REPUBLIC OF ALBANIA MINISTRY OF THE ENVIRONMENT REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – individuals) Project “Review and update of the national implementation Plan for the Stockholm Convention on Persistent Organic Pollutants (POPs) in Albania” (Project number: GFL-2310-2760-4E40-2202) Terms of Reference for the Consultancy “POPs inventory experts to assist to update the existing POPs inventories and to develop the inventories for the new POPs, including the assessment of the national regulatory and institutional framework for POPs management and a POPs Risk management and impact assessment study” I. Background The Stokcholm Convention on Persistent Organic Pollutants entered into force on 2001. Albania signed the Stockholm Convention on 5 December 2001 and ratified it on 4 October 2004. Entry into Force of the Convention for each Party means undertaking the obligation to prevent the use of most of the Persistent Organic Pollutants, implement its Annexes A, B and C and develop a National Action Plan (NIP). NIP shall be review, update as appropriate, and be submitted within two years after entry-into-force of the amendment to the Convention for that party. 12 new POPs have been included in Stockholm Convention Annexes from 2009 to 2013 (9 in 2009, 1 in 2011, 1 in 2013). The GEF-UNEP project “Review and update of the national implementation Plan for the Stockholm Convention on Persistent Organic Pollutants (POPs) in Albania” is being implemented in the country for the period 26 June 2014 to 2016. It is assisting Albania on fulfilling its obligations for the implementation for the Stockholm Convention. The consultancy service advertised in accordance with the approved project activities and work plan and is aimed at facilitating inventory conduction in place for new and initial POPS. II. Tasks to performed: This assignment has to do with the Conduction of inventories on new industrial POPs and update existing ones for initial POPs and prepare reports as follows: Carefully study the UNEP Guidance for the review and updating of national implementation plans, its recommendations for conducting inventories of new POPs in the country; Carefully study the UNEP Toolkit for the development of the PCDD/PCDF inventory; Carefully study the First National Implementation Plan and its findings for the situation in place, recommendations made for management of existing initial industrial POPs in the country; Gather all necessary information for new POPs in place, conduct the preliminary inventory for the presence of the new POPs within the country, including identification of stockpiles contaminated with or containing these chemicals, III. information on production, use and placing on the market of articles and equipment containing new POPs; Analyze in details inventory sources for new industrial POPs and update of existing inventories for the initial POPs; Revise and Update PCDD/PCDF inventory, based on UNEP Toolkit; Conduct Sampling, screening and analysis of new POPs and related substances in products and articles; Develop detailed Quantitative and qualitative data on POPs releases and inventories; Discuss the preliminary inventory findings for new POPs classified as industrial, and their Contaminated sites; Based on the result of the preliminary inventory findings, identification of the priority issues to address in the management of new POPs; To conduct a POPs Risk management and impact assessment study for industrial POPs; Qualifications: University degree in Faculty of Natural Scenes. Advance study degree on chemistry an asset; At least 10 years of experience of work on environment related fields; Excellent knowledge of the English language; Previous experience in international projects of environment or related field is highly desirable. IV. Duration The period of consultancy is 30 days. V. Renumeration Payments will be paid in installments: 30% upon signature of the contract; 40% after the submission of the completed report; and 30% upon approval of the final reports in which possible comments and suggestions would be included.
