Job Title: Director of Special Programs and Curriculum Reports to: Superintendent Date Revised: January 15, 2015 Dept./School: Central Office Primary Purpose: Coordinate all special programs within the district, including, but not limited to, special education, 504, RTI, advanced academics, and gifted and talented. Serve as the district/campus testing coordinator and the district diagnostician or ARD facilitator. Direct and manage the district’s curriculum and instruction programs. Qualifications: Education/Certification: Bachelor’s degree from an accredited college or university Master’s degree in education administration or other relevant field Valid Texas teaching certificate Valid Texas special education certification required Valid Texas diagnostician certification preferred Valid Texas gifted and talented endorsement preferred Valid Texas principal certification and/or superintendent certification preferred Experience: Three years experience as a classroom teacher, preferably with experience as a special education teacher and/or gifted and talented teacher. Three years experience in instructional leadership roles Experience in facilitating ARD, 504, and RTI meetings Administrative experience or diagnostician experience preferred Special Knowledge/Skills: Knowledge of education of special education students, human development, and learning theories Knowledge of RTI process, including universal screenings and progress monitoring Knowledge of Section 504 process Knowledge of curriculum and instruction Knowledge of the state testing program and accountability system Ability to use student test data systems, interpret data, and evaluate instructional programs and teaching effectiveness Ability to perform statistical analysis Ability to use personal computer and software programs to collect, report, and present data and test-related information Ability to manage budget and personnel Ability to implement policy and procedures Excellent organizational, communication, public relations, and interpersonal skills Major Responsibilities and Duties: 1. Improve educational outcomes for all students by providing support for students who are either in need of academic or behavior interventions (RTI), or who are disabled within the jurisdiction of Section 504 of the Rehabilitation Act of 1973 or the Individuals with Disabilities Act (IDEA). 2. Serve as ARD facilitator and coordinate, plan, and prepare compliance documents for students eligible for Special Education services. Coordinate all related services for special education students as appropriate. 3. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum, instruction and special programs areas. Compile, maintain, and file all reports, records, and other documents as required. 4. Direct and manage the district’s curriculum and instruction program. Ensure that the development and delivery of curriculum and the instructional program is effective and efficient, incorporates district goals, and supports student achievement. Provide training and support on technology and content integration within curriculum disciplines. 5. Implement state and federally mandated student assessment programs for the district. Ensure security and integrity of testing materials and data in accordance with state and federal requirements. 6. Coordinate the district program for gifted and talented students. Implement the process and procedures to identify gifted and talented students at all grade levels. Collaborate with district staff and outside personnel to provide educational opportunities for gifted and talented students. 7. Assist with the implementation of all advanced academic K-12 programs, including, but not limited to Early College High School, dual credit, Advanced Placement, and G/T. 8. Oversee staff development programs and provide effective activities that support instructional programs, incorporate input from teachers and principals, and are consistent with the district’s mission. 9. Develop and administer the curriculum and instruction and special programs budgets based on documented program needs and ensure that operations are cost effective and funds are managed prudently. 10. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members. Demonstrate awareness of districtcommunity needs and initiate activities to meet those needs.
