Call Regular Meeting to Order- Mayor McLean
Welcome by: Mayor Sallie McLean
Invocation by: Commissioner Margaret Gilchrist
Adoption of Proposed Agenda:
Mayor entertained a motion to adopt the proposed agenda Commissioner McEachin made the
motion, Commissioner Morton seconded the motion the vote was unanimous the motion was
carried
Approval of Consent Agenda:
Mayor McLean entertained a motion to approve the consent agenda Commissioner McEachin
made the motion, Mayor Pro Tem Johnson seconded the motion the vote was unanimous the
motion was carried

I. Old Business
a. 221 McCaskill Avenue-(Old Police Department)-
Mayor McLean entertained a to advertise the sale of the old police building again ,Commissioner Morton
made the motion, Commissioner McEachin seconded the motion the vote was unanimous the motion was
carried
b. CSX- First Street Grade Closing
Mayor McLean entertained a motion to table the closing of the First Street Crossing until the June Board
meeting Commissioner Morton made the motion, Commissioner McEachin seconded the motion the vote
was unanimous the motion was carried
II. New Business
a. Tax Lien Advertisement
Mayor McLean entertained a motion to advertise the tax list Commissioner McEachin made the
motion Commissioner seconded the motion the vote was unanimous the motion was carried
b. Project Greenbuild - Motion to approve contract
Mayor McLean entertained a motion to approve the Project Greenbuild contract Mayor Pro
tem Johnson made the motion, seconded by Commissioner McEachin the vote was unanimous
the motion was carried
c. Hutchinson Requests for Freight Building
Mayor McLean entertained a motion to approve the request from the Hutchinson’s to make a
few changes Commissioner Morton made the motion, seconded by Commissioner Gilchrist the
vote was unanimous the motion was carried
Announcements
Board Openings – The following boards have openings, Planning & Zoning board (5), ABC
board (3), Recreation Board (3), Laurinburg/Maxton Airport Board(1) (commissioner appointed seat)
Interim Manage Pitchford announced the following boards vacant for the citizens to apply for

 Vivian Brown 249 First Street concern was why was the closing of the 1st Street closing
of the RR crossing tabled till June board meeting and will the citizens get a report on the
study of the RR crossing, notice that Police department is cleaning up the crime on 1 st
Street, Graham & Wilmington street and she appreciate the help on the crime rate,
when will the street sweeper be up and running
 Frank Lea 1212 Rosehill Street Laurinburg concern was the fountain that was donated
by him at the Elizabeth Cole Park briefly read a letter that he sent to the Mayor in July
11, 2014 on the term of the fountain and how he wanted the town to maintain the
fountain, he stated that due the fact that the fountain was not kept up the pump was
destroyed and need to be replaced by the town or he will remove the fountain by
breaking into pieces
 Dolin Brown 216 McCaskill Ave concern was he thinks the BOC owes Mr. Lea an
apology for the fountain, he stated as for the gym the contract was up as of February
2015 and to save the Town money on the expense try flushing the pipes to avoid the







pipes from freezing, also how many other town owned building not used and paying a
heating bill
Rodney Springer 216 McCaskill Ave concern was the fountain that he appreciate what
Mr. Lea for the fountain in the park will work with James McDougald to keep the
fountain up and running when its repaired
Betty Campbell 105 N 3rd Street concern was that 3rd street has not been sweep and
when it rains the leaves in the storm drain causes the street to flood
Lillye Dumas 720 W Cottingham Street concern was she hope the Board take into
consideration of what Mr. Lea had to say about the repair of the fountain
Elizabeth Gilmore 595 HWY 71 N concern is there a beautification board it use to be
flowers at the welcome to Maxton signs
Harold Seate 118 Marada Road concern was a comment on how much does it cost to
fix the street sweeper the town looks bad
Mayor McLean said the town will try to work with Mr. Lean and the problem with the
fountain
Mayor Pro Tem Johnson stated that the public works kept records of each time the
fountain was serviced
