Call Regular Meeting to Order- Mayor McLean
Welcome by: Mayor Sallie McLean
Invocation by: Commissioner Victor Womack
Adoption of Proposed Agenda:
Mayor McLean entertained a motion adopt the Proposed Agenda Mayor Pro Tem Johnson
made the motion, seconded by Commissioner Womack the vote was unanimous the motion
was carried
Approval of Consent Agenda:
1. Minutes from work session January 20, 2015
2. Minutes from January 20, 2015
3. Tax adjustments
Mayor McLean entertained a motion to approve the Consent Agenda Commissioner Womack
made the motion, seconded by Mayor Pro Tem Johnson the vote was unanimous the motion
was carried
I. Old Business
a. CSX-Resolution - The proposed closing of the CSX First or Third Street Railroad Grade Crossing
Mayor McLean entertained a motion to approve the CSX Resolution for the proposed closing of the First
Street Railroad Grade Crossing, Commissioner Morton made the motion seconded by Mayor Pro Tem
Johnson the vote was unanimous the motion was carried
b. CDBG Grant - McGill & Associates Mayor McLean entertained a motion to select an engineering consultant for the Town’s CDBG Water
Loss Reduction project, Commissioner Morton made a motion to select McGill Associates as the engineer
for the project, Commissioner Womack seconded the motion the vote was unanimous the motion was
carried
Mayor McLean entertained a motion to select a grant administration consultant for the Town’s CDBG
Water Loss Reduction project, Mayor Pro Tem Johnson made the motion to select Martin-McGill as the
grant administrator for the project , Commissioner McEachin seconded the motion the vote was
unanimous the motion was carried
c. Hutchinson - Freight Building Proposal
Mayor McLean entertained a motion to the rental of the freight building to the Hutchinson as stated in the
said copy of the proposal with the Attorney Sojka to draw up a lease, Commissioner Morton made the
motion seconded by Commissioner Womack the vote was unanimous the motion was carried
II. New Business
a. Recognition of Lamel Anderson
Mayor McLean introduced and congratulate Lamel Anderson he was chosen to represent the
State of NC and the Town of Maxton in the 19th annual Down Under Hoops Classic in Australia in July
2015 he was also presented a certificate from the Town of Maxton
b. LMAC- Joann Gentry (Piedmont Natural Gas right of way and easement rights for pipeline transportation of natural gas)
Mayor McLean entertained a motion commissioner Morton made the motion seconded by
commissioner Womack the vote was unanimous the motion was carried LGC- Audit Letter
Mayor McLean briefly read the letter to the board from Ms. Edmondson that commended the Town
in working hard and diligently to improve the financial status in the past two years
c. Recreation Board applicants
Mayor McLean entertained a motion to accept the two applicants for the recreation board
commissioner Morton made the motion, seconded by commissioner Womack the vote was unanimous
the motion was carried
d. Budget Retreat - Date and Place
Mayor and board discussed a date for the budget workshop it was voted for April 1, 2015 at
10:00 am in the board meeting chamber at the Town Hall
Reports
Chief Deese briefed the board on the activity of the police department
 during the ice storm shelter was provided for at least 10 Maxton residents,
 incident at Henderson park involved in a shooting
 3 businesses were served notices for illegal gambling machines
 community watch each month in the courtroom
Interim Manager briefed the board on activity around town
 the leaf & limbs pick-up thanks to the County Manager Ricky Harris for use of their
truck








Myra and Manager attended the NC CDBG certification and both passed the test for the
grant certification
during the ice storm an tree fell on the pump station for our LMA connection and power
was loss to the building
The main water line on John’s Road has been repaired it was the cause of the low water
pressure throughout the town
Beaver dams in the area behind Carolina Pines Apartments and MLK Drive has been
reported to the state for removal
Chief Deese hand delivered letters to 3 businesses for possessing gambling machines
Received an invitation to a retirement event for Sara Shippee from LGC
Thanks to Ms. Brenda Fairley Ferebee for a helping hand when the administrative staff
need assistant
A message to the citizens that a company is sending out letters concerning repair on
water lines and residents has call the town office with concerns of this matter, beware
the notice is not from the Town of Maxton
Public Forum
 Ray Oxendine concern was is the Town responsible for the limbs cut down during the
ice storm by the power company, and a donation from the town of $ 2,000.00 for
library expense
 William McNeill concern also was the limbs down from the storm
 Brenda Ferebee concerns also was the limbs, debris hauled to the land field, interest in
the recreation board appointment, media output for interim ship, high insurance rate ,
grants for public safety
 Lillye Dumas invited all to the Easter parade at the Cole park on Easter Sunday from 1-3
and ask merchants to donate items

Mayor McLean entertained a motion to adjourn the meeting, Commissioner Morton made the
motion seconded by Commissioner Womack the vote was unanimous the motion was carried
