Early Tender Advice – Panel Contract for Individually Funded

The Disability Service Commission will be periodically advertising a series of tenders
to expand its panel of service providers for Individually Funded Services.
This process has the following purposes:
1. The Panel Contract for Individually Funded Services will be expanded,
increasing choice for people with disability.
2. It is part of the process by which new service providers are able to become an
approved NDIS Service Provider in Western Australia.
3. To develop a new model of service delivery to people with psychosocial
disability in the WA NDIS My Way and WA NDIS NDIA trial sites
It is anticipated that these tenders will be advertised not less than every three to six
months.
Service Providers on the Panel Contract for Individually Funded Services will be able
to deliver a range of diverse, innovative and flexible services to people with disability,
living in the:





Perth metropolitan region
The Western Australian (WA) National Disability Insurance Scheme (NDIS)
National Disability Insurance Agency (NDIA) trial site in the Perth Hills region
The WA NDIS My Way trial sites in the Lower South West
Post 1 July 2015 the WA NDIS My Way trial Cockburn-Kwinana regions of
Western Australia
Any further expansion of the NDIS outside of the trial sites
Delivery of services will be in accordance with individual plans and funding
packages.
The Disability Services Act 1993 was amended to extend eligibility to people with
psychosocial disability in the trial sites (see Disability Services Amendment Bill 2014.
All references to the Disability Services Act from this point should be read as
including this amendment.).
The Commission, working in partnership with the Mental Health Commission, is
therefore also seeking service providers who can provide services to people with
psychosocial disability in the WA NDIS My Way trial in the Lower South West and
Cockburn-Kwinana and the WA NDIS NDIA trial in the Perth Hills.
These services will be required for the period of the WA NDIS trial (1 July 2014 to 30
June 2016), although there is potential that services will be required after that period
and in metropolitan areas outside the trial sites.
Service Providers who have service agreements with the Mental Health Commission
must apply and be successful in this request process to provide services in WA
NDIS My Way and WA NDIS NDIA trial sites and/or expand their services to include
disability services.
Service Providers who are already on the Panel Contract for Individually Funded
Services do not need to reapply during this process.
Under NDIS Guidelines, registration to become a NDIS Service Provider,
organisations and individuals must have been through the service provider approval
process of the relevant State jurisdiction as well as registering with NDIA. Therefore,
to be a service provider in the WA NDIS My Way and NDIA trial sites in Western
Australia a service provider must be on the Western Australian Panel Contract for
Individually Funded Services.
Potential service providers are advised to:


go to the Tenders WA website
register as a supplier and set up an automatic alert which provides notification
when the request is released (there is a guide on Tenders WA how to do this).
