Government Performance: Government Performance (GP), an internal operating division of The Pew Charitable Trusts, identifies and advances effective policy approaches to critical issues. It researches emerging topics, develops data-driven reports, and highlights innovative approaches to complex problems. When the facts are clear, GP advocates for nonpartisan, pragmatic solutions. GP initiatives focuses on six areas: (1) strengthening the economic well-being of America’s families; (2) promoting fiscal health at the state, federal and local levels; (3) advancing innovative, data-driven state policy in targeted areas, such as corrections, elections, home visiting and children’s dental health; (4) ensuring a safe food supply; (5) encouraging safety and innovation in drugs and medical devices; and (6) fostering cutting-edge biomedical research. GP makes use of the basic tools required to help explore and advance effective policies, regardless of the issue: credible, timely, and user-friendly research; assessments of public support for change; strategic outreach and dissemination to ensure that good information is widely communicated to decisionmakers, media, influential stakeholders, and the public; the capacity to bring together diverse perspectives and find common ground; and the ability to identify and apply approaches that have proven successful elsewhere. Antibiotic Resistance Project: The Antibiotic Resistance Project will work to combat antibiotic resistance by developing and advancing research and policy to reduce the use of antibiotics in people and in food animal production and to spur the innovation of new antibiotics. Position Overview: The Senior Officer will develop and lead a strategy to advance antibiotic stewardship in in-patient and out-patient settings. Working with key partners, including medical professional societies, leaders of provider organizations, health plans and state and federal officials, the senior officer will lead efforts to identify best practices for reducing antibiotic use in hospitals; barriers to effective implementation of appropriate use policies; and develop ways to assess adherence to those policies. The Senior Officer also will lead research project to review the evidence linking outpatient use to antibiotic resistance, identify specific areas of overuse and work with medical professional societies and policymakers to identify targeted opportunities to reduce such use. The Senior Officer and the project team will report to the Director of the Antibiotic Resistance Project and be supported by Pew experts in Communications, Research, Government Relations, Human Resources, and other areas. It is expected that this position is for a term period through December 31, 2017, with the possibility of an extension pending the success of the program, funding sources and board decisions on continued support. The position is based in Pew’s Washington, DC office. Under the direction and guidance of the director: Serve as a senior member of the 13-person antibiotic resistance team. Develop and implement a strategy to reduce inappropriate use of antibiotics in outpatient and inpatient settings in human health care. Develop and implement a research agenda to identify the most effective ways to reduce antibiotic use in human health care settings. Build an advocacy coalition of hospitals; state health departments; and nongovernmental groups to call for governmental support of stewardship programs in all U.S. hospitals. Serve as a subject matter expert for Pew’s work related to inpatient and outpatient use of antibiotics in media and at special events. This includes presenting research analyses at relevant conferences, convenings and seminars, and in print and online media platforms. Oversee the development of a report of case studies of U.S. hospitals identifying effective features of current antibiotic use policies in inpatient facilities. Lead outreach to professional societies. Maintain a broad knowledge of issues related to antibiotics, health care delivery, and relevant policy levers; develop and maintain relationships with key resources. Work collaboratively with internal and external stakeholders. Contribute to and participate in broader Trusts-related projects and activities as needed. Requirements Bachelor’s degree required; advanced degree in medicine or science (an M.D. or Ph.D.) or equivalent experience preferred. Ten years of relevant professional experience, including demonstrated research, analytical and writing skills. Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew. Experience synthesizing and summarizing large amounts of information focusing quickly on the essence of an issue, as well as identifying, understanding and integrating different policy perspectives. Experience in public policy or health care delivery strongly preferred. Experience writing clear and cogent materials that synthesize scientific and policy issues for internal audiences, policy makers, the media and the public with a non-partisan perspective and approach. Experience collaborating with stakeholders in government, academia and non-profits. Strong systems skills including Microsoft office products required; database and online research applications preferred. Ability to work professionally and collegially within a creative, fast-paced corporate culture that emphasizes excellence and teamwork. Demonstrated time and project management skills, including an ability to meet multiple deadlines by maintaining a high level of organization. Ability to set priorities and identify resources.
