Country: (country, region, MED city, municipality) The energy consumption of Public Lighting (PI) installations has an important 11 countries; 11 local energy weight in Municipalities’ current expenditure. Thus, in Portugal this strategies in pilot areas/ NR consumption has been increasing at an average rate of 3% per year. Med Regions or/ and cities Consequently, AREANATejo decided to develop ILUPub, a project for the improvement of PL energy efficiency in North Alentejo Municipalities (15). 3. What kind of document addressing energy efficiency do you have in your region/municipality/area (if any)? ILUPub includes the identification of PL energy consumption, the characterization of PL network and the implementation of energy efficiency measures in order to achieve electricity consumption reduction and promote and disseminate a good and transferable technological and environmental practice. ILUPub aims to improve PL energy efficiency in North Alentejo, specifically, with the following main objectives: identification of PL energy consumption; characterization of PL network; installation of energy efficiency equipments and/or technologies; implementation of PL management systems; reduction of electricity consumption and associated CO2 emissions; reduction (SEAP, local energy concept, energy plan etc.) 5. Which of the measures from this document does your pilot case address? (key areas of obstacles are: Financial instruments with emphasis on PPP, regulative barriers, green public procurement, stakeholder involvement, technical knowledge and data analysis as a basis for decision making) 6. Target group and beneficiaries in charge of implementation of the measures: of energy and maintenance costs; promotion and dissemination of a good and transferable environmental practice. These aims included a plan for energy efficiency of public lighting. Technical knowledge and data analysis as a basis for decision making: (1) Consumptions’ Identification and Accounting of North Alentejo PL energy consumption (based on a territorial survey of all available information – invoices); (2) Characterization of PL network, using digital mapping (already developed by CIMAA – North Alentejo Municipalities Association and available on-line in a so called “GEOPORTAL”), including an individualized characterization of urban areas’ PL network (geo scale 1:2000) covering over 6.000 km2 and an estimation of approx. 100.000 PL spots (lamps); (3) Identification of Energy Efficiency Measures such as more efficient light systems (e.g. LED), flow regulation systems, light optimizing technologies, between others; (4). Implementation of energy efficiency measures. ILUPub has as target groups the Municipalities belonging to AREANATejo’s intervention area (15 municipalities of Alto Alentejo region, Portugal) interested in reducing the energy bill in terms of public lighting. Selected measures for implementation in cooperation with local partnership: pilot testing of more efficient implementation of energy strategies by creating local partnerships Within the ILUPub’ project AREANATejo developed an important partnership with 2 local entities, namely: CIMAA – North Alentejo Municipalities Association and EDP Distribution – Portuguese Energy Utility. 24 local partnerships; 28 technical solutions for realisation of pilot activities (please, describe addressed measures from local energy strategy and used technical solution) 8. Increased energy efficiency (please, describe estimated value of reduced energy consumption or produced energy in kWh or MWh/year) Characterization of PL network, using digital mapping, including an individualized characterization of urban areas’ PL network covering over 6.000 km2 and an estimation of approx. 100.000 PL spots (lamps). This register method and procedure include, among other information, the characterization of PL transformer stations, the identification and characterization of the electrical circuits, the equipments’ type and characteristics (pole, lamp, ballast) as well as their function (decorative, public street) in every PL spot. The register is being done on-site using a mobile (PDA) GIS (Geographic Information System) based device with a specific software (ngMobile), allowing an update of the a.m. GEOPORTAL with a simple and easy synchronization with a computer. This innovative and demonstrative way for such characterization will allow testing both the functionality of the applications and technologies and the adopted methodology. Within the implementation of all the measures mentioned above it is expected that ILUPub reaches a goal of 10% energy reduction by 2015 (about 2.5 GWh and 1.100 tons of CO2). Add photos 11. Having as main objective the improvement of energy efficiency in North Alentejo PL installations, ILUPub intends to characterize the PL network in order to develop the basis for an adequate analysis of specific measures to be adopted thus identifying and supporting the best available solution for each installation. The results from phase 1 show that PL is responsible for an annual energy consumption of over 25.5 GWh (approx. 2.600.000 Euros)! Moreover, the results from phase 1 allow the conclusion that approximately 20% of PL installations represent almost 50% of total energy consumption, permitting to identify priority installations to achieve the main objective: energy reduction effectiveness. From the first results from Phase 2, started in October 2009 and currently on-going, and as an example, one must say that the use of PDA allow to characterize an average of over 40 PL spots per working hour! The installation of flow regulation systems is divided in 3 distinct phases, one of them already implemented, covering above 9.500 luminaries and 110 PL installations. The installation of more efficient luminaries is also divided in 3 phases, and the first included a pilot installation of 62 LED luminaries in 4 Round 12 mio € 16. Are there any changes in the pilot case compared to the application form? Municipalities, which cover about 1.300 luminaries. The methodology chosen to develop the characterization of the network of public lighting in AREANATejo’s intervention was, since the beginning of ILUPub project, one of the components that aroused interest all over the country due to its pioneering spirit and innovation associated the whole work. This methodology was used as well by other Energy Agencies and, above all, was the basis for EDP Distribution - Portuguese Energy Utility to develop its own way of boosting the characterization of the network of public lighting. Nevertheless, the implementation of systems with regulation of luminous flux, taking into account the associated scale (number of facilities and type of equipment involved) was also one of the first ones, at national level that deserved prominence in several sessions of presentation of ILUPub project throughout the country.
