3. PURPOSE:
The purpose of this project is to create or update a research design that will provide the Republic of the
Marshall Islands (RMI) with the knowledge of pre-historic and historic proprieties and sites. This project will
comprehensively identify pre-historic and historic proprieties and sites completed to date in the HPO
inventory, update pre-historic and historic proprieties and sites, questionnaires, and agreements provide a
sound foundation for archaeological program, and provide a research design. Also, should provide a model
for contracted local archaeological staff to follow. Inventory Assessment, are intended to review and assess
Significant trends affecting pre-historic and historic properties and maintain an up-to-date inventory of prehistoric, historic, and cultural properties

4. SCOPE OF WORK:
Evaluation: There are certain criteria of significance when identifying properties, whether they meet the expected
value to be considered on the inventory of historic properties. It is therefore important to focus on historical,
architectural, archeological, engineering and cultural values rather than on the conduct.
1. Review the list with Alele Museum & Archives. The Staff Archaeologist along with the staff of
HPO will co-ordinate with the staff of Alele to gather and research information related to the Historic and
Pre-Historic sites and properties on and off land by:
a. Classify it as to property type
b. Compares its features or characteristics with those expected for its property type; and
c. Define the physical extent of the property and accurately locate the property.
The importance of Evaluation is that it is the initial statement that clarifies that a site or property is
considered historic and/or prehistoric. It is therefore important to write a statement that compliments the
insurance of collected identifiers and other related activities. This will take the effort of all the HPO and
Alele Museum & Archive staff with the supervision of the Staff Archaeologist to conjoin in the
evaluation area.
Inventory Assessment: When Evaluation of a certain Historic and/or Prehistoric site or property is done,
all information in regards are readily available when comprising the Inventory. Assessing the Inventory
takes a considerate amount of information to gather because an Inventory is the repository of information
on any one historic and/or prehistoric site and/or property. It is therefore very important to take every
single note, whether adding new information or depleting the context of a site and/or property so that it’s
value complies with its evaluation criteria.
1. The HPO & Alele Staff with the lead of the Staff Archaeologist will:
a. Summarize the importance of the context in the form of an approved plan or analysis of its
historical and/or prehistorical contexts in the history of the geographical area covered by the
inventory.
b. Describe the significance of the property types, whether or not any specific properties have
been identified.
c. Results of reconnaissance surveys or other identification activities, even if the level of
information on specific properties identified as part of those activitites is not sufficient to
evaluate individual properties.
d. Information on individual properties that was used in the evaluation:
Research Design: Being informed is very important in that it reflects the value of historic and prehistoric
knowledge to people. Creating a Research Design will help disseminate valuable information that will
contribute to the preservation of History. Having a useful toolkit that guides you through a research both
expedite and gives you accurate direction.
1. HPO and Alele Museum & Archive staff with the lead of the Staff Archaeologist will;
a. Evaluate the significance of the property (ies) to be investigated.
b. Historical, architectural, archeological or cultural issues relevant to the evaluated significance
of the property;
c. Previous research on those issues and how the proposed work is related to existing knowledge;
d. The amount and kinds of information required to produce reliable historical analyses;
e. Methods to be used to obtain the information;
f. Types of sources to be investigated; types of personnel required;
g. Expected results or findings based on available knowledge about the property and its context;
and;
h. Relationship of the proposed historical documentation of other proposed treatment activities.

7. CERTIFICATION: As the duly authorized representative, I certify that this subgrant will be administered
and work will be performed under the supervision of a professional meeting appropriate 36 CFR 61 requirements,
in accordance with the Historic Preservation Fund Grants Manual, and the Secretary of the Interior's "Standards
and Guidelines for Archeology and Historic Preservation." All documentation required by the Historic
Preservation Fund Grants Manual will be maintained on file for audit and State Program Review purposes. All
proposed costs for personal compensation charged to the Federal or nonfederal share of this subgrant are within
the maximum limit imposed by Chapter 13, Section B.34.e. of NPS-49. These costs have been assessed by
knowledgeable SHPO staff and found to be within the normal and customary range of charges for similar work in
the local labor market, and appear to be appropriate charges for the product to be achieved with grant assistance.
