The scope of work, bid requirements and evaluation criteria are stipulated in the bid document.
Bid Documents will be obtainable at the New Budget and Treasury Office, MATATIELE LOCAL
MUNICIPALITY, Mountain View for a non – refundable tender fee of R300. 00 payable between the
hours of 08h00 and 16h00
Invalid or non-submission of the documents listed in the Terms of Reference will lead to the
disqualification and where the bidder is registered on the Municipal Database System reference can be
made to such documents and it is the bidders responsibility to ensure that the document does exist and
verification of such registration will be done by the municipality and where the bidder is found to be not
registered or have submitted incorrect registration details will be regarded as non-responsive and be
disqualified from the bid.
NB: Suppliers must be registered on the Matatiele Local Municipality’s Database System before
submitting bids; forms are available from the website www.matatiele.gov.za and from the SCM Unit
Office.
The Matatiele Local Municipality Supply Chain Policy and Preferential Procurement Point Scoring System
of 80/20 shall apply.
With regard to functionality the following criteria will be applicable and the maximum points
Proof of excavation equipment by means of affidavit or purchase receipt

Proven experience in the excavations service with traceable references
2 references and above = (30)
1 reference = (20)
Reputation for good services from one of the previous clients by means of written
proof

A bidder that scores less than 80 points out of 100 in respect of “functionality” will be regarded as
submitting a non-responsive bid and will be disqualified.
Sealed envelopes clearly marked: “Technical Offer & Financial offer” and the name of the project
“DIGGING OF MUNICIPAL GRAVES” and Bid No: 2015/2016 -299 must be deposited in the Bid

Box located at the Municipal New Budget and Treasury Office, Reception Area, Mountain View Matatiele
4730, no later than 25 September 2015 at 12H00.
Bids must only be submitted on a bid documentation provided by the municipality. Each bid must comprise
of a Technical offer and a financial offer, each of which must be submitted separately, failing which will
lead to disqualification.
Late, submitted, emailed, faxed and telegraphic quotations will not be considered.

Matatiele Local Municipality does not bind itself to accept the lowest or any bid and reserves the right to
accept the Bid in whole or part, at the rates quoted.
