REQUEST FOR EXPRESSIONS OF INTEREST ALBANIA ENVIRONMENTAL SERVICES PROJECT P130492 Assignment Title: QUALITY CONTROL OF FIRST REGISTRATION OF FORESTS AND PASTURES IN ALBANIA Reference No.: ESP-CS-QCBS-4 The Republic of Albania has received financing in the amount of US$ 23 million equivalent from the World Bank toward the cost of the Environmental Services Project, and intends to apply part of the proceeds for consulting services. The project is jointly financed by the Global Environment Facility (GEF) and Swedish Government and it includes the following components: Component 1- Strengthening Institutional Capacity to improve environmental services from integrated landscape management. The component aims to build a stable institutional environment that facilitates sustainable upland management, thereby improving environmental service provision. Component 2- Planning and Provision of IPARD like Grants to improve land management The component aims to increase the provision of environment services to downstream beneficiaries and society as a whole, whilst increasing the return and livelihood opportunities to the owners/users/managers of the land through improving forest, pasture and microcatchment management. Component 3- Introducing Payments for Environmental Services The component will help establish financing mechanisms to reduce land degradation and support sustainable livelihoods through provision of and compensation for environmental services. Component 4-Supporting Project Implementation The objective of the component is to support the MOE to carry out mainstreamed project implementation and overall coordination according to agreed arrangements. Under the Component 1of the project, it is planed the first registration of forests and pastures that are transferred to the ownership of Local Government Units (LGU). Ministry of Environment (MOE) will be the lead Implementing Agency for this activity, supported by Immovable Property Registration Office (IPRO) for the registration of the forest and pasture type of immovable properties. The Ministry of Environment in collaboration with IPRO is seeking to hire a qualified and experienced consultant to supervise the work process and the products of the First Registration of Forests and Pastures. The Supervisor, acting for and on behalf of Central Immovable Property Registration Office (CIPRO) will monitor and control the quality of the first registration product on a Cadastral Zone bases. The First Registration Supervision Consultant will calculate and certify the Bills of Quantities (BoQ) for the volume of work realized by the Contractor for each Cadastral Zone. This calculation is to be based on the BoQ Items included in the First Registration Contracts. The specific objectives of this consulting service are: i. Monitor and control the first registration process, the activities and products of the first and second phase, according to the schedule and work plan of the first registration activities approved by the Employer. Monthly supervision plans shall be also provided and approved by the Employer. ii. Provide the First Quality Control Reports within 15 working days from the delivery of the first registration product of the both phases, in accordance with the procedures established in “First Registration Control Procedures”. The number of the properties, which should be controlled in a cadastral zone, should be 5 % of the properties by CIPRO/Supervisor and 5% of the properties by LIPRO, but in any case, not less than 10 properties for each CZ. iii. In case deficiencies and mistakes are identified during the First Quality Control of the first and second phase product, a second quality control shall be conducted for the corrected products. The Second Quality Control Reports will be provided within 10 working days from the delivery of the corrected first registration product of the both phases, in accordance with the forms established in “First Registration Control Procedures”. The Supervisors should control if the errors ascertained by the First Control are corrected and must control other 5 % of all properties within a cadastral zone. iv. Report for BoQ calculation for each CZ in each phase. v. Provide monthly reports with evidence of controlled products according to CZ, timing for the control of each product, used resources for the control, conclusion and recommendations. The assignment will be implemented over 15 month period and its cost is estimated at Euro 215,000. The Ministry of Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in carrying out the supervision assignment. They should provide information demonstrating that they are qualified for the assignment as follows: Description of the profile of the company; background and personnel (20 points); Description of previous experience in supporting the Quality Control with advance automated procedures developed by the consultant (30 points) Description of most relevant and similar work/assignments, demonstrating appropriate skills in mapping, cadaster, quality control in the field of cadaster and land registration, (Provide information related to completed and/or on-going assignments: name of the assignment/project, source of funding, cost, duration, role as sole partner and/or member of JV) (40 points); Experience in the region or similar countries in similar assignments (10 points) The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 edition) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
