HUMAN SERVICES MANAGER Our client is seeking a Human Services Manager to join the Rockford Housing Authority. The successful incumbent will coordinate the operations and activities of the Rockford Housing Authority Resident Services (Human Services Department) to complement and strengthen housing programs. Supervise Case Managers, Associates and Support Specialists and ensure the delivery of quality case management services for adults and their family members as clients of the housing authority. As needed, the Human Services Manager provide consultation and coaching to Case Managers, Associates and Support Specialists who are managing the various needs of clients such as education, substance abuse, career development, mental health, etc. so that clients achieve their goals. Reviews, develops, or modifies work plans, methods, and procedures, determines work priorities, and develops work schedules to provide adequate staff coverage to meet program goals and outcomes. Provides work instruction and assists employees with difficult and/or unusual assignments and encourages innovation. Assigns and distributes work, reviews work for accuracy and completeness, and returns assignments with recommendations for proper completion as needed. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Foster positive working relationships with others including but not limited to member agencies of the Program Coordination Committee, Community Service providers and the RHA Community Development Manager. Assist with or conduct workshops covering financial, budgeting, work readiness, and other knowledge and skill‐building sessions. Develop training programs for RHA staff and community agencies for the purpose of expanding Human Serving programs to multiple sites with a goal of running several programs simultaneously. SPECIFIC DUTIES: Provide day-to-day leadership, supervision and coordination of Family Self-Sufficiency Specialists, ROSS Specialists, Resident Support Specialists, Resident Program Case Manager and HOME Board. Train employees on required protocols to ensure the delivery of timely, accurate and quality services that meet and/or exceed performance standards. Coach and develop employees to provide superior customer service, achieve quality standards and meet performance expectations. Prepare and monitor the FSS, ROSS, Operation ReBuild and other assigned budgets. Provide necessary documentation and reports to appropriate funding sources; focus RHA authorized resources on best meeting clients’ needs. Evaluate a minimum of 5 case files per month for each supervisee and provide timely and practical feedback related to performance and skill development. Conduct written Performance Evaluations on a timely basis. In consultation with Community Development Manager, establish (subject to Executive Team review and approval) and implement performance benchmarks related to productivity and ensure accountability to standards. Works to monitor production and data integrity of transactions completed by staff. Conduct interviews with prospective employees and evaluate suitability for available positions. Ensure compliance with all applicable governmental and programmatic requirements.
