Dangerous Goods Transportation
Members have been previously advised that new Regulations on the Transport of
Dangerous Chemicals will come into force in the UK from 1st July 2013, with an
optional transition period from 1st January 2013
Members should be aware CDG RR11 amendments to CGD RR 09 came into effect in October 2011 and that
a new set of Derogations and Transitional provisions were published in April 2012 on the Department of
Transport website.
Ever since 31st December 2006, there have been changes to exemptions for the transportation of many
swimming and spa pool chemicals in vehicles. If you carry chemicals with a UN number, in your vehicles you
will need to know how this affects you. Anyone dispatching chemicals by carrier needs an appointed DGSA
for their business.
The Department of Transport agreed in 2006 that SPATA and BISHTA can appoint a DGSA (Dangerous
Goods Safety Adviser) to the organisation and that members can be covered by the organisation, for the
transportation of dangerous goods, provided that the member has attended a Dangerous Goods Awareness
Course and has been trained in the storage, handling, security and transport of goods under the Limited
Quantities (LQ) and/or Small Loads Exemptions for use of their own vehicles for delivery/service work etc.
SPATA Members can access this training by attending the one day seminars held around the UK and a
certificate will be provided as evidence of training. These certificates will be issued to the employer but will
validate an individual. The employer has to retain the certificate and it will initially be valid for TWO years.
After this time period, it depends on what changes there are to the UK Carriage of Dangerous Goods
Regulations which happens (as does ADR) every 2 years, but there is an obligation for refresher training.
ADR is “Accord europeen relatif au transport international des marchandises dangereuses par route”.
Please note a typical commercial cost for this training is over £200.00 + VAT per person, but SPATA Members
are able to access courses for only £125.00 + VAT, which will include a buffet lunch and tea/coffee.
Members should also be aware of issues around the safe disposal of chemical drums, which are that if used
chemical containers are thoroughly washed out, they can be disposed of in normal household rubbish.
Members should also be alert to the threat of terrorism and where customers (not trade companies) are
purchasing unusually large quantities of chemicals, then the Anti-Terrorism hot line should be contacted on
0800 789321. The police are being trained to look out for certain chemicals which include several common
pool and spa products: checks are being made at pool and spa shops and vehicles.
