Apologies for absence: Councillor A Hunter
Presentation: Mark Robson, Community Development Manager RDC and Matthew Usher,
Planning Department RDC, gave a brief presentation and produced detailed maps of the village for discussion.
A new planning system for the district was adopted on 9 th December 2014. Part of the process is to prepare a series of new land allocations for development. As part of the process development limits will be reviewed. The district will involve the Parish Council and local residents in assisting to identify suitable land, discount land which is not thought suitable and to help identify local constraints. A profile would be developed to show population, past development, landscape, character and conservation. Constraints such as community spaces to be protected had been noted.
A public consultation evening will be arranged by RDC regarding search areas for land for future allocation.

Minutes of the Last Meeting

Matters Arising
Dog Waste Bin – At a previous meeting of the Parish Council (5 March, item 6.2) it was agreed to purchase a further waste bin which would be sited along Gatherley Road. After a site visit RDC suggested that a new dog waste bin might be better sited in another location.
Cllr Coventry was disappointed with the comments by RDC but agreed with the Councillors not to pursue a further waste bin at this time.
Grass Verges – Cllr Barber and the Clerk had met with Gary Hudson, Head of Open Spaces at
RDC. Cllr Barber informed the Councillors that Mr Hudson would assess the grass areas and take measurements to enable RDC to calculate a cost for grass cutting throughout the village. It was decided to contact another contractor for a quotation once the areas for cutting had been calculated.

Parish Councillors - Cllr Barber asked whether any news had been received from Mr David
Sharpe. Mr Sharpe will be invited to attend the next meeting of the Parish Council with the prospect of being co-opted onto the Parish Council.
Broken Bench Gatherley Road - Cllr Barber mentioned that the minutes of 5 th March noted that the broken bench along Gatherley Road had been removed. However it appears that this is not the case.

Open Event at the Community Sports Hall – The Chairman thanked the Councillors for their support at the event. Members of the public attended and were informed of what the hall was able to offer with displays from various community and voluntary groups.
Reports
6.1 Report from Cllr Carl Les
Cllr Les mentioned the Interim Management Board at Richmond School. This has now been able to stand down and a Shadow Governing Body in now in place.
There will be no Speed Watch in the Richmondshire District at this time. The 50 locations are using existing police volunteers to pilot the scheme. It is intended that the scheme will be rolled out to cover the whole of the county.
Cllr Coventry had discussed the temporary speed limit of 30mph along Gatherley Road with
John Lumbard (Police Liaison). He informed Cllr Coventry that the southbound slip road from the A1 onto Gatherley Road will be closed for several weeks from 2 May.
Cllr Les mentioned that surface dressing would be taking place on the road into Richmond and on the Northallerton Road from Ellerton to Kipling.
Works will take place on Gatherley Road on 20 May for 1 day and 1 night. There will be patching works in the village in Curteis Drive, St Edmunds Close and Honey Pot Road.
6.2 Report from Cllr Ian Threlfall
The Chairman mentioned the ’digging out’ at North Yorkshire Timber which is currently taking place. A discussion regarding an anticipated planning application had been informally mentioned by Cllr Threlfall on a previous occasion regarding additional car parking at the front of the North Yorkshire Timber site. The Parish Council have received no formal planning application for the works. Cllr Threlfall will look at the site and determine the details of the works and any planning application.
Cllr Coventry mentioned the new bins at the HWRC. The skips had been replaced to make loading easier and quicker at the site.
The Chairman thanked Cllr Threlfall for his attendance at meetings and his help and assistance with Parish Council matters and providing a worthwhile link to RDC over the last four years.

8. Parish Finances – The periodic financial accounts which were circulated prior to the meeting were read out. No questions were raised.

The Clerk reported the cost of the open event at the Community Sports Hall totalled £ 81.00 net.
The Clerk had received a quotation from RDC regarding crass cutting at the cemetery. The
Councillors agreed to ask RDC to continue to cut the grass.

9. Correspondence
9.1 A letter had been received from Lafarge Tarmac. The next Scorton Quarry Liaison Meeting will take place on Wednesday 29 th April. This will be preceded by a site visit at 4.30pm. Cllr
Coventry will attend.
9.2 An email received from Richmondshire Local Sports Association inviting the Parish Council to affiliate to the Association. The Councillors agreed to affiliate and make a donation of £50.

Councillors will bring their nominations to the next meeting.
10. Planning Applications
Catterick Racecourse Planning Application – This had been circulated to the Councillors for comments prior to the meeting.
The Chairman mentioned that two comments came back with potential objections. The first comment was regarding light pollution and the second an increase in traffic. A further concern was to ensure the racecourse was open for events only and not regular late night training. The Councillors agreed to respond by expressing their concerns and ask the racecourse to mitigate the effects of additional traffic and lighting.
11. Minor Matters
11.1 Cllr Barber noted on 17 th March the trees in St Pauls Drive have been cut and trimmed. He mentioned that one of the newer trees had died off and was therefore removed. Cllr Barber asked whether the Councillors would consider planting a replacement tree. A Mountain Ash was suggested. Permission will need to be sought from NYCC.

Action – the
11.2 A contractor has visited the allotment site at Pembury Mews. He dug two separate trenches and found rubble, cabling and cobbles. He has quoted for preparing the site which would
involve removing the rubble, levelling he ground and adding topsoil. The estimated quote would be £6000 to £7000. The Chairman noted another quote would be required, commitment by the Allotments Association that they wish the project to proceed and an application for funding from the COF would need to be submitted. The Parish Council would have to find 10% of the cost to fund the project to supplement COF Funding.
11.3 It was agreed by all Councillors to change the date of the next meeting to 21 st May to comply with the Election process.
11.4 Cllr Barber mentioned a meeting with Gary Hudson, Head of Open Spaces RDC. Gary had mentioned compensation regarding the loss of amenity on the land at the Community
Sports Hall in relation to the compulsory purchase by A1L2B. It was agreed to pursue enquiries regarding compensation.
