GENERAL BACKGROUND Reference is made to UNDP Amkeni Wakenya – CSDG Facility. a) Background Amkeni Wakenya is a UNDP led facility set up to promote democratic governance in Kenya. The name “Amkeni Wakenya” is inspired by the second stanza of the National Anthem that calls upon all Kenyans to arise and actively participate in nation building. Amkeni Wakenya was established in July 2008, then known as the “Civil Society Democratic Governance Facility (CSDGF)” and works through Civil Society Organizations in the areas of democracy, human rights, governance reforms, and the integration of a rights based approach in social and economic reforms in Kenya. Participating development partners include the Royal Netherlands Embassy (RNE), the Embassy of Sweden Embassy of Norway, the European Union, Embassy of Japan and the United Nations Development Programme (UNDP). At the time of inception Amkeni Wakenya operated on the basis of three pillars, namely grant making, capacity building and learning & knowledge management; however these pillars have now been modified and are known as programme delivery methodologies. b) National Context Amkeni Wakenya’s Strategic Plan 2011 – 2015 has prioritized capacity development for civil society organizations, with the aim of enabling these organizations realize their mandates effectively and efficiently. This is borne from the fact that an empowered civil society is more able to engage effectively with government, the citizenry and other stakeholders in line with their respective mandates. Since Amkeni’s inception, the facility has processed and disbursed grants to over 200 CSOs. To ensure effective management of project portfolios Amkeni has developed a monitoring and evaluation 1 framework which specifies the data collection and analysis needs of the organization. Such data needs include: Training needs for target groups of capacity development programme Quantitative results achieved by partners undertaking awareness programmes Qualitative impacts generated from activities, outputs and outcomes of projects Periodic analyses of results according to Amkeni’s thematic priorities After implementing the M&E framework for one year, the need for high quality and timely analysis of data (both quantitative and qualitative) has become evident, due to the multi-layered levels of collection and analysis- at project (CSO partner)levels, thematic (Outcome) levels and (Amkeni) programme level. The regularity of analyses (quarterly, semi-annually and annually) and reporting obligations (to CSO partners, UNDP and development partners) have imposed extra requirements for quality data analysis which Amkeni cannot currently meet adequately due to staff capacity and absence of appropriate software to undertake the same. Amkeni is aggressively pursuing a knowledge management strategy which aims at enhancing the facility’s ability to generate, harness, store and document knowledge. This strategy can only succeed if supported by the conversion of data into utilizable information. High quality data analysis and reporting is part of functionalization of such data into useful knowledge. AMKENI WAKENYA is therefore seeking Data Analysis Consultant to carry out a data analysis in support of Amkeni’s knowledge management and monitoring and evaluation strategies as explained hereinabove. 2. OBJECTIVES OF THE ASSIGNMENT 2.0 Objectives To enhance Amkeni’s capacity in data analysis and management in support of the facility’s knowledge management and monitoring & evaluation strategies. 2.1 Areas of Intervention Advice on design and administration of data tools Data analysis using quantitative and qualitative methods Production of quality data reports Presentation of data reports in variety of formats Advice on data analysis and management for Amkeni’s PMU Advice on training needs for Amkeni partners on data analysis and management 2.2 The Task AMKENI WAKENYA is seeking consultants to provide a range of data analysis solutions to Amkeni and its partner CSOs. The consultants will work under the guidance of the Capacity Building Specialist and will be required to work with designated officers within Amkeni Wakenya’s Programme Management Unit (PMU). 2 3. SCOPE OF WORK AND RESPONSIBILITIES The scope of work for this ToR shall include but not be limited to: I. II. III. IV. V. VI. Advice and provide technical support on design and administration of data collection tools Undertake data analysis using appropriate quantitative and qualitative methods as may be required from time to time Produce and submit data reports using appropriate formats as may be required from time to time Make presentations on data reports as may be required from time to time Provide quality advice and technical support on how Amkeni and CSO partners can identify and address their respective data needs in support of their respective knowledge management and monitoring and evaluation strategies The Assignment will at times entail travel outside Nairobi at short notice The assignment is proposed to be undertaken in the following steps: 3.1. Mobilization and Planning. This will include: (i) getting consensus on the objectives of the assignment between the Consultant and Amkeni Wakenya (ii) planning for the assignment and agreement on the process and deliverables; (iii) design and review of the assignment tools and protocols (iv) agreement on the final work plan, resources and timeframe. Some of these tasks will be undertaken at short notice and with abrupt deadlines. 3.2. Document Review. Undertake in-depth review of literature pertinent to tasks at hand (e.g. review of CSO project documents, records and data sheets etc.) 3.3 Consultations. Participate in planning meetings for data collection & analysis, knowledge management and monitoring and evaluations sessions. 3.4 Report Writing. Drafting and production of quality reports and other materials pertinent to assigned tasks. 4. DELIVERABLES - The Consultants shall deliver quality data collection tools and administration protocols. Submission of data analysis plans Submission of data reports in appropriate formats Submission of quality advisory notes on areas of technical assistance sought. 4.1 Timeline The contract period will run up to 6th December 2014 5. QUALIFICATIONS, SKILLS & EXPERIENCE The Consultants selected will have the following expertise: Minimum - Masters University Degree in Social Sciences or equivalent S/he should have minimum of 4 years’ experience of data analysis using quantitative and 3 qualitative methods within an NGO context Good experience with variety of quantitative and qualitative data analysis softwares e.g. SPSS, Max-QDA etc Good understanding of monitoring and evaluation frameworks Excellent report writing skills Experience in undertaking similar assignments in Kenya Ability to work independently with minimal supervision 6. FEE The Consultants will be recruited and paid in accordance with UNDP terms and conditions of remuneration for individual contractors. Payments will, however, be based on consultancy days for specific tasks undertaken by the consultants as per agreed work plan with Amkeni Wakenya’s Capacity Building Specialist. 7. DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL Timeline The Consultants will be contracted up to December 6th 2014 as indicated in 4.1 above. Some travel outsidede Nairobi might be required during the duration of the assignment. 10. REVIEW TIME REQUIRE No review time will be required. This will be undertaken on a continuous basis. 11.
