1. What will you do to preserve our older character homes from being sold to the highest
bidder and then wastefully demolished? Why can’t we restore our solid 3 & 4 storey
rental apartments?
2. Are you prepared as Mayor to try to help Councillors in a meeting arrive at a compromise
motion when there appears to be a strongly divided Council on a matter, even though it
would mean arriving at a decision at odds with your personal opinion? And what personal
experience or skills do you have to help Council arrive at compromise motions when
needed?
3. What is the most important quality for the mayor in leading council?
4. If you are in favour of density over .75 FSR for E3rd 600-700 blocks and down the hill
from there – could you explain the increased infrastructure planned to serve this density
increase?

6. At the Shipyards: How many people do you think will attend once completed? The city &
District population is approx. 140,000. If say 4000 people attend – where will they be
able to park?
7. Would a new council adopt the OCP (after thousands of dollars) recommended by staff or
have to start all over?
8. For Kerry Morris: You want, you say, to be CEO of North Van. I am a social worker & I
work for an organization that provides shelter services for the homeless in Vancouver as
well as addictions counseling and assistance to guests in our shelters and outreach in the
community. I have tried and found it near impossible to find affordable to house these
clients. What would you do, specifically, to promote more affordability – especially
given we in NV also have one of the highest % of single parent homes?
9. What are your top 3 qualifications for council? What are your proven 2 strengths for
running for council?

11. How have you contributed to changing this city in the past 5 years?
12. What are plans for any shopping centre in our city? Presently we have a single large
grocery store (on 2

floor!) AND NO shopping centre!
13. Do you know what the present occupancy percent is of the recently built complexes such
as Anderson Walk? And that values are already falling? (Mayor Mussatto used that same
“red herring” (Queen Mary & Ridgeway Schools) to scrap the Landmark Heritage
Lonsdale School! Which could have been upgraded & used for public gatherings & art
gallery, etc.
14. With present and future density what do you estimate the population of the entire N
Shore to be, bearing in mind only two bridges? How to get people and supplies on and off
in an emergency?
15. Is it fair that home owners whose home is built between 1960-2010 must upgrade their
home to Energuide 80 code (a code that did not exist prior to 2010) to be allowed to
exempt their cellar/basement when calculating the FSR for a lane/coach house? What is
the solution? Recognizing: the upgrade costs would be astronomical; current OCP affects
majority of homes in the city; limits would translate to: on a 3000 sq ft house (inclusive
of cellar) only about 300 sq ft for a coach house.

17. How do you plan to maintain curling on the North Shore once its current facilities are
dissolved as of April 2015?
18. All this talk about affordable housing: These proposed “coach houses” are not rented out
as affordable. What do you consider affordable?
19. As mayor, what changes have you in mind to benefit the disabled? Housing? Street
barriers? Business accessibility?
20. What is the role of the city in collaborating with non-profit groups and businesses in the
city?
21. For Mayor Mussatto: There is so much building going on at the moment. Where you are
suggesting a ferris wheel, would it not be preferable to have a green space for
localresidents to enjoy?
22. Loutet Farm was built on park land to be held in perpetuity. Do you support all park land
to be under the horticultural land reserve?
23. Foot of Fell Ave – we in Hamilton area have fought for open space by the water for over
10 years. Can this space be saved?
24. Mayor Mussatto, Councillors Keating and Buchanan seem very focused on development.
The needs of local residents are disregarded in favour of pro-development agendas.
Currently one resident of Western Avenue has been evacuated due to safety concerns.
Please explain why council relationships with developers and identify what changes need
to be made to ensure there is advocacy for residents as well as developers.
25. To the Mayor- How do you justify consideration of increases in zoning densities in for
example RS-1 areas when the population growth possible in the city under the existing
zoning is not known?
26. Will the mayor please tell the citizens of North Vancouver City for the record: Why are
the expenses for council so much higher than our two sister municipalities? The North
Vancouver City Council spent $39,000 in expenses compared to the District at almost
$14,000 (twice as much) and West Vancouver less than $7,800 (four times as much).
27. Why are coach houses and laneway houses important for affordable housing?

29. With the ever-expanding population on the North Shore, aquatic facilities as proposed
will not meet future demand. We are the only community in the lower mainland that does
not have a 50 metre pool. Will the city of North Vancouver provide a similar level of
aquatic facilities/service for us?
30. Please define affordable housing. What does that mean to you?
31. What is your vision for Capilano University and what actions are you prepared to take to
32. increase funding for one of the North Shore’s important economic drivers?
33. Do you think a skating rink is feasible when it is open from Nov – March? Before we
have a Harry Jerome. Ferris wheel – will it have windshield wipers?
34. Will large houses become rooming houses?
35. To reduce taxes we should reduce the mayor and senior staff wages.
36. Please clarify the signage standards for street viewing by people. Was there a change
made for the Mayor to get his profile on street bike racks?
37. What are candidates going to do to clean our city? Particularly to clean central Lonsdale
and to fight rat infestation?
38. Mr. Mussatto: In 2005 you voted against exploring south of Norgate to relocate the bus
depot, this despite being aware that Translink supported this location and had put aside
money to fund it! Why?
39. Mussatto: Will you abstain from voting on real estate developments that are brought
forward by developers that sponsored your campaign? If not why not?
40. Can you save curling on the North Shore?
41. What are you most passionate about? How would this be affected in your role as mayor?

43. What are your plans to move the present position of the North Shore in general from a
“bedroom” community to a more balanced community with greater emphasis on job

44. What can the city do to increase access and understanding of food & nutrition in the
community?
45. Central Lonsdale 13 to 21 has become a traffic zoo. Vehicles make U turns, do not adhere
to provincial traffic laws. City staff advise the RCMP cannot be directed to patrol. What
will you do about this?
46. Mr Mussatto: can you tell us the density bonus value that Onni got for putting in a
daycare on the Safeway property? Pretty expensive daycare.
47. For traffic to flow from north to south we need tunnels. When are we starting with this
project?
48. To Mayor Mussatto: The new library and John Braithwaite Centre were
projects started by the previous mayor Barbara Sharpe. Can you please explain
why you constantly take credit for thedelivery of these projects?
49. Are you willing to make your campaign donations and names of donors public prior to
election day?
50. Mussatto: You have had three terms as Mayor to show leadership in replacing Harry
Jerome. You made it an election promise last election. Still nothing. What makes you
believe if elected your leadership will get this task done?
51. Mussatto suggests we downsize Harry Jerome to help fund his waterfront dream of ferris
wheels and retail outlets. What could you move on that would bring both projects to
completion soon and one we can afford?
52. Mussatto: You say your worst mistake was not supporting the Bewicke/Marine Dr/Fell
traffic study, but you did fully support the addition of thousands of new residents & cars
to Harbourside with no second overpass. How will you fix this mistake and at whose
cost?
53. The City of NV CAO Ken Tollstam currently costs taxpayers $500K a year for three
people. Do you think we are getting good value?
54. How would you contain the Chafer Beetle?
55. Public curling is losing its space at the North Shore Winter Club. What can you do to
help curlers find a new home to continue our sport?
56. What cost to restore public curling use of Harry Jerome Centre?
57. Mr. Mussatto: What are your long-term plans for Cliverley School? Are you going to
make sure we keep the buildings for use as a family resource centre, training, education,
child care or adult education?
58. Why do you think you are qualified to be elected Mayor?
59. What are your priorities for the next 90 days as Mayor of the city?
60. Are all three candidates members of political parties? Which ones?
61. Currently there is a bloc on city council. What are you doing to ensure council members
think and vote independently?
62. How does the candidate feel about zoning changes to OCP concerning 3

63. Kerry Morris: Would you move Harry Jerome and the Lonsdale Waterfront ahead in a
timely manner?
64. Lucas Centre, Ridgeway Annex and Cloverley Schools sites – how would you retain
these public lands in their entirety?
65. From Harry Carruthers, North Van LBC [lawn bowling?]: We have had a good
relationship with the City Council for some time. We have been a Club in the City since
1923. Our present clubhouse is too small for our members and is at the end of its service.
What would you do for our club & how would you do it?
66. We are losing businesses up and down Lonsdale. We are having to travel outside our
community to meet a growing share of our monthly basket of goods. What are you going
to do to retain existing businesses and attract new ones?
67. Mussatto: On Nov 19
th
2011 you thanked all that ran with you and worked for the group
to make it happen. Senior members of staff were in attendance. Could you tell us now
who is running with you and what senior staff support you?
68. Mussatto: On an interview on Iranian TV you mentioned staff is working on the funding
for the waterfront and ice rink project – that it has passed. Could you please explain this
since it has not passed Council?
69. The mayor only carries one vote on a council of seven. Do you think the mayor should
possess leadership qualities to get the total council to work together? If not, why not? If
so, do you possess these leadership qualities, and where – other than in a work setting –
have you been successful in getting groups to work cooperatively?
70. City of NV paid for a review on density bonusing that could not place clear value on past
bonusing and recommended changes. How would you correct this?
