In general all three diseases show a decreasing trend. Rabies: the dog vaccination campaign is about to commence in a joint effort between the PHO, DOH, PVO and WHO. PHO and WHO are currently (April 30) following up on a case report on rabies and will share the findings asap. PIDSR Runners still running albeit SPEED has been deactivated last March 17, 2014 but the running will come to an end in week 19.2014. Instead the NDP nurses will deliver the data when attending the regular Friday coaching on PIDSR which will commence from the first week of May. There are still RHUs/ health facilities who are irregular in reporting PIDSR. WASH and Dengue preventive measures ongoing in the different municipalities’ province wide. Focus on organization of Dengue brigade in the barangays : to mobilize community based search and destroy activities and conduct larvae surveys at Barangay level. EPI- a national measles/mumps/rubella campaign is scheduled for September 2014. In the meantime the PHO continues with mop up activities in municipalities that have clusters of suspected measles. 11 measles samples are still pending with the reference laboratory in Manila. Among the last suspected cases were children who showed clinical indication of measles although having received vaccination before. Cluster partners discussed the possibilities that either the cold chain situation post Yolanda had had negative impact on the effectiveness of the vaccines used - or that there are issues with clinical diagnostics (cases not fitting case definitions). UNICEF delivered “surechill” refrigerators to most of the 24 RHU’s in the province (Guiuan and General Macarthur are still awaiting delivery). Each ILHZ have their own technician trained on installation and maintenance of the new equipt. The regional cold chain manager was supposed to come this week for coaching and assistance to the newly trained technician but this was cancelled because of ISO activities at the CHD. WHO supports the mobilisation of the respective electricians to travel through each ILHZ to install the fridges in their own ILHZ. Training on the use of the new equipment including cold chain monitoring will be conducted later in May. Further equipment (cold dogs, ice packs and a cold room for the PHO) are expected later this year. Orientation on the Simplified NTP Guidelines Post-Disaster conducted on April 3, 2014 to MHO’s and PHN’s. DSSM Refresher Course for medtechs conducted to 11 Yolanda affected municipalities on March 18-20, 2014 and being conducted to Northern Municipalities from April 21-23, 2014. Sponsored by JICA through Phil. Tuberculosis Society Inc. CAT I and CAT II TB drugs are available so with other logistics like logbooks, treatment cards, etc. Relevant Partner updates: HOM will finalize all activities (nutrition/Mental health) by May 6 th – extensions are possible but unconfirmed at the moment. Red Cross – conduct health education using DOH IEC material, focus on sanitation, water, hygiene. Currently present in Ateche and Jipapad with 172 community health volunteers in response to local flooding (occurred in week 16/17 2014). Currently the RC still provides free of charge blood donations to the hospitals in Guiuan. An admin fee is raised for donations coming from the blood bank in Borongan. MSF – continue supporting the temporary hospital in FAMH until patients can be transferred into the new transitional hospital. Construction of the prefab transitional hospital is ongoing and hampered by import tax regulations, however still within schedule to finalize at the end of June. MSF continues with HHP and WASH activities in the Guiuan ILHZ until the end of May. Zuelig Family Foundation: Conduct pre and post natal care activities. Distribute various MNCH related care packages to PLW. A pregnancy tracking training was rolled out in all affected municipalities. RHU’s received the computers for this to ensure reporting of tracking. Continue with local health board meetings at barangay and municipal level. CFSI – active in MNCH Plan Philippines continue with a multitude of health and nutrition related activities as previously shared with HCC partners. Mentionable: Plan will rehabilitate 10 BHS in the most affected areas, letters of intent are currently being finalized. OCHA now has a permanent representative in Borongan to support relevant government authorities in the coordination of partners. UNFPA has finalized the distribution of the maternity tents. Further E-Rangers are being distributed in the coming weeks, most likely to those facilities that UNFPA has committed to rehabilitate, a distribution plan will be developed and shared. WHO supports the DOH/PHO in rehabilitating the dengue brigades in the province as one component in a range of support provided to prevent and mitigate potential dengue outbreaks. Priorities for WHO in Eastern Samar are and will be the continued support to PHO and DOH on MHPSS, HHP, MNCH and WQM. The technical support to disease surveillance is phasing out at the end of May. Nutrition Cluster update: please find the meeting minutes attached to these minutes WASH Cluster update: activities as reported in previous meeting minutes, the last WASH cluster meeting was cancelled MHPSS working group update: the TOR for the MHPSS working group have been endorsed after final minor changes to the document. The draft cross sectoral pathway for MHPSS was extensively discussed in the working group; a workshop is proposed to discuss the draft as well as general information management among all relevant stakeholders in the province. Issues raised around confidential case management highlighted the importance of such workshop. The MHPSS working group is still struggling under irregular participation of key stakeholders as well as constant changes in focal points for MHPSS in DEPED, PSWD and various NGO partners. All partners are encouraged to reach out to pot. further stakeholders in e.g faith based or other community groups. HHP working group update: PHO has now trained all BHWs as planned on the 5 key messages selected as priority for the most affected areas. Respective IEC material was made available. The key messages are on: Dengue, AWD, food safety, hand washing, sanitation. A second training of health care waste management is scheduled for May 5-7. 2014 aiming at training key hospital and RHU on the management of waste in general and that of medical waste in particular. With the conclusion of this second training each municipality has a number of health staff trained on best practices in HCWM. WHO supports the DOH and PHO in re-establishing Dengue Brigades as community based social mobilisation against Dengue. The peak season for Dengue is usually from July to September and with the proliferation of breeding sites due to debris the likelihood of an outbreak must be considered high. Preventive action must be taken now to avoid an epidemic. Reports on mortal traffic accidents are increasing at the moment. The HHP working group should look into none Yolanda specific causes of high morbidity and mortality and identify whether priorities have shifted and programming should respectively adapt? PHO specific HHP update: HHP Kit and laminated IEC materials were developed and reproduced by WHO with 5 key messages and has been allocated to affected municipalities Orientation of health service providers to include the midwife and the NDPs have been started and finished in most of the municipalities Requested WHO to reproduce booklets (WASH, Communicable disease information compilation) to distribute to RHUs TOT on HHP is set to be conducted on May (supported by WHO) Reproductive Health working group update: UNFPA shares the raw data of their birthing facility assessment conducted throughout March/April. The raw data indicates that the vast majority of birthing facilities have very limited availability of even the most basic equipment for clinical services (e.g. 17 out of 18 facilities have no Fetal Doppler, 16 out of 18 have no delivery sets). The summary report of the assessment will provide details on the assessment and will be shared as soon as available. Various RH partners are already or planning to conduct projects on Adolescent Sexual and Reproductive Health – it is vital that a ASRH framework for the province is being discussed to ensure activities are taking place within a commonly agreed framework and following best practice. Further reproductive health missions are going to be conducted in May and June. AOB: The health cluster coordination meeting has become very presentation heavy with partners sharing the number of kits distributed or sessions conducted/planned which is consuming time and takes away the focus from discussing challenges and concerns related to health in the province. In order to continue with the HCC meeting with focus on challenges and action it was decided to collect data and facts of each agency in a template that requires monthly updating. The draft of such template is attached to these meeting minutes and shall be filled and shared with the PHO/WHO (sky_5302001@yahoo.com , bluemeli@wpro.who.int) by partners one day prior to the HCC meetings. MSF observed continued drug donations to the various RHU’s and Barangay Health station from a multitude of different donors. Many of them are either close to expiry or not within the essential drug list of the Philippines. This observation was shared before and so far no action was taken up to prevent RHU’s from becoming overburdened by the issue. The health cluster partners present encourage the PHO/DOH to take a proactive approach in stopping the donations e.g. through empowering the MHO’s to say “no” to unsolicited drugs. Apparently there are regional guidelines being developed on the WHO to develop draft template for frequent activity/data sharing. PHO/WHO to follow up on regional guidelines on unsolicited drug donation management: deadline 05.05.2014 management of unsolicited drugs. The PHO, DOH with support from WHO and Plan Philippines are planning a provincial health summit for Eastern Samar to take place in Tacloban city in May 2014. The focus of this year’s health summit is on the road to recovery for health in the province. All partners are encouraged to participate proactively in the summit. An outline with details including the confirmation of dates and location will follow before the end of week 18. 2014.
