REGULAR MEETING
MINOCQUA BOARD OF SUPERVISORS
September 3rd, 2013
A regular meeting of the Minocqua Board of Supervisors was called to order by Chairman Mark Hartzheim
at 6:00p.m. on September 3rd, 2013 in the Board Room of the Minocqua Center.
Present were: Chairman Mark Hartzheim, Supervisors John Thompson, Bryan Jennings, Billy Fried and
Sue Heil, Clerk Roben Haggart, Director of Public Works Butch Welch and Police Chief Andy Gee.
Mary Taylor, Library Director and several members of the Minocqua Public Library Board of Trustees
were also present.
Motion by Fried, seconded by Heil to approve the agenda presented. Voice Vote: Motion Carried.
Motion by Jennings, seconded by Thompson to approve the minutes from the Regular Town Board
meeting held on August 20th, 2013. Voice Vote: Motion Carried.
Ron Bonnicksen, representing the Lac du Flambeau Lions Club was present. He thanked the board for use
of Torpy and assistance with their Brewfest event. The event was very successful without any problems.
NEW BUSINESS
PUBLIC WORKS DEPARTMENT REPORT
Director of Public Works Butch Welch reported that the roadside mowing is now complete. The crew has
been working on repairing washouts & potholes, grading and brush cutting.
BEEF-A-RAMA
Chairman Hartzheim reported that there was a pre-Beef-a-Rama meeting with Andy Gee and Andy
Petrowski present. All safety and emergency concerns have been addressed and both departments are
comfortable with the emergency planning.
CONDITIONAL USE PERMIT- HOME EXPRESSIONS
Conditional Use Permit # 20-13 – Home Expressions to allow an outdoor display area on the following
described property: Part of the NW SE, SM B6081, Section 23, T39N, R6E, 7967 US Highway 51, PIN#
2339-1. Jim Rein was present. The Plan Commission approved with conditions that items not be
displayed in the highway right-of-way and limiting the outdoor display to furniture and other items that are
sold in the store.
Motion by Thompson, seconded by Heil to accept the recommendation of the Plan Commission and
approve Conditional Use Permit #20-13 for Home Expressions. Voice Vote: Motion Carried.
PAVING PROJECTS
Director of Public Works Butch Welch is requesting authorization to complete the following paving
projects for the 2013 budget amount of $123,100:




Frontage Road - $18,080 using the new hotmix material ($6,800 for storm sewer & curbs $4,000)
Hower Road - $43,500 using new hotmix material
Country Club Road (Cedar Gates to golf course approx. 300 yds.) $14,000
Bellwood Drive (already completed) $33,213
Cost to complete the first three roads $86,380.
Motion by Jennings, seconded by Thompson authorizing Butch Welch to complete the proposed 2013
paving project as presented. Voice Vote: Motion Carried.
MINOCQUA PUBLIC LIBRARY – HANDBOOK REVISION
Jack Hallock, representing the Library Board of Trustees was present. He outlined changes to the Town of
Minocqua Employee Handbook as requested by the Minocqua Public Library Board of Trustees.



Grievance Policy – The library grievance procedure should say Town Clerk or in the case of the
library employees, the Library Director. Also references to the Town Board as the hearing board
should be Library Board of Trustees.
PTO (Paid time Off) benefits for part-time employees.
PTO increments of ¼ hour instead of 2 hour increments.
The board agreed to make the changes in the grievance policy for clarification and reduce the 2 hour
minimum PTO increments to 1 hour minimum increments. The request for PTO benefits for part-time
employees was denied.
Motion by Heil, seconded by Jennings to deny the request for part-time employees to receive PTO
benefits and modify the Town of Minocqua Employee Handbook grievance procedure adding the
library director in the case of library employees where town clerk is referenced and shortening the
minimum PTO increment from 2 hours to 1 hour effective immediately or as prescribed in the
employee handbook. Voice Vote: Motion Carried.
OPERATOR LICENSE APPLICATIONS
Clerk Roben Haggart presented the following Operator License applications for approval: Eric Miceli (2
yr); Patrick McGuire (2 yr). Chief Gee is recommending approval for both applicants.
Motion by Thompson, seconded by Heil to approve the Operator License applications as presented.
Voice Vote: Motion Carried.
Motion by Jennings, seconded by Fried to adjourn meeting. Voice Vote: Motion Carried. Meeting
adjourned at 7:20 p.m.
