March 2015 Dear Parents, Each year during the months of March and April forms to request either Intra-district or Inter-district Open Enrollment are made available to parents for the next school year. All city school building offices and the Board of Education office now have the open enrollment forms. All applicants must complete and return the form by May 1 to have their child considered for Open Enrollment and to participate in the lottery if applicable. Return all forms to: Open Enrollment Coordinator, Chillicothe City Schools 421 Yoctangee Parkway, Chillicothe, Ohio 45601. Mailed applications must be postmarked no later than May 1, 2015 or delivered applications must be received by 4:00 PM on May 1, 2015 to be included in the May School Board lottery drawing. If you have a child already attending one of our schools for the entire year through Open Enrollment, you must still reapply for Open Enrollment Attendance for next year. Your application will not go through the lottery process. Applications received after May 1, 2015 will be placed on a “Waiting List” based upon the date the application was received by the Open Enrollment Coordinator. Due to enrollment factors, decisions on new requests for Open Enrollment may be delayed beyond the lottery drawing held at the May School Board meeting. All parents who make application for the Open Enrollment attendance option will be contacted by phone or letter to inform them of the status of their request for next school year. Intra-district Open Enrollment is an attendance option for parents who live in the Chillicothe City School district and want to request their child attend a different Chillicothe City School than the one he/she would normally attend. Inter-district Open Enrollment is an attendance option for parents who do not live in the Chillicothe City School district but request for their child to attend one of our schools. Students who are accepted through Open Enrollment agree to abide by the city school calendar and all rules and regulations, including attendance procedures, which apply to all other students. It is extremely important that all information you list be legible, accurate, and complete on the 2015-2016 Open Enrollment request form. Be sure the Social Security number listed is correct and matches the child listed on the application form. Please include the child’s Birth City and Mother’s maiden name. Often there is confusion about Open Enrollment due to misinformation about the program. Open Enrollment is an attendance option in which the Chillicothe City School system has chosen to participate for the benefit of students and their families. Some other school systems have chosen not to participate and students are not permitted to attend their school system under this program. A student attending our system through Open Enrollment does not pay tuition for this service. Funding is provided through a financial arrangement with the State Department of Education. Also, Open Enrollment does not mean a parent can enroll their child in any school of their choice. Permission must be granted annually by the building principal and the District Open Enrollment Coordinator before a child may be enrolled in the school being requested. The application form and process is the only method for a child to attend a different school as an Open Enrollment student. Transportation to the Open Enrollment school must be provided by the parents unless, with the Superintendent’s approval, the student can be picked up and dropped off at a regular school bus stop. Any time a family’s address changes, parents must report the student’s new address to his/her school immediately. Board of Education policy requires that students who move out of the Chillicothe City Schools must receive permission to finish the school year through Open Enrollment or enroll in their resident school district. Any questions related to Open Enrollment should be made to Martin Dunn by calling 702-2287 Ext. 16272 between the hours of 7:30 AM to 3:00 PM. Your interest in our school system is appreciated and we hope to be able to meet your request for an Open Enrollment attendance option. Respectfully, Martin Dunn Coordinator
