Having seen thePreah Reach Kram(Royal Code) No. ០២/នស/៩៥ dated 20th July 1995

promulgating the Law on the organization and functioning of the Council of Ministers;
Having seen the Preah Reach Kram No. នស/រកម/០១៩៦/០១ dated 24th December 24 1996 on the

establishment of the Ministry of Education, Youth and Sport;
Having seen the Preah Reach Kram No. នស/រកម/០២០៧/០៣២ dated 8th December 2007

promulgating on Education Law;
Having seen the Sub-decree No. ៨៤ អនប្ក.រក dated 9th June 2009 on the organization and

functioning of the Ministry of Education, Youth and Sport;

Chapter 1
General Provisions
Article 1- Purpose

The Prakas aims to identify languages for Khmer national learners who are indigenous
people.
Article- Objectives
The following objectives ofthe Prakas are to:
 Give an appropriate educational opportunity to Khmer national children who are
indigenous people;
 Give rights to Khmer national learners who are indigenous people so that they will
equitably access a full education service;
 In the manner of quality and virtue the most, develop human resources in all fields in
response to social needs, interests and the real aspiration of Khmer national people who
are indigenous;
 Encourage and focus the attention on studies on Khmer national learners who are
indigenous people in line with the curriculum development; and
 Develop human resources so as to integrate Cambodia into the ASEAN community.
Article 3- Scope of the Application
The Prakas covers its application of education for Khmer national learners who are
indigenous people.
Chapter 2
Bilingual Education Implementation
Article 4- The Implementation of Bilingual Education
Bilingual Education is conducted at community and public schools, a bridge for them to
learn Khmer language and a place where Khmer national learners who are indigenous people
are learning.
Article 5- Establishing and launching Bilingual Education
Establishing and opening bilingual classes shall be approved by the Ministry of
Education, Youth and Sport.
Article 6- Curriculum, Learning Materials and Teaching methodologies
Curriculum and textbooks for Bilingual Education shall be in consistent with the core
curriculum set forth by the Ministry of Education, Youth and Sport.

Curriculum and textbooks for Bilingual Education shall be approved by the Ministry of
Education, Youth and Sport.
Teaching methodologies for Bilingual Education shall be approved by the Ministry of
Education, Youth and Sport.
Article 7- Setting duration and requirements for Bilingual Education
Bilingual Education for Khmer national learners who are indigenous people shall last 3
years from Grade 1-3 in primary school and be set as follows:
 Grade 1 where Khmer and vernacular languages shall be taught for 20% and
80%, respectively;
 Grade 2 where Khmer and vernacular languages shall be taught for 40% and
60%, respectively;
 Grade 3 where Khmer and vernacular languages shall be taught for 70% and
30%, respectively; and
 100% of Khmer language shall be taught in Grade 4 upwards.
A bilingual class can be opened only if Khmer national learners, who are indigenous
people, accounts for at least 30% of the total number of the students in the class.
Article 8- Measuring capacity
At the end of the each academic year, a test shall be carried out in order to measure
students’ capacities for language knowledge in line with the language knowledge standard as
provided for in the annex of the Prakas.
Article 9- Monitoring and Evaluation
The Ministry of Education, Youth and Sport; relevant authorities at all levels and
relevant communities shall monitor and evaluate the Bilingual Education implementation at the
Bilingual Education project site at least two (2) times per year and shall regularly make a report
on the monitoring and evaluation results in a timely manner.
The monitoring and evaluation shall use tools as outlined in the annex of the Prakas as a
basis for the monitoring and evaluation.

Chapter 3
Final Provisions
Article 10Any provision which is against this Prakas shall be deemed null and void.
Article 11Director General of the Directorate General of Administration and Finance; Director
General of the Directorate General of Education; Director General of the Directorate General of
Higher Education; Director General of the Directorate General of Youth; Inspector General of
the Inspectorate; Director of Curriculum Development Department; Director of Primary
Education Department; Director of Non-formal Education Department; and relevant
department directors and units shall implement this Prakas upon its signing.
