- Experience in working with social data (analysis, database, etc.) to support
emergency preparedness and response
- Experience with the UN System and regional bodies (CARICOM, CDEMA,
OECS sec.) can be an advantage.
c.
Languages: Fluency in English is required with excellent writing skills.
7.
Duration
Over a period of 6 months, starting from 01 October, 2014, equivalent of 4 months of
work to be delivered.

Official Travel / Work Arrangement

Up to 3 travels to both Saint Vincent and the Grenadines and St Lucia are planned.

9.
Payment schedule
Payment will be based on receipt of completed deliverables listed under (4.) above
10.
Conditions of Service
Prior to commencing the contract, the following conditions must be met:
A Corporate Entity will be required to submit samples of previous relevant work, a Certificate
of Incorporation for the Company as well as a profile of the individual(s) who would be
undertaking the assignment.
An Individual Consultant will be required to submit samples of previous relevant work, a
statement of good health, accompanied by a recent Medical Certificate which indicates that the
Consultant is fit for work and travel. In addition, the Consultant is required to certify in the
Health Statement that he/she is covered by medical/health insurance. The statement includes
confirmation that he/she has been informed of any inoculation required for the country or
countries to which travel is authorized. He/she takes full responsibility for the accuracy of the
statement.
11. Recourse
UNICEF reserves the right to withhold all or a portion of payment if performance is
unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.
Performance indicators against which the satisfactory conclusion of this contract will be
assessed include: timeliness/quality of submission and responsiveness to UNICEF and
counterpart feedback.
12. Property Rights
UNICEF shall hold all property rights, such as copyright, patents and registered trademarks,
on matter directly related to, or derived from, the work carried out through this contract with
UNICEF.
13.
