Chairman Thomas Buffamante called the meeting to order at 11:17 a.m. A roll call of the Board of Directors of the CCIDA was conducted, all Board Members were present.
APPROVAL OF MINUTES:
A Motion was made by James Boser, with a second by Gregory Fitzpatrick to accept the minutes from the February 5, 2015 the Board of Directors Meeting. Motion Carried .
PROJECT APPLICATIONS:
(1.) NATIONAL FUEL GAS SUPPLY CORP.
- Mr. Wiktor first introduced Mr. Ron
Kraemer, Mrs. Joanne Zablonski, and Mr. Jeff Schauger from National Fuel Gas Supply Corp. whom recently submitted a Sale/Leaseback Application to the CCIDA for consideration. This application is for the development of its Northern Access 2015 Project, an important energy infrastructure expansion project for New York State and the U.S .Northeast. National Fuel has submitted its application for financial assistance associated with the construction and operation of the project’s key facility, a new 15,400 horsepower natural gas compressor station to be located in Hinsdale, New York (the “Hinsdale Station”) The Hinsdale Station facility will bring with it approximately 100 construction jobs with a total payroll of $6.8 million, of which $0.5 million is expected to be associated with labor sourced locally and an additional $6.3 million to be secured from regional sources. The total amount of investment is $42,500,000.
The plans are for the Northern Access 2015 Project would be constructed during the 2015 construction season. The Hinsdale Station facility, a “grass roots” component of the Northern
Access 2015 Project, would include two (2) skid-mounted Taurus 60 Turbine Compressor packages, a power distribution system, auxiliary air compressor system, gas coolers, a suction filter, and other ancillary equipment. The structures proposed include tow 56’X60’X38’ compressor buildings, along with several smaller buildings designed to house the aforementioned systems and equipment. Construction activities at the Hinsdale site would include site preparation, and the installation of two buildings housing 7,700 horsepower of compression each, along with ancillary support and control facilities and an office and locker room building.
Final activities would include tie-ins, testing, and station commissioning.
The Construction of the Northern Access 2015 Project would provide substantial new revenue to affected tax jurisdictions, while providing significant local and regional economic benefits during construction and during the operating life of the project.

(2.) WIN-SUM SKI CORP . - Mr. Wiktor next introduced Mr. David Trathen from Win-Sum
Ski Corp. who submitted a Sale/Leaseback application for CCIDA consideration The ski resort will be adding several new Automated snow guns, general slope work, completion of a new cabana, various improvement to the Inn, purchase of (4) snowmobiles, a 14 passenger bus, a new
Piston Billy 500 SnowCat, new carpet in Tannenbaum Lodge, work and equipment for the Sky
High Adventure Park and general improvement and purchases to the golf course and tubing park.
This project will also consist of the Holiday Valley Road Alignment which will improve access to the Resort. The Resort will also be doing upgrades to their IT Technology, slope improvements on various runs, ski lift painting, trail lighting and general utility work and purchases. The total amount of investment is $2,548,600.

(3.) MAZZA MECHANICAL SERVICES INC . - Mr. Wiktor next introduced Mr. Daniel
DeRose from Mazza Mechanical Services Inc. who had submitted an application for a
Sale/Leaseback Project in the City of Olean for the CCIDA to consider. Mazza Mechanical is proposing to construct a new 6,600 sq. foot expansion to their current manufacturing facility, as well as to renovate their existing structure, office as well. These moves are needed to accommodate the growth in the business that they are currently experiencing. This project will allow them to grow their metal fabrication and welding ability. In addition to this, they will also be purchasing a large overhead crane, various pieces of equipment and upgrades to their IT.
Mazza Mechanical looks to add 3-5 new employees as a result of this expansion project,
The total amount of project cost/investment is $550,000.

Mr. Wiktor next introduced Mrs. Denise Veloski from RA Mercer in regards to the Presentation of 2014 CCIDA Audit. An audit committee meeting was conducted on March 10, 2015 to discuss the DRAFT Audit. Copies of the minutes from that particular meeting were provided to the CCIDA Board in their packet for their review.
A Motion was made by Brent Driscoll and seconded by Gregory Fitzpatrick, to accept the Audit
Committee meeting minutes as prepared. All Board Members voted to accept to the minutes.
Motion Carried.
Denise Veloski stated that as of December 31, 2014 the CCIDA had a net position of $1,457,029.
Operating revenue for the year ended December 31, 2014, was $257,277 which consisted of
$247,274 from Charges for Services, $10,000 from the service agreement between the Agency and the CCCRC. In the prior year (2013) the total operating revenue was $170,282. Operating expenses for the year ended December 31, 2014 were $287,033.

Net non-operating revenue was $3,504 which consisted of interest earned on bank deposits.
Interest income received from bank deposits decreased by $1,079 from the prior year.
Mr. Wiktor mentioned that Cash in excess of current requirements is invested in various certificates of deposit totaling $600,481, which have maturity terms from three months to thirteen months with interest rates varying from .15% to .35%. As stated by Mr. Wiktor the interest earned by the investment in Money Markets or Certificate of Deposits have been greatly reduced.
Mrs. Denise Veloski stated that there were no findings in the Annual Audit and no material entries therefore it this was a clean audit.
A Motion was made by Thomas Buffamante to accept the Audit Report as prepared by RA
Mercer with the completion of the Supplemental Schedule to be done by RA. Mercer, seconded by Brent Driscoll. A Roll Call vote was taken with Mr. Buffamante, Mr. Boser, Mr. Wimer,

SANZO BEVERAGE CO., INC. – Sale/Leaseback Application: This application was submitted in December 2014 for CCIDA consideration. Sanzo Beverage Co., Inc. plans to construct an addition to their distribution center, along with various equipment purchases and minor renovations to their current facility in Hinsdale, New York. A Public Hearing for this proposed project was conducted on January 8, 2015 at Noon in the Hinsdale Town Hall, 4129
Route 16, Hinsdale, NY. The Minutes from this Public Hearing were sent to the CCIDA Board for their review and information. The total project investment is: $1,760,000.

OBI, LLC. – Sale/Leaseback Application: This was an application that was submitted to the
CCIDA Board on February 5, 2015. The Public Hearing was held at the Olean Municipal
Building on February 26, 2015 at 10:00 a.m. and the Public Hearing Minutes were sent to the
CCIDA Board for their review and information. OBI, LLC will be renovating and rehabbing the former “Olean Business Institute” Building in the City of Olean, New York. This will be and
Adaptive Reuse Project and the developer is asking the CCIDA assistance in this project.

The purpose of this project is to create a business incubator space for entrepreneurs in the
County/Region. This project was awarded a $400,000 CFA in 2014 and was the only project in
New York (for business start up facilities) to be granted as such. The total project investment is: $1,500,000.

PREMO LIMOUSINE SERVICE OF WNY, LLC – Sale/Leaseback Application. This application was submitted to the CCIDA Board on February 5, 2015. The Public Hearing was held at the Olean Municipal Building on February 26, 2015 at 10:30 a.m. and the Public Hearing
Minutes were sent to the CCIDA Board for their review and information. Premo Limousine
Service of WNY, LLC is proposing to purchase a 13,700 sq. ft. vacant building on 117 S. Fourth
Street in the City of Olean. Mr. David Carucci plans to renovate the existing facility to move his fleet of buses and transportation vehicles to this site. Mr. Carucci also plans to purchase 4-6 new vehicles and hire five (5) new employees, retaining the existing ten (10). This project will allow
Premo to grow their passenger transportation lines for sports teams, business, and pleasure and to add “themed” tours to their business.
The total project investment is: $500,000 .

FINANCIAL REPORTS :
A Motion was made by Greg Fitzpatrick, seconded by Brent Driscoll to accept the February
2015 Operating Statements for the County of Cattaraugus Industrial Development Agency as presented. Motion- Carried.
Mr. Wiktor noted that we are only two months into the new year, the Agency has roughly
$13,000 income with a current YTD loss of ($34,759), this amount includes the $2,060 monthly accrual for the Annual NYS Retirement Invoice. We currently have several in the closing process, to mention a few, Olean Gateway LLC, Premo Limousine Services of WNY, LLC, and Sanzo Beverage Co., Inc . which should be closed by June 1, 2015.
Mr. Wiktor reviewed the updated Investment Statement with the CCIDA Board as of February
28, 2015 and advised the Board that all account balances are backed up with collateral statements.
Mr. Wiktor stated that with the assistance of Hodgson/Russ LLP , we have created a new
Corporation. The name of the new Corporation is Cattaraugus Incentive Facilitation
Corporation , our council advised us that we were required to create this Corporation to facilitate
Start-Up NY, this will be a not-for profit Corporation for purposes of the CCIDA involvement in the program.

EXECUTIVE DIRECTOR’S REPORT:
Business First Article – Article by: David Bertola -
“Continental One Seeking $98M from state for Route 219 Connector”
Supporters of the long-discussed Continental One road project traveled to Albany to meet with state legislators seeking funds from a multi-billion dollar settlement that could be used to extend Route 219. In recent years, Continental One has been asking for $6.7 million to be restored in the state budget for an environmental impact statement, which must be completed prior to constructing any of the remaining 20 miles from Springville to
Interstate 86 in Salamanca. This is a very important topic that we are currently working on and supporting.
Olean Times Herald article : Cattaraugus County Lawmakers – “County Lawmakers again seek Route 219 funding from state”.
Cattaraugus County lawmakers are asking NYS Legislature to help speed completion of the Route 219 Expressway through the County, beginning with a

1.66 mile segment at the intersection with Interstate 86 East of Salamanca. Also, Sen. Catharine
Young has shown support for the 1.6 mile segment with an estimated cost at $100 million.
Buffalo Niagara Partnership – Legislative Luncheon was held on February 27, 2015 at the
Buffalo Saturn Club from 11:20 a.m. – 1:30 p.m. Mr. Wiktor and Mr. Sehr attended this event and found it very information and worthwhile to talk to key Leaders and Officials. One of the key topics was that Buffalo Niagara Partnership is spearheading the initiative to have the State
Extend the Brownfield Cleanup Program. This Brownfield Cleanup Program has been very useful in the Cattaraugus County Region and is a critical Economic Development Tool.
Buffalo Niagara Partnership – 2015 State Legislative Session. Several Key highlights as to where Buffalo Niagara Partnership would like to see installed and implemented with the passing of the 2015 NYS Budget. To mention a few key support items: Permanent extension of the 2%
Property Tax Cap, Small business tax relief designed to generate growth and investment in all small business, Permanent extension and expansion of the Design-Build program and removal of the Project Labor Agreement language in the 2015-16 Executive Budget, Expansion of Route
219 and the “South towns Connector”.
Assembly rejects Governor’s IDA Proposal along NY State Senate. A very KEY topic in this year’s Budget that would have a large impact on the benefits the IDA could offer. We have kept on this and made Albany aware of this proposal that would cut IDA investment incentives.
Word was received from Brian McMahon of NYSEDC on March 11, 2015 that the “
Senate and
Assembly removed Governor’s IDA proposal from their one-house budget.” Also, the Assembly and Senate budget extended the existing Brownfield Cleanup Program for 10 years.
Buffalo News Article – “National Fuel Gas pipeline approved” National Fuel Gas has received permission from federal energy regulators to move ahead with its plans to build a pipeline that will stretch from the Marcellus Shale region to Pennsylvania to Niagara Falls.
FP Comment Article – “Junk Science Week 2015: New York’s phony fracking ban” Cuomo made international headlines late last year when he prohibited hydraulic fracturing for shale gas in the Empire State. There had already been a ban in New York for six years, due to Cuomo’s indecision under pressure from a well-funded “ban fracking” campaign waged by environmental activist groups. However on December 17, 2014, Cuomo’s decision was a surprise – even to the activists – because state environmental regulators had already concluded in 2009 and 2011 that hydraulic fracturing for shale gas could safely proceed in New York.
Buffalo News Article – “Despite the cold, keeping warm costs less” This is a recent article that highlights the positive impact of Natural Gas drilling in the Region, alleviates costs to homeowners during this very, very cold winter. For consumers, the saving grace is rock-bottom natural gas prices, which have plunged because of the production boom from shale drilling in states such as Pennsylvania, Ohio and West Virginia.
Asarasi Water – Project update: While this project was not successful in the 43North
Competition last year they have forged ahead with the help form several key partners in
Cattaraugus County and the surrounding area. Asarasi has received substantial support from the

Cattaraugus County IDA – Corey Wiktor, Sprague’s Maple Farms, SubCon Industries, and many others within the County.
Buffalo News Article:

Community Bank moves into New Allegany Center
”. This is great news!
Community Bank has moved into their new facility in Allegany and is planning a ribbon cutting in the near future (May 2015). There are about 100 employees that are working in the new center. This new facility was built with expansion in mind. It has room for additional employees if more are hired, and the facility could be added onto, should it become necessary.
In addition to the new center on Route 417, Community Bank has offices on North Union Street in Olean, where about 90 employees work where renovations have taken place.
Article: US Department of Commerce - Upstate New York World Trade an update from the
World Trade Center in Buffalo. Some key information is contained in this handout with events that are taking place in Upstate New York.
Thomas DiNapoli – “Agricultural activity brings $37.6 Billion into New York Economy” This is a very telling article regarding the Economic impact of the Agri-business in New York. The state ranks in the top 10 nationwide for milk and other dairy production, as well as wine, applies, maple syrup and other products.
Article – “Governor Cuomo Announces Jeff Belt to serve as Co-Chair of Western New York
Regional Economic Development Council” Crystal and Corey have met with Jeff Belt after this announcement to discuss projects, action plans, etc. A “standing meeting” has been set for each month with Jeff to keep him more in the loop as to all County wide projects. Mr. Belt, who has been a member of the regional council since its inception in 2011, has represented both manufacturers and rural Cattaraugus County in the group’s deliberations over the past three years. He has been one of the most active members, particularly on smart-growth issues, and helped lead that initiative to target state investments toward existing urban, village and town centers, as well as waterfronts and brownfields.

Disturbing article that notes some challenges of conducting business in New York State. Based on a new national ranking, New Yorkers have the worst claim to the benefits of a free society.
All states have room to improve, but none more than New York, as per the article.

Olean Times Herald Article: “Dresser will reduce staff by 8 percent” This workforce reduction is directly in response to the drop in oil prices. Given the prevailing view that oil prices are expected to remain under pressure in the near future, the Company is taking appropriate measures to continue its emphasis on operating earnings growth, even in what is expected to be a relatively stable year in sales for 2015. We have been in contact with Dresser
Rand and will stay in contact throughout this dip in their “economy”.
