TOWN OF FORT WINNEBAGO TOWN BOARD MEETING May 7, 2012 TOWN BOARD MEETING Citizens Present: Geri Slager, Dan Henning, William Maxwell, Mary Walker, Jean Arnce, William Jacob Schaller, Kelly Schaller, George Thornton, Brandon Ashbrook, Tom Tennyson, Jim Blankenheim, Jim Grothman, Greg Gerstenhorn, Maureen Gerstenhorn, Beth Lesnick, Jason Tollaksen, Dan Mueller, Sherry Schehr, Rich Stewart, John Miller. Chairman Schroeder called the regular monthly board meeting to order with the Pledge of Allegiance at 7:33 pm. Bruce moved, seconded by Ron, to approve the Agenda. Motion carried. Roll Call: William Schroeder, Bruce Walker, Ron Kraft, Delmont Molden, Kris Conway. Open Meeting Law compliance check: Meeting agenda was posted in three locations in the township and Fort BP on May 3, 2012, and the meeting notice was published in the Portage Register Government Meeting Column. Bruce moved, seconded by Ron, to approve the April 2, 2012 and April 14, 2012 Town Board Meeting Minutes. Motion carried. Ron moved, seconded by Bruce, to accept the Treasurer’s Report as prepared. Motion carried. Old Business a) Plan Commission – Plan Commission met on April 16, 2012 and Public Hearing proceeded the Monthly Town Meeting, May 7, 2012. b) Bruce moved, seconded by Ron to accept the Century Tel Application for Telephone Company Construction Permit, with advance notice of any nonstandard maintenance projects. Motion carried. New Business a) Bruce moved, seconded by Ron to adopt Title 16 Chapter 100 - Zoning of the Columbia County Code of Ordinance, as acted by the Columbia County Board of Supervisors on March 21, 2012. and Comprehensive Zoning will become effective May 7, 2012 in the Town of Fort Winnebago, Columbia County. Motion carried. b) Ron moved, seconded by Bruce to approve Jim Blankenheim Highway 33 rezoning of 7.4 acres from Agriculture to Commercial C-1 with a Conditional Use Permit for Mini Warehouses. Motion carried. c) Bruce moved, seconded by Ron to approve the William and Kelly Schaller’s request to split the parcel for 38.86 acres agriculture and 2 acres with the house Residential, with the condition that they agree to the 38.86 acres of land will be in the Counties No Build Zone, If town would opt out of zoning, than the 38.86 would be deed restricted to agriculture usage only. Motion carried. d) Bill wanted to go on record that he is not in favor on the Schaller property split and this is not setting precedence for future land divisions. e) Mr. John Miller presented drafted town ordinances: 1) License and Permit Ordinance; 2) Intoxicating Liquor and Fermented Malt Beverages Ordinance; 3) General Penalty Provision Ordinance. Also discussed a proposed ordinance to establish a Town Fee Schedule. Town Clerk is to send Mr. Miller a list of all Town Ordinances, and current Fees. Discussion was held regarding the ordinances. Mr. Miller will incorporate various points discussed into the ordinances and return them to the Town for review. A Public Hearing will need to be held to discuss the ordinances. f) Mr. Miller will draft a letter to the Town Chairman on the enforcement process for the Noise Control Ordinance. g) Bruce moved, seconded by Ron to allow three (3) lots and easement for the Gehl Drive Land Division request, not four (4) lots. Motion Carried. h) Bruce moved, seconded by Ron to award North East Asphalt Inc. the road construction contract to pulverize Dumke to Hwy F 4,325 feet and 20 feet wide with a two foot lime rock shoulder for $69,359.80. Motion Carried i) Bruce moved, seconded by Ron to have Crack Filling for $10,000 for Clark Road From County F to Curry Road. Motion Carried j) The Columbia County Road Aid will be used to seal coat Wilcox from Monthy to County CM, not to exceed $35,000. Town Clerk is to send a letter to the Columbia County Highway Department. k) Bill will request a quote to replace the culvert caving in on Fox River Road by Gary Fredrick’s property for the June Meeting. l) Completed the Columbia County Natural Hazards Preparedness & Mitigation Questionnaire for the Township. Citizen Input - None Communications – a) Bruce provided an update on Zoning Farm Land Preservation. b) Received a communication from an individual receiving a fire bill who only wants to pay half. c) Columbia County Planning and Zoning Department designed a form on building specifications to be distributed with Permit Applications. d) Wisconsin Department of Transportation notification of beam guard rail work on Hwy I 39. e) Received Wisconsin Town Association Certificate of Membership. Bruce moved, seconded by Ron, to pay the monthly bills as listed. Motion carried.
