Antibiotics and Innovation: The Antibiotics and Innovation Project (AIP) protects consumers from the risks of drug-resistant bacterial infections by advancing policies that will bring new antibiotics to market. Through a national advocacy strategy, it seeks to stimulate pharmaceutical innovation within this therapeutic area, and works with Congress, federal agencies and national stakeholders to advance such policies. Position Overview: The AIP director will oversee the AIP initiative, including the research, analysis and advocacy efforts related to project goals. The director also will oversee presentations to agencies, Congressional staff, media and others. The individual will be involved in strategic planning for future antibiotics work, potentially including work to ensure appropriate antibiotic use in medical care, and will oversee that work if it receives board approval and funding. The director also will be responsible for coordinating the work of AIP with Pew’s Human Health and Industrial Farming initiative, which works to reduce the use of antibiotics in industrial farm animal production. The ideal candidate will have significant and substantive work experience on health issues, preferably with specific experience with antibiotics, and demonstrated knowledge of the policy process, effective advocacy campaigns and key issues and stakeholders. Familiarity with prescription drug policy, the Food and Drug Administration and/or the Centers for Medicare and Medicaid Services preferred. A solid grounding in biomedical, clinical care, clinical trial design or pharmaceutical innovation would be beneficial. In addition, the candidate should have a track record in managing staff and programs and in clearly and accurately conveying complex health/policy information to diverse stakeholders. The position based in Pew’s Washington, D.C. office, will report to the Director, Drug Safety and Innovation. It is expected that this position is for an initial term through December 31, 2014, with the possibility of an extension pending the success of the program, funding sources, and board decisions on continued support. Job Requirements Direct the Antibiotics and Innovation Project, including supervising current staff and hiring new staff as appropriate, directing research and campaign activities. Develop programmatic objectives, workplans and oversee day-to-day operations. Negotiate project deliverables, timelines and budgets with project staff and potential partners. Determine the objectives to be met and evaluate the results of the project against those objectives over time. Manage relationships with partner organizations, monitor progress, recommend needed changes and intervene when necessary. Prepare oral and written summaries of the outcomes of project activities. Work with the Director, Drug Safety and Innovation and the Senior Director, Drugs and Medical Devices to set the overall direction of the project. Work with Pew’s Communications staff to ensure appropriate communications strategies are developed and implemented. Work with Pew’s government affairs staff to ensure that lobbying activities are approved and coordinated. Respond to public inquiries about the Antibiotics and Innovation Project and represent Pew at public forums and speaking engagements. Prepare written materials for external use. Maintain and continue to develop external relationships with individuals, significant organizations and professional associations. Participate in conferences, seminars and other professional development activities to keep current in area. Contribute to and participate in tasks of the department as assigned. Participate in Pewwide projects as requested. Requirements: A minimum of ten years of experience in health and public policy, with pharmaceutical policy or science background strongly preferred. Bachelor's degree required; advanced degree preferred. Minimum of two years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel. A history of resolving problems creatively and logically to drive results. Demonstrated strong analytical and research skills. Asks probing, relevant questions. Able to synthesize material and to focus quickly on the essence of an issue. Excellent written and oral communications skills, including an ability to briefly summarize issues and recommendations.
