Evacuation Plan: North Central In Nicholas County, there are few hazards that would warrant concern or evacuation. There are no airports, railroads or major interstates nearby. However, there is a natural gas substation ½ to ¾ mile from the center of camp. There are three natural gas lines that connect to this substation. This substation is constantly monitored via computer and physical inspection by the Columbia Natural Gas Company. The local Emergency Management Director’s office would be in contact with this company in the event of a leak or explosion. Prior to the summer of 2007, Nicholas County is installing and activating a warning system consisting of several sirens. One siren will be located at Lake Carnico; it will be heard within a 1 mile radius which will include North Central 4-H Camp. The sirens throughout the county will be activated in the event of any emergency, e.g. tornado warning, gas leak, etc. The County Emergency Management Director’s office will immediately notify key persons on their contact list. During our camping season, we will be contacted immediately regarding the type of emergency and specific instructions. If we have not already initiated our camp emergency procedures, they will recommend shelter in place (see definition section), evacuation, etc. Should there be a gas leak or a suspected act of terrorism, the EMD would recommend evacuation. In the event of a natural gas explosion, those in a position to do so would prepare to evacuate. The local EMS would take charge of the scene to handle injuries. Steps for handling an emergency requiring outside assistance: 911 1. Call (land line if possible) 2. The dispatcher will notify the local Emergency Management Director’s (EMD) office. Personnel from this office will arrive within minutes of this call. Someone is on call 24/7. 3. The EMD will make the decision regarding evacuation. 4. If the campground must be evacuated, the EMD will alert the school system contact to arrange for both transportation and shelter. The Nicholas County Schools (High School and Elementary) will be used for evacuation of campers. 5. If the emergency involves fire or hazmat, the EMD will make the decision or assist in making the decision regarding the need to evacuate. 6. Personnel from the EMD’s office will coordinate the actual evacuation and work with the camp emergency safety coordinator (ESC) in preparing for it. 7. The camp ESC will alert the Camp Director and Program Director of the decision to evacuate. Using Extension personnel (agents and camp staff), each cabin will be notified of the decision to evacuate and begin to assemble all persons on the campground at the shelter house. 8. At the earliest possible time, the Camp Director will contact the State Specialist for Camping and give details on what, when, where and how. The Specialist will contact UK PR, UK Ag Com, UK Police and the Assistant Director for 4-H Youth Development with the details. UK PR will determine any statement that will need to be made to the public/media. UK PR will coordinate with the local PR office prior to making a statement. 9. At the earliest possible time, the Extension Agent (s) will contact their District Director with the what, when, where and how. 10. Should it be necessary for assistance from the EMS during the emergency due to an injury, the HCP is in charge of the scene until the EMS arrives. Then EMS will assume responsibility for the injured. 11. To prepare for evacuation, all campers, leaders and extension personnel will report to the designated staging area. Cabin leaders should bring their cabin sheet with all campers and leaders listed. If time allows (depending upon the emergency), all persons should wear sturdy, comfortable footwear; bring warm clothing; bring a sleeping bag and any valuables (money, glasses, etc.) 12. The HCP, Camp Director and one other designated person (staff) will be responsible for retrieving all medications and health registration forms for transportation to the shelter. The HCP and the Camp Director will be responsible for the prescription medications at all times during the emergency. Any medications requiring refrigeration should be placed in a cooler with ice for transport. 13. Each 4-H Agent or designated person will be responsible for retrieving the Pickup Release Form for campers and keeping this information during evacuation to a shelter outside of the campground. 14. Each cabin leader will conduct a head count at the staging area prior to evacuation. Each cabin will continue to be closely supervised by cabin leaders, with at least one adult present with each cabin while awaiting evacuation. Camp staff should be prepared to sing or play simple games in place with the campers to keep them calm and engaged while awaiting evacuation. 15. Cabin by cabin, campers will walk down camp road to the main road (Hwy. 1455) to prepare for the buses to transport. Campers will be taken to the end of the camp road; buses will approach from Lake Carnico, pick up campers, and precede on 1455 to Carlisle and the Nicholas County schools. If there is a need for buses to make more than one trip to transport, they will proceed through Carlisle, turn onto Hwy 68, then Hwy 1455 past Lake Carnico and repeat the pickup of campers at the end of Camp Road. Each bus will have a designated Adult in charge with teen leaders to assist in supervising campers. 16. In the event of an evacuation and the Camp Rd. was inaccessible, the local EMD would identify an alternate route and coordinate the evacuation using this route. 17. When all have been evacuated, the camp ESC and three other designated personnel will quickly inspect the campground to ensure that all persons have been evacuated. They will travel in twos and remain in communication via handheld radios. If this could potentially put these persons in danger, they will not inspect the grounds and leave immediately. 18. The camp ESC and one other designated person will ensure that all gas equipment and appliances are turned off before leaving the campground, if possible. 19. Upon arrival at a shelter, cabin leaders will conduct a head count; camp staff will continue to sing and conduct games to keep campers calm. 20. The HCP and Camp Manager will identify an area to use for distributing medications. 21. A cabin leader will be responsible for seeing that any camper requiring medications is taken to the HCP when directed to by the HCP. 22. If appropriate and when given approval by the EMD or ESC, the Extension Agent (s) may begin to arrange for return transportation to home for their campers. 23. Information from UK PR or the District Director will be provided to the Extension Agents to use in developing a statement to be used when contacting parents regarding the situation. The county plan for contacting parents/guardians would then be engaged. 24. In the event that parents/guardians begin to arrive on their own to pick up their child, each 4-H agent will organize an area for picking up campers and checking appropriate ID against the Pickup Release Form. A list will be maintained of each camper that is picked up, when and by whom. The camp ESC will work with local authorities to ensure the security of the shelter and monitor parents, guardians and any other persons arriving on the scene. Parents/guardians will be directed to the appropriate area within the shelter to pick up their child. 25. When appropriate, the Camp Director, HCP, camp ESC, camp staff and extension staff (if available) should have a debriefing session to review the situation, evaluate the procedures, ensure that documentation is completed and make recommendations for any future emergency evacuation. The Camp Director and Program Director will facilitate this meeting. Definitions: County Plan for Contacting Parents: Each county should have procedures in place for contacting parents in the event of an emergency or the need to transport campers back to the home county earlier than expected. This should include a duplicate set of contact information for each camper on file at the extension office and personnel in the home county trained in the procedures for contacting parents under the above circumstances. This plan would be put into action in a decision by the county 4-H agent or other extension staff as designated. Emergency Management Director (EMD): An employee of the Kentucky Department of Public Safety who helps state and local governments and their citizens deal with emergences and disasters as they arise; they are responsible for assisting in the development of an emergency plan for communities. Emergency Safety Coordinator (ESC): A camp maintenance supervisor or designated employee who serves as the liaison to the Emergency Management Director’s office during an emergency on the campground. The coordinator ensures that, in an evacuation, all persons are safely evacuated. He/she works closely with the Camp Director and Program Director to safely manage the emergency in coordination with local authorities. Shelter in Place: Remaining in a closed area within the campground until emergency personnel announce that the area is clear. Shelter in place requires everyone to remain in a pre-designated area with all vents, windows, and any other air handlers to be covered using plastic and duct tape.
