Position Description Position title: Project Manager, ICT and Remote Infrastructure Position number: New Position classification: Executive Officer Level 1 BI Division: Strategic and Corporate Services Location of position: Batchelor Tenure of position: Fixed term Immediate supervisor: Head of Strategic and Corporate Services Positions supervised: Two Special features of position: Nil Primary Objective Provide strategic leadership and direction of a portfolio of Information and Communication Technology and Remote Infrastructure to ensure the delivery of whole of Institute ICT and remote operational business applications. Lead the development of effective strategies, policies and models to support the delivery of services in remote communities through the functions of property and fleet management. Key Responsibilities Develop and align the ICT Strategic and Operational Plan to the Institute’s Strategic Plan and to the Education Industry standards to support delivery of the key elements of education 2. Design, construct, implement, manage and monitor the Infrastructure Cycle of all ICT infrastructures over a 4 year project cycle including servers, hardware, software and equipment. 3. Identify and implement innovative methods to enable automation, monitoring and reporting for ICT, Fleet and Staff Travel. 4. Lead, manage and monitor human, financial and information resources of the unit to achieve strategic and operational outcomes, organisation objectives and contractual requirements. 5. Provide executive leadership, coordination and oversight for the delivery of all ICT and Remote Infrastructure establishment, management, projects and initiatives. 6. Develop models of ICT and remote learning centres that achieve efficient and effective operations; and meet the standards of delivery and regulatory requirements. 7. Design, manage and make recommendations on large contracts, multiple vendors and contracted service providers engaged in the delivery of projects related to both ICT services and learning centre infrastructure. 8. Influence stakeholders across the Institute to support and actively contribute to successful business unit delivery and achieving whole-of-Institute strategic and operational outcomes relevant to the business unit. 9. Identify synergies and opportunities to improve coordination, efficiencies and effectiveness across projects and initiatives delivered by stakeholders across a variety of sites in remote settings. 10. Represent the business unit in negotiations, committees and working groups and with external stakeholders to integrate the ICT and Remote Infrastructure into the service delivery of the Institute. 1. 11. Provide high level advice to Executive Management on the full spectrum of ICT, remote infrastructure / asset management issues as they relate to remote programs and scope of the Unit’s activities. 12. Maintain effective collaborative partnerships and strategic alliances with Government departments, community based organisations, non-government organisations and private sector. 13. Ensure that the Unit maintains accurate records of approved and prospective infrastructure developments in remote communities to effectively manage the assets and service levels. 14. Manage the purchaser/provider contracts to deliver services in remote communities effectively and efficiently. These duties and accountabilities are indicative rather than inclusive and the incumbent will be required to display initiative, lateral thinking ability and a solution-focus in the performance of their duties. Essential selection criteria 1. Proven track record in the strategic leadership of complex projects and programs with an emphasis on ICT services, business systems and remote infrastructure. 2. Expert level knowledge of project management disciplines and program leadership preferably in an ICT and business systems context. 3. High level of leadership and the ability to take a strategic viewpoint to management. 4. Proven ability to manage the commercial interface with contracted providers of ICT services and deliver strong outcomes in a complex resourcing environment. 5. Excellent oral and written communication skills including the ability to communicate complex technical issues and liaise effectively with internal stakeholders, contractors, industry and community organisations to achieve successful outcomes in a complex multi stakeholder environment. 6. Extensive knowledge in strategic planning, information management, infrastructure program/project management, program and policy development and evaluation, and the delivery of successful outcomes in a complex environment. 7. Detailed knowledge and experience of the conditions affecting remote regions of the Northern Territory and the factors which impact on the delivery of infrastructure projects and training programs. 8. Demonstrated ability to interact effectively with people of different cultures. Desirable selection criteria 1. 2. 3. Tertiary qualifications in business management or related disciplines. Knowledge of factors affecting regional and remote communities and NT and Commonwealth government policy directions.
