They are legal and defined by Ministerial order (Ministry of Public Works and Transportation). Regional offices localise them according to some criteria (road in bad condition, security). Rain barriers are usually managed by private subcontracting companies in charge of light road maintenance after rainy season. Contracts are renewed on a yearly basis by government. The rule is: - Stop for 6 hours after the rain for vehicle > 3,5 T and stop for 3 hours for vehicle < 3,5 T - Stop 12 hours after the rain during night time. Companies in charge of rain barriers must organise (as mentioned in contract with government) at least 3 monthly controls on the respect of rules. Wadis Wadis represent probably the most acute constraint for road transport in Chad, particularly during the rainy season. Important wadis can not be crossed for several weeks during rainy season. Smaller wadis are only closed when strong rain occurs and remain closed 6-12 hours after the rain has stopped. A growing number of wadis have been equipped with so call radier, concrete reinforcements (concrete slab) which simplify the crossing.
