This is accomplished across four management zones which are responsible for the operation of acute care health centres and the provision of a variety of inpatient and community-based programs and services including cancer care, mental health and addictions, primary health, public health and continuing care. A streamlined health system can provide many opportunities to put resources where most effective to meet population needs, build a system that focuses on people and patients, ensure a provincial approach to planning and integration of services, and reduce duplication. The upcoming years will be marked by significant change as the Nova Scotia Health Authority transforms its clinical and corporate services, and oversees on-going organizational structural redesign to ensure a provincial approach to the delivery and management of quality, sustainable health care services to meet the needs of Nova Scotians. Mandate: Reporting to the Vice President, Integrated Health Services-Program Care 2, the Senior Director Diagnostic Imaging and Pathology and Laboratory Medicine is responsible for the overall technical operation and management of Diagnostic Imaging (DI) and Pathology and Laboratory Medicine (PLM) services in Nova Scotia to support the clinical and academic mandates of the NSHA and IWK. Working in a co-leadership model with the Zone Medical Directors of DI and PLM, the Senior Director enables and supports the ongoing delivery of fully integrated DI and PLM services in the province and provides leadership in the development and execution of strategic and operational plans to deliver the best care and service. The Senior Director ensures continuous improvement to advance a vision of excellence in DI and PLM services to support clinical needs and is responsible for the development, maintenance and monitoring of quality management and safety programs, and compliance with relevant standards and accreditation requirements. The Senior Director facilitates and champions a learning and research environment that aligns with the current and proposed future state of the Nova Scotia Health System. Accountabilities: Develops strategic and operational plans for all DI and PLM services to ensure the provision of safe, high quality and sustainable services, in collaboration with Zone Executive and Program Leadership Teams, and appropriate stakeholders (e.g., Executive Leadership, Zone Executive Directors of Operations, Department of Health and Wellness, Physician Co-Leaders, community organizations) and allocating resources accordingly to ensure success. Creates and fosters a culture of safety, continuous improvement and creativity aimed at systemic change. Establishes and implements a quality management system (including policies and standards) and develops innovative solutions to deliver safe, high quality services that meet National Accreditation Standards. Leads the development of system wide solutions pertaining to patient flow/wait lists, working collaboratively with appropriate stakeholders to address identified issues and better manage the needs of patients, families and clients. Establishes and implements deliverables, action plans and key performance indicators that advance the program’s directives, priorities, quality initiatives and enhancement of patient experience, and measure progress towards achieving strategic and operational plans. Establishes and fosters the development of networks and partnerships and facilitates collaboration with other programs/services (internal and external) to build and strengthen relationships and achieve objectives by ensuring intricate problem solving, relationship building, partnership development, and advocacy. Designs and implements transformational change through systems thinking and critical analysis that continuously challenges the status quo. Promotes and emphasizes patient and family involvement in program/service development and service delivery. Demonstrates respect for diversity and social inclusion through cultural competence. Leads a fiscally responsible program by championing and practicing sound financial management through accurate business planning and forecasting; allocating program resources in an ethical and evidence informed manner; monitoring system performance, revenues and expenditures; reporting in accordance with the NSHA/IWK Accountability and Risk Management frameworks; following procurement guidelines; acquiring goods and services in the most cost effective manner; and supporting the development of long term human resource planning and operational policies and practices. Leads and guides in the development and management of the business planning process, submission of capital equipment and capital project proposals to support and sustain effective and efficient operations in alignment with the NSHA/IWK’s short and long term objectives. Consistent translation of NSHA/IWK culture, mission, values, policy and leadership expectations within DI and PLM programs. Provides visible and accessible leadership within the DI and PLM programs. Orchestrates and champions transformational change by actively leading the change process to achieve program goals and objectives while fostering a culture of accountability, responsibility and continuous learning amongst the Leadership team and staff to ensure compliance with national, provincial and institutional regulations, policies and directives. Leads a healthy, safe, diverse and respectful workplace by championing and practicing sound human resources management by attracting, recruiting and retaining high calibre talent; developing and implementing a program leadership model; establishing and monitoring performance objectives; providing ongoing learning and development opportunities. Qualifications: Masters Level Degree in health related discipline, health administration, business administration or related subject. Equivalent experience and/or alternative education may be considered. 5-7 years of relevant senior leadership experience with progressive accountabilities for financial, strategic and people management to deliver high quality services. Excellent leadership, organizational and decision skills in support of patient, family and client centred services. Expert knowledge to critically analyze evidence-based practices to inform strategy development and organizational planning. Strategic planning and systems thinking. Expertise in financial planning. Evidence-based collaborative problem solving of complex multifaceted issues. Critical thinking and analytical problem solving. Understands the principles of project management and demonstrated ability to lead complex work teams. Expertise in leading complex change. Quality improvement methodologies (e.g., LEAN). Strong presentation and public speaking skills that are responsive to audience needs. Demonstrated advanced communications skills/positive energetic public persona. Cultural competence. Collaboration, negotiation and persuasion skills are paramount as this role requires the input of internal and external stakeholders. Demonstrated strong working memory. Ability to analyze and interpret statistical data and monitor quality and performance indicators and benchmarks. Possesses a sound knowledge of management and a working knowledge of information systems. Registration with relevant health or professional discipline/college or association would be an asset. Certified with CSMLS as a Medical Laboratory Technologist, or with CAMRT as a Medical Radiation Technologist, would be an asset. Licensed to practice by the Nova Scotia College of Medical Laboratory Technologists, or the Nova Scotia Association of Medical Radiation Technologists, would be an asset. Certified Health Executive designation would be an asset.
