Serve as an expert witness to prosecutor and defense attorneys on the subject of
Police Practices and Procedures and use of force. Have qualified in the Federal

Assistant Sheriff, San Diego County Sheriff's Department
Developed and directed the first Human Resources and Support Bureau for the
SD County Sheriff's Department. Exercised line command over personnel and
training, internal affairs, manual and orders functions, lawsuit evaluations and
defense. Developed and chaired this Department's first Use of Force and Tactics
Review Board. Served on the San Diego County Law Suit Settlement Committee.

Chairman, San Diego County Chiefs and Sheriff Association
Chaired the San Diego County Chiefs and Sheriff Association whose
membership includes all Chiefs of Police, the Sheriff and District Attorney for San
Diego County. This association is responsible for the development of policy and
procedures for law enforcement in San Diego County including training and use
of force practices.

General Manager of the El Cajon Police Department. Administered the affairs of
this Department as its Chief Administrative Officer.

As Acting Commander, Responsible for assisting the Bureau Commanding

policy formation and the planning, development and implementation of public
safety programs to meet the needs of this community.

Commanding Officer of a geographic area within the City of Los Angeles, having
a budget of approximately $16 Million. Managed 382 sworn and civilian
employees serving a population of 300,000 residing in a 24-square mile area
encompassing the communities of Westchester, Playa Del Rey, Palms, Mar
Vista, Oakwood, Venice, the Los Angeles International Airport and Loyola
University. Responsible for all police functions within the Pacific Area including
policy formation and the planning, development and implementation of public
safety programs.

Department
Planned, organized, staffed and managed this new division with the LAPD.
Responsible for all police traffic functions occurring within the Western Bureau of
the LAPD - an area encompassing 122 square miles, serving a population of
713,745. Managed 184 sworn and civilian personnel.

Responsible for managing uniform police functions within the Wilshire Area of

Bureau - LAPD
Headed an administrative staff of 20 engaged in research, academics and
training, personnel administration, lawsuit defense and use of force review.
Responsible for reviewing and evaluating all use of force incidents occurring
within the City of Los Angeles and making recommendations to the Chief of
Police regarding the need for policy and procedure changes and disciplinary
recommendations. Assisted the Commanding Officer in exercising line
command over the operations of the Personnel and Training Bureau. These
functions included managing the personnel and training function for 10,286
sworn and civilian personnel including the development of recruitment and
affirmative action programs, recruit and in-service training programs, reviewing
grants and training system studies and use of force evaluations.

Lieutenant II - Assigned to Team 28 - Los Angeles Police Department
Developed a crime prevention program entitled "Neighborhood Watch." Based
on the success of this pilot, "Neighborhood Watch" was adopted worldwide. Also
served as a Lieutenant 1 Watch Commander, Pacific Area for 3 months.
