CAPITOL HILL RFP PROJECT ELEMENTS – QUANTITATIVE EVALUATION
SITE B-SOUTH – AMENITY AREAS
The Capitol Hill Transit Oriented Development project uses a “pooled” approach in calculating the provision of Amenity Areas. The main station block (Sites A, B-North and B-South) provides the majority of amenities for the total project because of the location of the plaza, setbacks, rooftop gardens, and stoops/entry gardens.
On Site B-South the public amenity areas include:
Landscaping area between the back of sidewalk and south property line along
Denny Way
Landscaping between the back of sidewalk and the garden courts along 10 th
Avenue East
A pedestrian passage through the building from Nagle Place Extension and 10 th
Avenue East
Wayfinding features
On Site B-South the private amenity areas include:
Entry gardens/courts along Nagle Place Extension
Entry gardens/courts/stoops along 10 th Avenue East
Upper floor bay/balcony Zone
The scoring will include the ranges of Exceptional, Good, Acceptable, and Unacceptable for the various elements associated with the proposed amenities. These elements are derived from the Project
Requirements in the Development Agreement as well as the Coordinated Development Plan. This approach allows for flexibility in proposal responses and proposals will be evaluated for the quality and inclusiveness of the proposed solutions, concepts and strategies in keeping with the DA and CDP.
For the public amenities, the most responsive proposals will provide quality landscape materials and concepts for the planting areas and a description of the pedestrian passage that includes quality of materials and lighting, attention to the activities and interest of the enclosing walls, and cross section configuration.
Sound Transit desires proposals that will address the private amenity areas by providing quality architectural concepts and specifying quality materials for the bay and balconies. Also, Sound Transit desires proposals that will provide strong architectural and landscape concepts and coordination for the entry gardens, courtyards and stoops. will provide high quality landscape materials, attention to planter, screen and trellis materials if used.
The following elements of the proposed amenity area approach will be evaluated for consistency with the Project Requirements, quality and integration of approach in meeting or exceeding the Project
Requirements and intention of the Coordinated Development Plan:
Narrative and visual depiction of the landscape approach within the setbacks including: o Types and quantities of landscape material o Techniques for irrigation
Narrative and visual depiction of the entry gardens, courtyards and stoops along Nagle Place
Extension including: o Types and quantities of landscape material o Techniques for irrigation o Concepts for screening/privacy/security o Type, colors, patterns, and locations of pavement materials o Lighting concept and features o Techniques to screen the east wall of the lower level garage along10th Avenue East
Narrative and visual depiction of the pedestrian pass-through between Nagle Place Extension and 10 th Avenue East including: o Concepts for providing pedestrian interest or activation of the passage façades o Treatment of building lobbies, if appropriate o Type, colors, patterns, and locations of pavement materials o Pavement accents, including scoring, expansion joints, in-pavement lighting, etc o Passage width and ceiling dimensions, form, and materials o Lighting concept and features o ADA considerations and solutions
Narrative and visual depiction of the design of the bay and balcony zone on the upper building floors (residential floors) including: o Dimensions and configuration o Materials, patterns and details of railing o Relationship to interior floor plan o Relationship to façade design
