TECHNICAL EDUCATION QUALITY IMPROVEMENT PROGRAMME TEQIP – PHASE-II STATUS OF TEQIP-II IN TAMILNADU Introduction: To scale‐up and support ongoing efforts of the Government of India to improve quality of Technical Education and enhance existing capacities of the institutions to become dynamic, and‐driven, quality conscious, efficient and forward looking, responsive to rapid economic and technological developments occurring at the local, State, National and International levels, Technical Education Quality Improvement Programme was introduced in India by Government of India in the year 2003 as TEQIP Phase–I as an Externally Aided Project (EAP) with the external assistance received from the World Bank passed on by Government of India (GOI) to the States as Additional Central Assistance (ACA) on the same terms and conditions as Central Assistance for State Plans. It ended in March, 2009. In continuation of this, TEQIP-II a Centrally Sponsored Scheme (CSS) implemented through Ministry of Human Resource Development (MHRD) and State Government. The Project cost will be shared between the Central Government and State Government in the ratio of 75:25. The Project mainly aims on strengthening institutions to produce high quality Engineers for better employability, Scaling‐up Postgraduate Education and demand‐driven Research & Development and Innovation, Establishing Centres of Excellence for focused applicable research, Training of faculty for effective Teaching and Enhancing Institutional and System Management effectiveness. Institutions Selected Details: All over India, about 190 Engineering Colleges are selected to participate in TEQIP-II. From Tamil Nadu the following 9 Institutions are selected for TEQIP-II. I. Sub-Component 1.1-“Strengthening Institutions to improve learning outcomes and employability of graduates”--Tentative Fund allocation is Rupees 10 Crore per Institution. 1 Govt. Sub-Component 1.2-“Scaling-up Post Graduate Education and Demand Driven Research & Development and Innovation”-- Tentative Fund allocation is Rupees 12.5 Crore per Institution. 3 Govt. Engineering College 1.Government College of Technology, Coimbatore 2.AlagappaChettiar College of Engineering & Technology, Karaikudi 3. Government College of Engineering, Salem 1 University Department Department of Computer Science & Engineering (CSE Dept.), Manonmaniam Sundaranar University, Tirunelveli III. Sub-Component 1.2.1 “Centre of Excellence”(CoE)-Tentative Fund allocation is Rs 5 Crore per CoE. Two centre of excellence (Alternative Energy Research and Environmental studies) are selected for Government College of Technology, Coimbatore Details of Indicative Category-wise funding for key activities / head for Project Institution selected under Sub-component 1.1, 1.2, 1.2.1 are given in the Annexure. Fund Details: A Total Life Time Allocation of Rs. 114.80 Crore (MHRD Share of Rs. 86.1 Crore + State share of Rs. 28.7 Crore) will be required to implement the project in our state for the project period to all the 9 TEQIP-II Institutions, 2 Centre of Excellence and State Project Facilitation Unit (SPFU). Earlier the project period was from March, 2012 to December, 2014. Now, the Project is extended up to October 2016 due to slow progress in TEQIP activities in other states and also with the aim to achieve the desirable outcomes by the end of 2 years. Till October, 2014 Rs. 77.7866 Crore was released by State Government (MHRD share Rs. 58.34 Crore and State Share Rs. 19.4466 Crore). State Government Order to release Rs. 17.00 Crore (MHRD Share Rs. 12.75 Crore and State Govt. Share of Rs. 4.25 Crore) is under process and it will be released to the Institutions soon.Till date 30th November, 2014, the overall expenditure is Rs. 70.18 Crore (90.23%) and Tamil Nadu is the Second well performing State among 23 States participating in TEQIP-II. The College-wise and activities-wise expenditure details are given in Annexure. Outcome / Achievements Faculty and Staff Development training programmes are arranged regularly with the help of IIT Madras, Anna University Chennai,IIM Kozhikode and Confederation of Indian Industries(CII) etc. To improve the Transition rate / pass percentage of 1st year Engineering College students,Educational DVD in bilingual medium (English and Tamil) for subjects Maths, English and Physics are prepared and distributed to all 550 Engg Institutions throughout the State. To improve the Employability skills of Engineering College students, 5000 British Council’s jobseeker software are supplied to 500 Engineering Colleges. Learning Outcome based Faculty Training Programme was conducted for the TEQIP and Non TEQIP Engineering College faculty members to improve their English language skill Quality Improvement Cell (QIC) are formed in all Engineering Colleges in Tamil Nadu with TEQIP Institutions acting as Nodal Centers. Linking with IIT Bombay, E-Yantra Robotics labs established in 60 Engineering Colleges. Utility of NMEICT for AView, NPETEL, talk to Teacher in Engineering Colleges are arranged. Facilitating the TEQIP Institutions to implement the Institutional development planapproved by BoG. Under Teaching and Research assistantship, 878 M.E./M.Tech students and 53 Ph.D Scholars are benefitted. Number of publications in referred journal is increased from 839 to 897. Industry –Institute- Interaction All TEQIP Institutions have participated in AICTE –CII survey, PSG College of Technology, Coimbatore scored first for over all performance and Mechanical branch in the year 2012-13 and also scored first for ECE branch in 2013-14. For 2014-15, Thiagarajar College of Engineering, Madurai scored first in EEE and ECE branch and awarded by MHRD. MoUs signed with various Industries, IT Companies and CII. 146 MoUs signed with Industries Training programs /Workshops conducted by CII for the TEQIP Institutions regularly Number of Industry Experts Invited for conducting special lectures/ workshops / high intensity training etc increased : 178 in 2011-12 ; 203 in 2012-13 ; 447 in 2013-14 Number of Collaborative Programmes with Industry increased: 78 in 2011-12 and 2012-13 to 82 in 2013-14 17 Electives suggested by Industry people for the choice of students. 235 Research & Development Projects carried out during TEQIP Phase-II. Tamil Nadu is the only State which has completed all the following 12 Institutional Performance Indicators. (Proposal to release additional fund for Rs.18.616 Crore is submitted to NPIU Vide SPFU, TN letter no: 26124 /TEQIP –II /2014 Dated : 27.11.2014 ) Submitted Financial Statutory Audit Report for the Year 2013 -14 Internal Audit for the first half of Financial year 2014-15 is completed and report will be submitted to NPIU soon.
