COUNCIL PROCEEDINGS
The Badger City Council met in regular session March 9, 2015 at the City Clerk’s Office.
Mayor Chris Wendell called the meeting to order at 6:33 p.m. with council members Teresa
Larson-White, Tiffany Sorenson, Jim Chaney, Janelle Wagner and Roger Curtis. Employee Dave
London, James Curtis, Cindy Glover and Deb Chaney were present.
Motion by Larson-White second by Sorenson to approve the agenda, clerks report,
minutes as presented and pay all bills as funds become available. Roll call: All ayes. Motion
carried.
Being the time and place for the Budget Public Hearing Mayor Wendell opened the
budget public hearing at 6:35 p.m.
James Curtis approached the council stating he would like to refurbish the Knudson Park
Shelter as his Eagle Scout Project. He is asking for approval to make this his project and for
funding to help pay for materials needed. He would like to have the project completed in May.
He is in Troop 108 and they would help to get the work done. He stated the project cost is
about $1,000. Council stated they will support his Eagle Scout project but he will need to do
fundraising also.
Motion by Wagner second by Chaney to award $500.00 to James Curtis to be used to
buy materials needed for his Eagle Scout Project at Knudson Park. Roll call. Ayes: Sorenson,
Wagner, Larson-White and Chaney. Abstain: Curtis.
Cindy Glover was here to talk about Badger Fest. On June 19th there will be a car show
and Street Dance. The 20th will start with softball games, vendor fair, parade, BBQ contest,
bingo and kids’ activities in the park. It was decided that the City would have an entry in the
Parade and Sorenson and Curtis will also judge the parade. They also request the street be
closed for the Car & Bike Show on Friday and the street dance.
Motion by Chaney second by Sorenson to close 1st Ave. SE from the corner of Fastway
building east to include a part of 2nd Street SE. for the Car & Bike Show and street dance and 1st
Ave. SE and 1st Street SE west of intersection to Pederson Construction building for the BBQ
Cook Off. All ayes. Motion carried.
Motion by Larson-White second by Chaney to approve an updated application for W &
H Cooperative to show Change of Ownership for Class C Beer Permit, Class B Native Wine
Permit & Sunday Sales. Roll Call. Ayes: Chaney, Larson-White, Wagner, Curtis. Abstain:
Sorenson.
Motion by Chaney second by Sorenson to approve a transfer switch and installation of
up to $1500 for the generator at the City Clerk’s Office. Roll call. All ayes. Motion carried.
A quote from Mongan Painting was reviewed. And was tabled.
Motion by Chaney second by Sorenson to approve Clerk Odor’s request to attend
IMFOA in Des Moines, April 15-17 and the Municipal Academy in Ames, July 29-31. All ayes.
Motion carried.
No written or oral objections were presented pertaining to the budget so Mayor
Wendell closed the Public Hearing at 7:15 p.m.
Motion by Chaney second by Larson-White to approve RESOLUTION 2015-03-9
ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2015. Roll Call. All
ayes. Motion carried.
Motion by Chaney second by Curtis to revise the cleaning contract with Cheryl London,
who also approved the change, for the Community Center from monthly to as needed. All ayes.
Motion carried.
Larson requested in his report that he would like to change the chlorine to bulk at a
cost $1,200. He also gave a quote from Electric Pump for a yearly maintenance program at the
Lagoon. Council tabled the quotes and will be on next month’s agenda.
London stated he does daily checks of roads, parks, water plant, lagoon and other city
property. Installed three more radio read meters, leaving 10 to be installed to have the project
completed. Read water meters, pushed snow and cleaned streets. Did two locates, cleared
snow from around fire hydrants and worked on the dehumidifier at the Water Plant. Tjaden
Electric will put up new ropes on several of the cities flag poles. Measured city property to
determine approximate footage for weed control and spraying service. Helped James Curtis
from Boy Scout Troop 108 determine materials needed to redo the shelter at Knudson Park for
his Eagle Scout Project.
Clerk Odor stated eight RFP letters went out to get bids for weed control and the new
.10 gas tax will benefit the city with approximately $9,263 in revenues.
Council stated they would like a news letter to go out soon.
Motion by Chaney second by Larson-White to adjourn. All ayes. Motion carried. 8:05
