Trócaire is one of Ireland’s leading agencies working for global
justice and promoting human development. The International
Division is responsible for Trócaire’s development and humanitarian
work worldwide.
The purpose of the country unit in Trócaire’s structure is to deliver
results for poor people, achieving change through development,
humanitarian and advocacy work which empowers poor and
marginalised people to take increased control over decisions that
affect their lives and to improve the quality of their lives. The
country is also responsible for contributing to the achievement of
Trócaire’s overarching goals in relation to international advocacy,
campaigns, communications, fundraising and marketing.
The DRC Governance & Gender Programme Officer is part of
growing Country Team and will be responsible for implementing
and developing further the existing programme that is co-funded by
DFID. Trócaire has had a presence in DRC since 2008 when the
organisation decentralised the management of the programmes of
DRC from Dublin to Kinshasa.

Based in Kinshasa with frequent travel throughout the country and
occasional travel in the region as required.
The post will have primary responsibility for managing Trócaire’s
Governance and Gender Programme in DRC.
Programme Management and Development
1. Review the programme framework and manage the programme
from planning to evaluation and reporting
2. Develop and maintain a high quality programme monitoring and
evaluation system that is in line with Trócaire’s global impact
indicators and serves information needs at project, programme
and international levels
3. Take responsibility for the development, support and monitoring
of projects within the programme
4. Ensure programme complementarity with the strategic plan /
organisational policies
5. Review and implement gender and HIV-AIDS mainstreaming
strategies

6. Maintain a comprehensive analysis of the Governance and
Gender sectors in DRC and of the various influences.
7. Network with relevant NGOs and institutions nationally
(including the Catholic Church) to ensure that Trócaire is abreast
of emerging issues and is adding our voice to critical debates
Partner Relationships & Capacity Building
8. Manage the relationship with partner organisations, being the
primary contact with partners.
9. Systematically support capacity building of partners either by
directly providing technical advice or facilitating the provision
of technical advice
10. Support partners in their advocacy initiatives as part of the
programme
11. Considers new partnerships which ensure a creative and dynamic
programme through new contacts and field visits
12. Support partners to maintain the highest level of downward and
upward accountability
Programme Finances
13. Ensure funds are available for the programme, either from
internal Trócaire sources or via institutional funding
14. Manage the programme budget using Trócaire’s Management
Information System
15. Take responsibility for monitoring project financial reporting in
cooperation with the finance team
16. Identify, along with institutional funding staff, new funding
opportunities for the programmes and lead in developing and
writing successful programme and project proposals for donors
17. Manage any donor funding secured for the programme including
ensuring the submission of high quality reports and adherence to
donor procedures and requirements.
Internal Links in Trócaire
18. Provide information on the programme in response to various
internal Trócaire information needs, and act as a link between
the programme and other departments in Trócaire.
19. Produce case studies and other materials for use in Trócaire’s
communications work in Ireland and internationally
Learning
20. Exploring new and innovative approaches and facilitate a
learning environment within the programme
21. Contribute to the development of organisational knowledge and
policy through participation in the GHR and Gender & HIV
organisational programme teams
Advocacy
22. Ensure that the programme has a strong policy advocacy

dimension aimed at changes in policy and implementation that
will improve the operating environment in DRC.
23. Contribute to and develop material for advocacy initiatives
related to the programme
24. Accompanies visitors (Trócaire or external) to the programme
and carries out promotional or media work as required.
Participating in a Team
25. Actively participate in and contribute to the country team.
26. In cooperation with the Humanitarian Officer maintain a
watching brief of potential conflicts in less stable areas of the
country where the programme is implemented
27. Undertakes from time to time other mutually agreed tasks,
related to Trócaire’s overall programme, at the request of the
Programme Manager
Person Specification – Essential Requirements (E)
Third level qualification in: Social Science, Development Studies, or
(E) Qualification
similar field.
(E) Experience
 Minimum two years of working in a similar programme
development context for an international organisation and based
in the field.
 Extensive experience of working in a governance/human rights
and gender programme context.
 Experience of working in a partnership arrangement
 Experience of successfully managing institutional funding from
international donors
 Demonstrable experience of promoting gender equity through
programming
(E) Skills
 Proven programme management skills, with an in-depth
knowledge of the project cycle.
 Ability to facilitate training and conduct project monitoring.
 Sound and up to date knowledge of development concepts,
methodologies and techniques, including results based
management, rights based approach and participatory
methodologies;
 Candidates need to be fluent in written and spoken French and
English
 Have computer literacy skills in word, excel and internet/email
(E) Qualities
 Ability to work on one’s own initiative and operate as part of a
team
 Be flexible to changing requirements that the role may require
 Excellent interpersonal and communication skills.
 An understanding of and sympathy with the role of the Catholic
Church in development
 A strong commitment to the work of justice and an empathy
with the ethos and work of Trócaire.
