The CWCB requires that submittals be prepared by a registered engineer. Kit put the original plan together that was presented and approved by the District board. Clay will now take all of the measures that were originally approved and submit them to the Colorado Water Conservation Board. American Society of Dam Safety Officials Wheeler and URS are preparing an abstract about the construction of Ziegler Reservoir that will be submitted to the American Society of Dam Safety Officials review committee. If the committee chooses their abstract, Wheeler and URS will submit a technical paper for presentation at ASDSO’s September meeting in Denver. The District has been requested to prepare a short paper on the challenges faced by the owner. Colorado River Water Conservation District Grant Included is an application for a grant from the Colorado River Water Conservation District. David Lady, URS, and I prepared the grant application that I submitted last week. I’ve contacted John Currier, CRWCD Chief Engineer and Dave Kanzer, Senior Water Resources Engineer, and hope to meet with them this week to discuss our project. ACEC Article Included is the quarterly publication of the American Council of Engineering Companies that includes an article about Ziegler Reservoir. Nova “Ice Age Death Trap” Television Special The National Geographic NOVA Special about the paleontological find at Ziegler Reservoir was shown on February 1st and on the 5th. Colorado Water Conservation Board Presentation I recently talked with Kirk Russell, PE, CWCB Chief Finance Section, about the January meeting of the CWCB. Jeff Pigotti, lead scientist from the USGS, made a presentation on Ziegler Reservoir and the fossil find. Kirk said CWCB board members commended the District in completing this project, on-time and on-budget and were amazed that the reservoir was completed considering all of the adversities. The Board also commended the District in their cooperative relationship, working with DMNS and the USGS. History Colorado Presidents Award On February 1, Joe Enzer (Enzer Consulting) and I accepted the History Colorado Presidents Award on behalf of the Snowmass Water and Sanitation District at the new History Colorado museum in Denver. SWSD Presentation to Town Council On February 6th, Rhonda and I made a presentation to the TOSV town council about the state of the District. Rhonda discussed the Wheeler report, carrying capacity and buildout and I discussed our success in reducing WTP production, our water conservation plan and plans for the future. Upcoming Issues/Discussions Manager’s Report – continued 1) 3 SWSD Rules and Regulations Rewrite I’ve completed the rewrite of the Rules and Regulations. Mark will review the final draft before I will recommend approval to the board. Since several sections of the Rules and Regs. were rescinded by the Board in 2008, the amended Rules and Regulations should be accepted before any line extensions are approved. Discussion AT & T Tree Pole I’ve been contacted by Scott Harry – SureSite Consulting Group, about using our site to erect a tree pole to be used by AT & T. You may remember in August 2010 we were contacted by a representative of AT & T to use the WWTP site for a tree pole that would be located east of our Administration offices. Since then they have looked at other sites but would like to consider using the District’s site. Snowmass/Capital Creek Caucus Report If time allows, I wanted to discuss the Snowmass/Capital Creek Caucus “Snowmass Buildout Impact Study”. Chelsea Congdon Brundige has asked me to meet with Tim McFlynn, Dave Nixa and her next week to discuss the assumptions in the report. Kit Hamby
