Rain barriers
Rain barriers are only on dirt road. They are legal and defined by Ministerial order (Ministry of Public
Works and Transportation). Regional offices localise them according to some criteria (road in bad
condition, security).
Rain barriers are usually managed by private subcontracting companies in charge of light road
maintenance after rainy season. Contracts are renewed on a yearly basis by government.
The rule is:
- Stop for 6 hours after the rain for vehicle > 3,5 T and stop for 3 hours for vehicle < 3,5 T
- Stop 12 hours after the rain during night time.
Companies in charge of rain barriers must organise (as mentioned in contract with government) at
least 3 monthly controls on the respect of rules. Regional Office can also organise improvised
controls assisted by Gendarmerie.

Ministerial Decree N.13 from April 9th, 2008, determines restrictions’ conditions for rain barriers
during rainy season. Regional Office has announced in July 1st, 2008 the conditions of use for
Eastern Chad (Ouaddai, Wadi Fira, Sila)
Restrictions valid until the end of the rainy season:
- Traffic on dirt road for vehicle > 3.5 T is not allowed from June 1st 2008 for East and July 1st 2008
for South.
- Traffic is allowed for vehicles up to 10 T on the following eastern roads:
o Abeche – Biltine
o Abeche – Adre
o Abeche – Goz Beida
o Abeche – Am Zoer – Guereda – Iriba
Traffic must always respect rain gates and waiting time if raining.
Special exemption can be done by the Ministry in case of humanitarian emergency. A justified and
detailed letter must be addressed to the Minister.
Amends:
- 500.000 CFA for the vehicle owner
- Revocation of driving license for the driver
- To participate in rehabilitation of the road section damaged by the vehicle.
Wadis
Wadis represent probably the most acute constraint for road transport in Chad, particularly during
the rainy season. Important wadis can not be crossed for several weeks during rainy season. Smaller
wadis are only closed when strong rain occurs and remain closed 6-12 hours after the rain has
stopped. A growing number of wadis have been equipped with so call radier, concrete
reinforcements (concrete slab) which simplify the crossing. However, these radiers tend to be
washed away during heavy rains and often need repair.

International Corridors Leading to the Country

Cameroon Corridor
Ngaoundéré is the final station of the main railways line Douala Port. With a dry port developed
around the railways station, it is the second logistics hub of the country after Douala.
Presently, there are two main road corridors from Douala to Ngaoundéré:
- The main road via Garoua-Boulaï at the border with Central African Republic, which is the
legal/customs road. This is the road authorized by the customs and which should be used by trucks
in transit to Chad and Central African Republic. Cargoes destined to Chad and Northern Cameroon
can be loaded on wagons up to Ngaoundéré (for WFP).
- The road via Bafoussam, also called the ‘west’ road, which should not be used for goods in transit
to neighbouring countries, unless prior authorization is obtained from the customs.

Adre is a highly militarized area due to its strategic position on the Sudanese border. Security
situation, while usually quiet, is highly volatile.
Several wadis on the road from Abeche to Adre are not only barriers during rainy season, but require
also thorough driving skills during dry season.
Just after the rainy season, the road is in very poor conditions, particularly the last 50 km before
reaching Adre.
Attacks have been taken place on this road. Currently, trucks on this stretch have to move in
convoys. Car jacking has been occurring frequently between Bahai and Abeche.
