REGULAR MEETING MINOCQUA BOARD OF SUPERVISORS April 2nd, 2014 A regular meeting of the Minocqua Board of Supervisors was called to order by Chairman Mark Hartzheim at 6:00 p.m. on April 2nd, 2014 in the Board Room of the Minocqua Center. Present were: Chairman Mark Hartzheim, Supervisors John Thompson, Bryan Jennings, Billy Fried and Sue Heil, Clerk Roben Haggart, Lt. Dave Jaeger and Butch Welch, Director of Public Works. Motion by Heil, seconded by Jennings to approve the agenda presented. Voice Vote: Motion Carried. Motion by Thompson, seconded by Fried to approval the minutes from Regular Town Board held on March 18th, 2014. Voice Vote: Motion Carried. NEW BUSINESS PUBLIC WORKS MONTHLY REPORT Butch Welch reported that the crew has been busy with snow removal, sanding and clearing storm drains due to the spring thaw. They are working with the Chamber on preparing for the Fool’s Run and getting garbage cans, picnic tables and benches ready for summer. LAKELAND ATV CLUB – REAUTHORIZE & ADD SUMMER ATV ROUTES Members of the club were present. Chairman Hartzheim reviewed a letter received by the club. They are requesting reauthorization of the summer routes from May 1 st through November 1st, 2014. In addition, based on feedback from residents in the Cedar Falls, Swamsauger Heights and East Pier Lake Road area, they are requesting that the following roads be authorized for year-round use; a portion of Pine Lake Road from East Manhardt Drive to the town line; Swamsauger Heights Road; East Manhardt Drive; Manhardt Road from East Manhardt Drive to Pine Lake Road; East Pier Lake Road; Willow Road from Manhardt Road to the town line and the portion of Cedar Falls Road from Cedar Falls Campground south to the town line. This would connect to the Little Rice Route which is already open year round. This will be on the next board agenda for a first reading of the amended ordinance. Motion by Thompson, seconded by Heil to approve the reauthorization and adding of additional roads to the summer ATV routes. Voice Vote: Motion Carried. Supervisor Jennings voted nay. LAKELAND AIR SHOW- KENT PETERSEN Kent Petersen was present to present his idea for a Lakeland Area Air Show to be held on August 8 th & 9th, 2014 at the Lakeland Area Airport. These dates were selected as they follow the air show held in Oshkosh and would give an opportunity for some of the pilots to come to our area at a reduced rate. Although he is still working through the details and obtaining sponsorship he reviewed some ideas he has including, an airshow at the Friday night Minaqua-Bats Ski Show, car show, rides, lessons and a hangar dance where you can meet and visit with some of the pilots. A lot of the logistics need to be worked out like parking, garbage and bathrooms. Kent is requesting $5,000 from the town as a commitment to support the event. He will also be meeting with the other town boards requesting support. Motion by Jennings, seconded by Fried to support and commit $5,000 to the Lakeland Air Show. Voice Vote: Motion Carried. FIRST READING – AMENDED ORDINANCE AIR TRANSPORTATION This amendment is not needed at this time. MINOCQUA LIONS CLUB – TORPY PARK PAVILLION Tom Handrick was present representing the Minocqua Lions Club. He is suggesting that the Town/Club pay an architect or engineering firm $5,000 to obtain state approved plans rather than each contractor bidding providing state approved plans. This will save money and allow for uniform bids. There was a debate over a metal roof versus shingled. The shingled roof would add approximately $14,000 to the cost of the structure. Tom also advised that there may be an additional cost of $13,000 for concrete if frost walls are needed. He is still waiting for confirmation on this. Initial approximate proposed costs are: Metal roof/metal ceiling: $104,000 Additional concrete would add: $13,000 Shingle roof would add: $14,000 After discussion, the board decided to go ahead with the metal roof for bid purposes with the thought that they could always change it should they desire. Supervisor Heil advised that she would prefer a shingle roof and requested that Clerk Haggart check with the Town’s insurance company on insuring of metal roofs. The bid does not include upgrades for electric, plumbing or tree removal. The club is committing to $50,000 - $60,000 over five years and the town would pay the rest. Motion by Fried, seconded by Jennings authorizing the advertising for bids and commitment from the Town in the amount of $50,000 towards the Lions Club proposed Torpy Park renovation plans with the final design to be approved by the Town Board. Voice Vote: Motion Carried. BOAT PATROL UPDATE Lt. Jaeger reported that he is working with Chief Drewsen from Woodruff on creating an eligibility list for officers which would include the summer boat patrol position They have begun the advertising process. PICNIC LICENSE - MINOCQUA FIRE & RESCUE INVITATIONAL Clerk Roben Haggart presented an application for a Picnic License from the Minocqua Fire Department for The 3rd Annual Minocqua Fire & Rescue Invitational on June 28th, 2014. There was discussion on location of the event, the Minocqua Ball Park versus the Minocqua Park Complex. The Minocqua Park Complex is booked that day for a family reunion so the fire department if looking at doing it at the Minocqua Ball Park (across from Sedlak’s). Parking and noise would be an issue as there is a residential area adjacent to the ballpark. The board preferred that the event be held at the Minocqua Park Complex even if an alternate date needed to be considered. Motion by Thompson, seconded by Jennings to approve the Picnic License application at either location with the preference being at the Minocqua Park Complex on Highway 70 West. Voice Vote: Motion Carried. CLASS C WINE LICENSE – WILDBERRY MARKET Clerk Roben Haggart presented a Class C Wine license application for Wildberry Market, LLC, Megan Rudisell, agent, 9699 Highway 70 West (relocating store) for approval. Motion by Jennings, seconded by Heil to approve the Class C Wine License application for Wildberry Market as presented. Voice Vote: Motion Carried. CLASS B BEER/CLASS C WINE LICENSE APPLICATION – TIMBER RIDGE GOLF CLUB Clerk Roben Haggart presented a Class B Beer/Class C Wine license application for TRE, LLP, d/b/a Timber Ridge Golf Club, Jerry Collins, agent, 10030 Timber Ridge Road for approval. Motion by Jennings, seconded by Thompson to approve the Class B Beer/Class C Wine application for Timber Ridge Golf Club as presented. Voice Vote: Motion Carried. OPERTOR LICENSE APPLICATIONS Clerk Roben Haggart presented the following Operator License applications for approval: Elizabeth Kahn (2 yr); Richard McIntyre (2 yr). Lt. Jaeger is recommending approval for both applicants. Motion by Heil, seconded by Jennings to approve the applications as presented. Voice Vote: Motion Carried. Motion by Heil, seconded by Fried to convene into closed session pursuant to Wis. Stats. 19.85(1)(e) – Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Motion by Fried, seconded by Jennings to bring the conditional offer to purchase for $300,000 for 815 Highway 51 North (North of Torpy Park) to the Annual Meeting on April 17th, 2014 for discussion and approval.
