Managed 52 detective personnel responsible for providing the investigative function including homicide, narcotics and juvenile. 1973 - 1976 Lieutenant/Adjutant to the Commanding Officer, Personnel & Training Bureau - LAPD Headed an administrative staff of 20 engaged in research, academics and training, personnel administration, lawsuit defense and use of force review. Responsible for reviewing and evaluating all use of force incidents occurring within the City of Los Angeles and making recommendations to the Chief of Police regarding the need for policy and procedure changes and disciplinary recommendations. Assisted the Commanding Officer in exercising line command over the operations of the Personnel and Training Bureau.
