GENERAL BACKGROUND Reference is made to UNDP AmkeniWakenya – CSDG Facility. a) Background AmkeniWakenya is a UNDP led facility set up to promote democratic governance in Kenya. The name “AmkeniWakenya” is inspired by the second stanza of the National Anthem that calls upon all Kenyans to arise and actively participate in nation building. AmkeniWakenya was established in July 2008, then known as the “Civil Society Democratic Governance Facility (CSDGF)” and works through Civil Society Organizations in the areas of democracy, human rights, governance reforms, and the integration of a rights based approach in social and economic reforms in Kenya. Participating development partners include the Royal Netherlands Embassy (RNE), the Embassy of Sweden Embassy of Norway, the European Union, Embassy of Japan and the United Nations Development Programme (UNDP). At the time of inception AmkeniWakenya operated on the basis of three pillars, namely grant making, capacity building and learning & knowledge management; however these pillars have now been modified and are known as programme delivery methodologies. b) National Context AmkeniWakenya’s Strategic Plan 2011 – 2015 has prioritized capacity development for civil society organizations, with the aim of enabling these organizations realize their mandates effectively and efficiently. This is borne from the fact that an empowered civil society is more able to engage effectively with government, the citizenry and other stakeholders in line with their respective mandates. Since Amkeni’s inception, the facility has processed and disbursed grants to over 200 CSOs. Prior to disbursement of grants, capacity assessments have been carried out to establish gaps and strengths in capacities of recipient CSOs. Weak capacity in media engagement and communications was 1 identified a critical gap which has in great way impaired the ability of CSOs to advocate and conduct civic education using variety of media. Similarly, the understanding of media practitioners on development communication is limited as evidenced by the paucity of good stories carried on topical governance and development issues. The proliferation of media outlets and channels therefore places a great demand for capacity building in this area Amkeni has in the last three years grown the range of knowledge products and information education and communication (IEC) materials developed as part of its programmes (e.g. documentaries, booklets, newsletters, website etc). While various stakeholders have expressed satisfaction with the quality of the said products and materials, there is need for continuous improvement to ensure relevance and usefulness of the content and format of the said products and materials. For this reason, it is necessary to engage external expertise to calibrate and provide technical guidance on quality issues relating to production of the said materials. In addition, it is also necessary to improve on the format of the knowledge products and IEC materials with illustrations for ease of reading. AMKENI WAKENYA is seeking Media and Communication Consultants to carry out a range of capacity building interventions with a view to addressing gaps relating to CSO- media engagement and enhancement of the quality of Amkeni’s knowledge products and IEC materials as explained hereinabove. 2. OBJECTIVES OF THE ASSIGNMENT 2.0 Objectives To enhance knowledge management capacities of Amkeni and its grantees with regard to engagement with the media, development communication and in the production of quality, relevant and appropriate knowledge products and IEC materials. 2.1 Areas of Intervention Undertake training needs assessments Facilitate capacity building activities (e.g. training workshops, moderating seminar sessions, onsite tailor-made training activities, mentorship) Evaluate capacity interventions (immediate and medium term impacts) Document capacity building processes Draft training manuals on Communication including developing templates on communication strategies, media releases among other. For the illustrationists, develop artistic illustrations for knowledge products and IEC materials 2.2 The Task AMKENI WAKENYA is seeking consultants to provide a range of capacity development activities and processes on KM for partner CSOs. The consultants will work under the guidance of the Capacity Building Specialist in close consultation with the IEC and Media Officer at Amkeni and will be required to work with designated officers within Amkeni Wakenya’s Programme Management Unit (PMU). 2 3. SCOPE OF WORK AND RESPONSIBILITIES The scope of work for this ToR shall include but not be limited to: I. II. III. IV. V. VI. VII. VIII. IX. X. XI. XII. Administer training needs assessment tools on target groups prior to capacity building activities Analyse data, compile and produce training needs assessment reports Draft concept papers for capacity building interventions that respond to the media and communication capacity gaps highlighted by the training needs assessments when called upon to do so; the illustrationist will be required to draft concept papers explaining how s/he would translate IEC ideas into creative works Facilitate capacity building interventions under guidance of the Capacity Building Specialist Administer evaluation tools with respect to capacity building interventions and analyse the findings of those evaluations Compile and submit reports on capacity interventions Participate in reviews of capacity building interventions Draft communincation training materials and model policies on media engagement and communication In Consultation with the Information , Education and Communication Officer, develop Communication and Media Guidelines for use by CSO Provide advisories on technical aspects of production of Amkeni’s knowledge products and IEC materials e.g. editing, typesetting, pre-tests For illustrationists, develop appropriate and quality illustrations for knowledge products and IEC materials The Assignment will at times entail travel outside Nairobi at short notice The assignment is proposed to be undertaken in the following steps: 3.1. Mobilization and Planning. This will include: (i) getting consensus on the objectives of the assignment between the Consultant and Amkeni Wakenya (ii) planning for the assignment and agreement on the process and deliverables; (iii) design and review of the assignment tools/questionnaire (iv) agreement on the final work plan, interviewees and timeframe. Some of these tasks will be undertaken at short notice and with abrupt deadlines. 3.2. Document Review. Undertake in-depth review of literature pertinent to tasks at hand (e.g. review of CSO project documents when undertaking capacity assessments etc.) 3.3 Consultations. Participate in planning meetings for capacity assessments, interventions and evaluations. 3.4 Report Writing. Drafting quality reports and training materials pertinent to assigned tasks. 4. DELIVERABLES - The Consultants shall deliver capacity assessment reports and capacity intervention reports (for capacity building activities they have facilitated). Submission of concept papers containing designs of capacity building interventions Successful delivery of capacity interventions using participatory methods; e.g. conducting a participatory training workshop, providing training materials. Submission of quality reports documenting the interventions. 3 - Submission of quality evaluation tools and reports Submission of quality draft training materials Development of a communication and media engagement guide for CSOs 4.1 Timeline The contract period will run up to 6th December 2014 5. QUALIFICATIONS, SKILLS & EXPERIENCE The Consultants selected will have the following expertise: Minimum - Masters University Degree in Journaolism , Media and Communication or equivalent; for the illustrationists, a Bachelors Degree in Fine Arts or equivalent S/he should have between 10– 19 years’ experience of capacity development interventions targeting civil society organizations in Kenya or in East African Region, with due regard to development communication consultancy and media training; for the illustrationist, at least 10 years of production of illustrations and creative works for governance and/or development organizations in Kenya with an impressive portfolio of works Good knowledge of civil society organizations in the democratic governance sector in Kenya or East Africa Excellent facilitation and training skills Excellent report writing skills Experience in undertaking similar assignments in Kenya Ability to work independently with minimal supervision 6. FEE The Consultants will be recruited and paid in accordance with UNDP terms and conditions of remuneration for individual contractors. Payments will, however, be based on consultancy days for specific tasks undertaken by the consultants as per agreed work plan with Amkeni Wakenya’s Capacity Building Specialist. 7. DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL Timeline The Consultants will be contracted up to December 6th 2014 as indicated in 4.1 above. Some travel outsidede Nairobi might be required during the duration of the assignment. 4 10. REVIEW TIME REQUIRE No review time will be required. This will be undertaken on a continuous basis. 11.
