PDG project experience 2013 – Present: PDG: Since joining PDG Kevin has worked across the PDG practise areas. He has worked primarily in the intergovernmental relations, monitoring and evaluation, environment and urban systems practice areas. He was recently part of three separate project teams working on assessing the functionality of South Africa’s intergovernmental relations system, developing a new intergovernmental relations framework, and assessing the role of district municipalities, all of which are projects for DCoG. His work in monitoring and evaluation has included conducting an evaluation of the Management Performance Assessment Tool for DPME, developing tools and criteria for the Gauteng Premier’s Service Excellence Awards and an evaluation of the Urban Settlements Development Grant. He is currently working on a housing demand 1 Curriculum Vitae: Kevin Foster study for the Western Cape provincial government and a costing study of environmental management for SALGA. Kevin’s other work for PDG has included, contributing to a climate change policy review to assist local government in dealing with climate change for CoGTA and on the development of a position paper on the electricity distribution system for SALGA, conducting interviews and analysing data collected from stakeholders. He is currently part of the Municipal Benchmarking Initiative team and responsible for the secretariat of two of the six cities’ working groups, collecting data from the cities using it to calculate performance indicators and generate working group reports. Work experience 2010 – 2012: Exclusive Analysis: Current Intelligence Analyst (2010-2011) and Approved Analyst (2012), researching, reporting and forecasting political, policy, violence and property risks in Southern and East Africa. Key responsibilities: Research and in depth analysis of political events in Southern and East Africa for extended political forecasts and reference documents. Writing forecasts of the effects of ANC politics on government policy in South Africa.
