 Apologies were received from Councillor Routh due to other commitments.
CHAIR’S REPORT
 Chairman Maynard welcomed everyone to the meeting and opened it
immediately.
MINUTES OF THE PREVIOUS MEETING
 Had been previously circulated. It was proposed by Coun. McMillan and
seconded by Coun. Fletcher. These be adopted as a true record’
OPEN FORUM
 No report.
CLERK’S REPORT ON MATTERS OUTSTANDING
 Letter to Coun. Johnson re accidents on Market Place Corner. Forwarded to
Highways and Road Safety Partnership.
 Spoken with Coun. Bridges re. electronic planning procedures.
 Asked Contractor to put Jubilee bin in cemetery shed.
 Asked Coun. Bridges to call in Turkey Farm planning application.
 Contacted sign writer to create contact signs for toilets.
 Asked contractor to lay slabs for cemetery bins to be placed on.
 Sent allotment rents letters and contracts out.
 Reported potholes on Holton Rd/Tetney Lane corner, and footpath degraded
outside school.
 Put in planning comments for Lincs Turkey, Mr Smith, Cedar Leisure Park, Mr
Casswell.
 Wrote to North Cotes residents on allotment waiting list.
 Sent BKV entry form.
 Sent Serenity Memorials regulations for Cemetery.

TO RECEIVE REPORTS FROM REPRESENTATIVES FROM OUTSIDE
BODIES
 Coun. Bridges confirmed that electronic planning procedures would begin
immediately for those parishes who have accepted the proposal and all other
Parishes have until September/October to acquire equipment and Clerks will
be trained in that time by ELDC, and from 2015 all Parishes will have to be
able to accept plans electronically.
 Coun. Bridges attended the LDF conference and posed the question about
possible industrialisation of our landscape with wind farms and turbines. One
of the areas main industries is tourism so must be sensible how many farms
are approved as may have detrimental effect on tourism. There are no
minimum or maximum targets for wind farms set by the govt. ELDC cannot
be seen as anti renewable energy as 6 wind farms have already been granted
and a further 2 at the scoping opinion stage. 25% of East Midlands renewable
energy targets have already been met by renewable energy in ELDC area and
will soon be up to 40%. These are purely for on shore turbines. ELDC have
already met their targets.
 Funk Bus will be at Village Hall every month until recreation facilities are
created, starting on Friday 13th April.
 Coun. Bridges has £2000 available for community groups to access via
Community Grants.
 Heritage Lincolnshire is holding an event in Louth to promote the preservation
of buildings in our heritage. Craftsmen will be demonstrating traditional
practises used to restore the buildings.
BEST KEPT VILLAGE
 Clerk to write letter to Lincs Housing re house on North End Rd. Clerk to
write to owner of The Arches, Chapel Rd re tidying up of ivy they have cut
down on Chapel footpath, it is a trip hazard and unsightly. Clerk to request
road sweeper before BKV competition starts. Suggested that volunteers clear
weeds from road edges and from round telephone boxes.
NEIGHBOURHOOD DEVELOPMENT PLAN
 Questionnaires have been sent out this week and every house will have
received one by the weekend. Questionnaires can be returned to Steering
group at the community event on Sat 21st April. Anne Shorland from ELDC
will be at the event to answer any queries or concerns about the plan.
JUBILEE GARDENS
 Discussed in closed session.
COMMUNITY EMERGENCY and FLOOD PLAN
 Meeting to be arranged.
GROUNDS MAINTENANCE CONTRACT
 There was an unanimous vote to roll over the current contract for a further
year. Proposed by Coun. McMillan, seconded by Coun. Fletcher.

 We have been selected to have an in depth audit this year. Audit forms have
been received.

17. TETNEY LOCK/ VILLAGE HALL/TOILETS
Coun. Lukehurst stated that Mr Gee was also involved in the administration for the
solar panel grant. Coun. Lukehurst also broached the idea with the village hall
committee of the Parish Council possibly renting some floor space to store a filing
cabinet and a lockable cupboard for the projector and screen for planning application
viewing. The committee room was suggested for this use by the village hall
committee.
18. WEBSITE
Site to be updated with minutes and the picture of the Christmas Light switch on is
now showing.

19. CEMETERY AND CHURCH YARD
A donation of £100 for St John’s Methodist Chapel towards grass cutting was
proposed by Coun. McMillan and seconded by Coun. Fletcher. All in favour.
Cemetery fees need to be updated to include child burial and cremation for both
resident and non residents. Clerk to contact other Parishes to get their fees.
20. ALLOTMENTS
Annual rent letters and contracts have been sent out. Rent contract with Jas. Martin
has been signed.
21. FOOTPATHS, ROADS, TREES AND LIGHTING
Clerk to contact Highways re deep ruts in grass verge on Humberston Rd caused by
Anglian Water. They are dangerous to anyone walking on them and for any cars
which may need to pull onto the verge in an emergency. Clerk to write to “Le
Jardinière” about parking vehicle on footpath on Holton Rd, hard for pushchairs and
wheelchairs to pass without going on road. Parking at shop is becoming an issue with
cars parked on road making it difficult to exit car park safely. Clerk to contact
Highways to discuss zigzag yellow lines or other form of safety markings.
Coun. Johnson had meeting with Highways regarding Market Place corner and safety
barriers are being looked into.
Conifer hedge at Mayerling, Thoresby Rd is over grown, clerk to contact owner.
Refuse lorry cutting across grass island on corner of Holton Rd and Tetney Lane Clerk to contact Coun. Bridges and ELDC.
Grass verge on Tetney Lock Rd either side of junction with Hoop End overgrown as
is the boundary hedge bordering the verge. Clerk to contact Highways.
22. DOG FOUL/LITTER BINS, BENCHES AND NOTICE BOARD
Hinge on Jubilee notice board needs repairing. Clerk to arrange.
23. POLICE MATTERS/ FLY TIPPING
There have been several incidents of thefts from vehicles in Tetney over the last few
weeks. Patrols of marked and unmarked police cars have been increased and residents
have been urged to be vigilant about securing their vehicles over night. Garden
ornaments and pots have also been stolen on Church Lane.
