Introduction This guidance note on the Community Commemorative Grant Scheme is to help potential applicants understand the scope of the grant programme, and to understand the application process. It is important for applicants to read this document carefully before starting the process of applying for funding. 2. About Ireland 2016 Ireland 2016 is a year-long programme of activity, in which everyone is invited to participate, to commemorate the events of the 1916 Rising, to reflect on our achievements as a democratic state over the last 100 years and to look towards Ireland’s future. The themes of Ireland 2016 are Remember, Reconcile, Imagine, Present and Celebrate and the national programme includes seven strands; State Ceremonial; Historical Reflection; An Teanga Bheo/The Living Language; Youth and Imagination; Cultural Expression; Community Participation; Global and Diaspora. 3. The Five Themes for Ireland 2016 The Ireland 2016 Centenary Programme is underpinned by five intersecting and overlapping themes. These themes are: 1. Remember – commemorate the historic events of 1916 in the full context of our history 2. Reconcile – engage with different traditions and recognise the different narratives of today to seek to imagine the future in ways that strengthen peace and reconciliation and respect all traditions as envisaged in the ideals of the Proclamation 3. Imagine – engaging with all of our people at home and overseas to challenge our assumptions and to re-imagine our legacy for future generations 4. Present – Present to ourselves and to the world our achievements as a Republic and show how we express our individuality through our own distinctive culture and heritage 5. Celebrate – Use the creativity of our artists and imagination of our people to celebrate the idealism of the Proclamation. 4. About the Decade of Centenaries – Donegal 2016 Steering Committee There are 21 members of the Decade of Centenaries – Donegal 2016 Steering Committee representing Local Government and the Community and Voluntary Sector. The key role of the Steering Committee is to lead the development of the Ireland 2016 Programme for Donegal. 2 5. About this Grant Programme Donegal County Council, in association with Ireland 2016 and the Department of Arts, Heritage and the Gaeltacht want to develop a programme of events to mark the 1916 centenary. Community funding is now available for local groups to play their part by developing a project to mark the event. Donegal County Council is committed to working with community groups and organisations to share ideas, pool resources and be part of the creation of a unique and distinctive local programme to mark Ireland 2016 and beyond. The Community Participation strand is being led by local authorities across the country and Michael O’hEanaigh, Director of Community, Culture and Development Planning is the local coordinator. 6. Criteria for Funding The following criteria must be demonstrated for projects to be eligible for funding: The extent to which the proposed initiative is aligned to the five themes of “Ireland 2016” The capacity of the applicant to deliver i.e. the Community event organiser(s) must provide evidence of and have a clear plan for delivering the project The extent to which the proposed initiative maximizes community and citizen engagement The extent to which the proposed initiative connects with the events of the 1916 Easter Rising and those who fought or died during that time The extent to which the proposed initiative is unique, innovative, creative, interesting and likely to make an impact The potential scope of the proposed initiative within County Donegal and anticipated target audience The cost of executing the proposed initiative. Any additional supports and funding that may be required and have been secured from relevant stakeholders The feasibility of project completion within the timeframe allocated 7. What funding is available? The overall fund for the community commemorative grant scheme is €30,000. 8. Who is eligible to apply? It is open to groups or organisations that are organising community events / activities in County Donegal and which comply with the above criteria. The fund is limited and eligible applications will be evaluated on a competitive basis. 3 9. What items and expenses are excluded from the fund? Alcoholic beverages, fines, penalty payments, legal cost, audit fees, financial consultancy fees and wages and salaries of consultants. 10. How do I apply? You should apply directly to Donegal County Council. Only completed submissions received via the approved application form will be considered. How will I know if my group has been successful? The Donegal 2016 Steering Committee will evaluate each application. Each applicant will be informed of the committee’s decision at the earliest opportunity. Successful applicants will receive a letter of offer. This letter will form the contract between Donegal County Council and the organiser and will detail all conditions and requirements. 12.
