A critical step in enabling this vision of a provincial approach to health services was the consolidation of the nine existing district health authorities into one Nova Scotia Health Authority, with the IWK Health Centre remaining as a separate authority. A streamlined health system can provide many opportunities to put resources where most effective to meet population needs, build a system that focuses on people and patients, ensure a provincial approach to planning and integration of services, and reduce duplication. The Nova Scotia Health Authority (NSHA) has been created by legislation and was effective on April 1, 2015. The year ahead is one of transition and early transformation of the health system. The Nova Scotia Health Authority provides sustainable safe and high quality health care which is accessible, people-centered, promotes health and wellness and optimizes the health of all Nova Scotians. This is accomplished across four management zones which are responsible for the operation of acute care health centres and the provision of a variety of inpatient and community based programs and services including mental health and addictions, primary health care, public health and continuing care Mandate: Reporting to the Director of Enterprise Risk Management and Emergency Preparedness, the Zone Emergency Preparedness Leader has responsibility to develop, implement, maintain and evaluate the following functions within the zones: - Emergency Preparedness and Response Program, Duty Officer / Duty Administrator system, - Emergency Operations Center Management, Risk Assessment/Training/ Awareness, - Business Continuity, and Pandemic Planning This incumbent will engage leaders, physicians and staff to foster participation in a comprehensive emergency preparedness program. Responsibilities: Develop and conduct periodic risk assessments related to all hazards emergency planning in each facility within the Zone. Identify threats to critical infrastructure and business continuity. Plan, develop, direct, implement, test, and evaluate the Emergency Response Programs within the Zone. The program will include response procedures for both external disasters and internal accidents/incidents, including but not limited to: evacuations, relocations, severe weather, mass decontamination, pandemic planning, special events, non-traditional threats, emergency communications, etc. Plan, develop, direct and co-ordinate the emergency preparedness education and awareness programs Participate in policy development and implementation. Liaise with community stakeholders on issues relating to emergency and disaster planning (e.g., DND, DOH, EMO, DCS, etc) Plan, develop and direct a Business Continuity Program that includes, risk assessment and analysis, business impact, strategies, response, crisis communications, plan activation and development, training and awareness, testing, exercising and maintaining plans. Administer and coordinate the on–call duty officer program for the Zone in accordance with the NSHA policy. When required, participate as on-call duty officer on an ongoing bases and schedule a qualified replacement as required. Establish and maintain relationships and partnerships including clinical, academic, government, medicine, health professionals, and regulatory organizations to enhance system performance, accountability, emergency preparedness and emergency response. Qualifications NSHA Employees Post-secondary degree in relevant area or equivalent combination of education, training and experience. Continuing education in, emergency planning, preparedness and response programs. Five to Seven years of related leadership experience, with a minimum of three years of Professional qualifications in emergency management i.e. designation of Certified Emergency progressive management responsibility.
