Summary of the Safer Suffolk Partnership Board Meeting held on 05 March 2013 Further information can be obtained from the full minutes by going to: http://www.transformingsuffolk.co.uk/partnerships/safer-suffolk A performance report on Community Safety and Drugs and Alcohol was presented to the Board by John Sanderson and Amanda Jones, to make decisions on where performance needs to be improved. The draft Terms of Reference for the Board were presented and discussed. The Board needs to review their Terms of Reference every year. There have been changes in legislation and the partnership landscape, which affects the Boards governance responsibility and membership, the main changes highlighted within the TOR were: - The Board did provide the governance framework for the Drug and Alcohol Action team (DAAT). This responsibility will move to Suffolk County Council (SCC) as the responsibility for Public Health from April 2013. The Board will continue to monitor the work of the DAAT and those it commissions as the Board has a priority to tackle substance misuse. - Home Office funding has transferred from the Safer Suffolk Partnership Board to the Police Crime Commissioner. - Over the last few months discussions have been taking place around a countywide group brings together the strategic work required in relation to: sexual exploitation; domestic and ”honor” based abuse. It was proposed that the chair of the new strategy group (once nominated) be invited as a member and the Board to have governance on all of these areas. The Chair expressed thanks to Amanda Jones for her contributions to the Board and for acting as Vice-Chair, a new vice Chair will be elected at the next meeting. A finance report was presented to the Board highlighting spend so far and to approve carry forward for 2013-2014. Tim Passmore, Suffolk Police and Crime Commissioner provided a verbal update and thanked all for their contributions and Feedback on the Police and Crime Plan, confirming that the consultation is now closed. Two of the Boards 6 priorities were reviewed, Charlotte Foster presented on Creating Safer Night Time Economies and Kelly Parker presented Integrated Offender Management asking the Board to consider the following questions: What can your organisation contribute to achieving this priority? Who else could contribute to achieving this priority? What actions will you take away from the meeting? What measures should the Board use to monitor performance in this area? Tim Newcomb confirmed that the aim of Operational Performance Team (OPTs) is to be made up of multi-agency teams, sited and working together to address the crime and disorder priorities identified in the Police and Crime Plan and CSP Action Plans. These OPTs will be part of the wider community and not Police led, however it is early days in the consultation. An internal review of the Police Community Safety Team for Suffolk, together with the reorganising of some District and Borough Community Safety Teams (as D&Bs merge), are also taking place at this time. The Governments national alcohol strategy sets out proposals to crackdown on the 'binge drinking' culture, cut alcohol fuelled violence and disorder and slash the number of people drinking to damaging levels. The Draft Alcohol strategy was discussed at the meeting. The Chair took the opportunity to thank Joanna Spicer for her past contributions on behalf of the Police Authority. The next Board meeting will take place on Thursday 11 July – 10.00am – 1.000pm.
