REQUEST FOR EXPRESSIONS OF INTEREST ALBANIA ENVIRONMENTAL SERVICES PROJECT P130492 Assignment Title: Environmental and Social Safeguard Consultant Reference No.: ESP-CS-IC-19 The Republic of Albania has received financing in the amount of US$ 23,205 equivalent from the World Bank toward the cost of the Environmental Services Project, and intends to apply part of the proceeds for consulting services. The project is jointly financed by the Global Environment Facility (GEF) and Swedish Government and it includes the following components: Component 1- Strengthening Institutional Capacity to improve environmental services from integrated landscape management. The component aims to build a stable institutional environment that facilitates sustainable upland management, thereby improving environmental service provision. Component 2- Planning and Provision of IPARD like Grants to improve land management The component aims to increase the provision of environment services to downstream beneficiaries and society as a whole, whilst increasing the return and livelihood opportunities to the owners/users/managers of the land through improving forest, pasture and micro-catchment management. Component 3- Introducing Payments for Environmental Services The component will help establish financing mechanisms to reduce land degradation and support sustainable livelihoods through provision of and compensation for environmental services. Component 4-Supporting Project Implementation The objective of the component is to support the MOE to carry out mainstreamed project implementation and overall coordination according to agreed arrangements. The consulting services (“the Services”) required for an Environmental and Social Safeguard Consultant that will assist the PMT for reviewing the grant applications and the monitoring of overall compliance of the ESP with environmental requirements. The Environment and Social Safeguards Consultant within the PMT will be responsible for monitoring the overall compliance of project investments with environmental safeguards in accordance with the principles, procedures and processes laid down in the Environmental Assessment (EA) as well as social safeguards, the principles, procedures and processes of which are laid down in the Environmental Social Safeguards Framework (ESSF) and ESP Project Operational Manual (POM). The Ministry of Environment now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (CV, cover letter/550 words) October 2011 Evaluation Criteria The consultant must possess extensive knowledge of and acquired experience in environmental monitoring and protection. He/she must have University Degree in Environmental Sciences, Environmental Engineering, and Environmental Policy or in a related field [20 points]; Specialization in social safeguards/and knowledge of WB social safeguards [15 points]; Knowledge of other IFIs social procedures (such as EBRD, etc.), [5 points]; At least 5 years work experience, [20 points]; At least 3 years (out of 5 years experience) of practical experience in environmental (and social) safeguards practice affairs acquired with the public authority/ies or with international project/s [20 points]; Working experience on the World Bank of other international organizations / projects, at the positions which are similar to this ToR, [20 points]. The Consultant will provide his/her services for approximately half-time of the normal working hours, for an average of 8 to 14 working days a month, starting as of May 2015 and continue up to the expected project closing date on September 30, 2019. The consultant will be subject of the probation period for the first six months of the assignment, subject to satisfactory of which he/she will continue the rest of the assignment.
