Tana River County Public Service Board wishes to recruit competent and qualified persons to
fill the following vacant positions in the county public service.
VACANCIES IN THE DEPARTMENT OF FINANCE AND PLANNING
1. ACCOUNTANT II JG ‘J’ (9 Posts) V/NO 084/2015
Basic Salary Scale: Kshs. 24,662 x 1,233 – 25,895 x 1,285 – 27,180 x 1,340 – 28,520
x 1,398 – 29,918 p.m.
Duties and Responsibilities
(i) He/she will be responsible for the preparation and verification of vouchers in
accordance with the laid down rules and regulations involving primary data
entry and routine accounting work such as balancing of cashbooks, imprest and
advances ledgers e.t.c.
(ii) He/she will be responsible for safety custody of records and assets under
him/her.
Requirements for Appointment
(i) A pass in Part II of the Certified Public Accountants (CPA) Examination or
it’s recognized equivalent qualifications
OR
(ii) Bachelor’s Degree in Commerce (Accounting or Finance Option), Business
Administration (Accounting option) from a recognized institution or any
other relevant qualification.

2. ACCOUNTANT I JG ‘K’ (2 Posts) V/NO 085/2015
Basic Salary Scale: Kshs. 31,020 x 1,560 – 32,580 x 1,620 – 34,200 x 1,710 – 35,910
x 1,800 – 37,710 x 1,890 – 39,600 x 1,990 – 41,590 p.m.
Requirements for Appointment
For direct appointment to this grade, a candidate must have
(i) a Bachelors degree in Commerce (Accounting or Finance option) and passed
Part II of the Certified Public Accountants (CPA) Examination
OR
(ii) Passed Part III of the Certified Public Accountants (K) Examination or its
approved equivalent qualification and served as Accountant II, Job Group ‘J’or
comparable position for a minimum period of three (3) years;
(iii) Certificate in Computer Applications; and
(iv) shown merit and ability as reflected in work performance and results.
3. SENIOR ACCOUNTANT JG ‘L’ (1 Post) V/NO 086/2015
Salary Scale: Kshs. 35,910 x 1,800 – 37,710 x 1,890 – 39,600 x 1,990 – 41,590 x
2,070 – 43,660 x 2,220 – 45,880 p.m.
Duties and Responsibilities
(i) He/she will be responsible for timely and accurate preparation of quality
management reports that fall under his/her section(s)
(ii) He/she will be responsible for planning, directing, coordinating, supervising
areas of control; training and development of staff under him/her and setting
targets for the section(s).
(iii)He/she may be assigned responsibilities to authorize payments and sign
cheques subject to limit set.
(iv) He/she will certify and verify returns, documents, vouchers, monitor collection
of revenue including inspection.
(v) He/she will be responsible for Government assets, records and custody of
accountable documents under hiss/her section(s)
Requirements for Appointment
(i) He/she must have served in the grade of Accountant I, Job Group K or in
comparable or relevant position in the Public Service for a minimum period

of three (3) years; and Passed Part III of the Certified Public Accountants
(CPA) Examination or its recognized equivalent qualification.
OR
(ii) A Bachelor’s Degree in Commerce (Accounting or Finance option),
Business Administration (Accounting Option) from a recognized
institution or any other relevant qualification adjudged to be its equivalent
from an approved institution and have assed part II of Certified Public
Accountants (CPA) Examination or its approved equivalent.
(iii) Certificate in Computer Applications
(iv) Shown merit and ability as reflected in work performance and results.
4. FINANCE OFFICER 1 JG ‘L’ (3 Posts) V/NO 087/2015
Salary Scale: Kshs. 35,910 x 1,800 – 37,710 x 1,890 – 39,600 x 1,990 – 41,590 x
2,070 – 43,660 x 2,220 – 45,880 p.m.
Duties and Responsibilities
(i) Control of expenditure commitments in the Departments;
(ii) Initial evaluation and scrutiny of expenditure proposals and compilation of
information required in the budgetary processes;
(iii)Processing of Medium Term Expenditure Framework and revised estimates
budget; and
(iv) Taking initial action for the budgeting of donor financed projects, reviewing of
financial implementation of such projects, and monitoring commitments on
expenditures.
Requirements for Appointment
(i) The officer must have served in the grade of Finance Officer II or a
comparable and relevant position in the Public Service for at least three (3)
years ; and
(ii) Shown merit and ability as reflected in work performance and results.
5. CLERICAL OFFICER II JG ‘F’ (1 Post) V/NO 088/2015
Salary Scale: Kshs. 12,510 x 630 – 13,140 x 660 – 13,800 x 720 – 14,520 x 750 –
15,270 x 810 – 16,080 p.m.
Duties and Responsibilities

(i) Compiling statistical records; sorting, filing and dispatching letters;
maintaining an efficient filing system;
(ii) Processing appointments, promotions, discipline, transfers and other related
duties in human resource management;
(iii)Computation of financial or statistical records based on routine or special
sources of information;
(iv) Preparing payment vouchers; compiling data and drafting simple letters.
Requirements for Appointment
(i) Kenya Certificate of Secondary Education (KCSE) mean grade C Plain or its
approved equivalent; and
(ii) Proficiency in computer applications.
6. DEPUTY DIRECTOR OF REVENUE, JOB GROUP ‘Q’
(1 Post) V/NO
089/2015: Basic Salary Scale: Kshs. 89,748 x 4,487 – 94,235 x 4,712 – 98,947 x
4,947 – 103,894 x 5,195 – 109,089 x 5,454 – 114,543 x 5,727 – 120,270 p.m.
Duties and Responsibilities;
(i) Plan, manage, set targets and oversee the day to day running of the county
revenue section. Set up policies and strategy regulations on revenue collection.
(ii) Design effective, efficient and secure systems of collecting revenue.
(iii)Maintain records of all revenue sources/centres, rates and revenue collected.
(iv) Develop revenue management concepts and lead revenue management
practices.
(v) Identify new revenue opportunities.
(vi) Project revenue trends for planning and decision making.
(vii)
Supervise the banking hall operations within the county and personnel
assigned.
(viii)
Manage and coordinate the development, implementation and
maintenance of an integrated revenue collection and reporting system.
(ix) Develop annual revenue budget, monitor revenue performance and conduct
periodic comparsions of budget to revenue performance.
Requirements for Appointment
i) Be a Kenyan citizen.
ii) A Bachelor’s degree (Accounting or Finance option)
iii) Have CPA Part III or its equivalent.

iv) Be a registered member of ICPAK or other relevant professional bodies.
v) At least 5 years practical working experience in senior management
position, in revenue section, of a public organization or well established
commercial organization.
vi) Be able to demonstrate familiarity with modern public financial
management, revenue and accounting systems.
vii) Be conversant with various financial management computer packages.
viii)
Demonstrate a thorough understanding of devolution, the county
development objectives and vision 2030.
ix) Satisfy the requirements of chapter six of the Kenyan constitution.
