LOCATION: Cambridge and Norwich Overview: The Charity aims to provide exceptional and expeditious clinical care to the community by means of a fully equipped Air Ambulance Helicopter which conveys a highly skilled Doctor and Paramedic medical team to the patient. The Charity is now seeking to recruit a Base/Clinical Operations Manager for its bases in Cambridge and Norwich (2 positions), to be responsible for the day-to-day management of staff (Paramedics, Doctor’s Pilots and Charity Operations team members). Both post holders will be required to build exceptionally robust working relationships with a number of partner organisations. These include the East of England Ambulance Service Trust (EEAST) who supply Paramedics, Bond Aviation Services (BAS) who are contracted to supply pilots and aircraft and the Doctors who crew the aircraft. Key Responsibilities: 1. Reporting to the Director of Operations, one role will be primarily based at Cambridge and one in Norwich, with the purpose of providing a Clinical Operational management presence at each base. 2. Working in close partnership with the corresponding Base/Operations Manager in Norwich and Cambridge; regular visits by both post-holders to each base will be required. 3. Responsible for the implementation of EAAA strategy, whilst providing operational support to the crews, ensuring the dissemination of information and the compliance of policies and paperwork. 4. Providing a primary and professional point of contact for receiving and actioning any issues in relation to operational matters, premises, vehicles and equipment as it may arise during a shift. 5. Responsible for the day-to-day management and adherence to CQC requirements whilst collating evidence to demonstrate compliance. 6. Responsible, in liaison with the EEAST Air Operations Manager, the Doctor responsible for the Doctors duties and the aircraft provider, for the planning of resources/rosters – ensuring optimal staff coverage and vehicle availability for all shifts in line with EAAA policies, procedures and guidance. 2. Attend internal and external meetings on behalf of EAAA, reporting back through the Director of Operations. 3. Assist with the production of monthly operations reports, Trustee Board and Committee meeting papers. 4. Oversee and authorise purchases for clinical operations. Responsible for ensuring the timely ordering and maintaining stock levels of consumable items, where appropriate. 5. Responsible for ensuring the checking, re-stocking and cleanliness of air and land vehicles to a high standard, in line with EAAA/EEAST Trust policies, procedures and relevant guidance. 6. Maintain any professional registration, clinical currency and Aircrew qualifications held. 7. Maintain and further improve effective two-way communication between the Operations Team, other EAAA staff members, and with agreed external agencies. 8. Ensure the correct documentation is completed and submitted in relation to CQC requirements, conduct audits and spot checks. Overseeing the sending out of patient surveys and crew feedback forms. 9. As appropriate, assist with recruitment and selection process for operational and clinical staff employed directly by, or seconded to the Charity. 10. Responsible for attending any incidents as directed by the Director of Operations, in line with Charity policies, procedures and relevant guidance. 11. As directed by the Director of Operations investigate and initiate remedial action as required by the Charity’s incident reporting system. 12. To ensure that any issues that may affect service delivery are reported to the Director of Operations in a timely manner. 13. Ensure compliance with EEAST/EAAA policy, procedures and current legislation on drug acquisition, administration, relevant record keeping and security, reporting any deficiencies to the Director of Operations. 14. Assume primary responsibility for ensuring the EAAA operational base is maintained to an appropriate level of cleanliness and hygiene. 15. At all times provide clear leadership and maintain high standards commensurate with the post. 16. Any other operational duties as required by the Director of Operations. 17. Person Specification: Education Essential Key Skill Level 3: 2 ‘A’ levels (4 AS Levels), ONC, OND, BTEC, NVQ level 3 or equivalent. Knowledge and Experience Essential Experience of working within an aviation environment Experience of working within a CQC environment; understanding CQC requirements and required outcomes. Experience of dealing with legislation covering Clinical Governance and responsibilities; experience of ensuring Incident Reporting System is used to highlight issues. Management experience: working with and managing highly skilled and specialist staff. Operational experience: ability to prioritise and adapt to changing environments Desirable Key Skill Level 4: Degree; HNC; HND NVQ level 4 or equivalent; including professional qualification. Desirable Dealing with aircraft suppliers; reviewing contracts and aviation aircraft legislation Experience of working within the 3rd Sector: knowledge of legislation covering charities and not-for-profit organisations. Experience of operating a CRM system Experience in aviation operations in order to supervise and evaluate the performance of staff in the air. Aviation experience: decision making involved in flight requirements.
