CEP C 1 2015.1–Doc 10.Rev 1.Annexe 21 (CEP C 1 GEQOC 2015.1–Doc 6a.Annexe 4) Letter Post Regulations – Proposal Article RL 241 Acceptance of transit charges and terminal dues accounts POSTAL OPERATIONS COUNCIL Amend article and create new paragraph 2bis as follows: 1 Except in the cases detailed in paragraphs 2 and 2bis, When no provisional payment has been made, payments of transit charges and terminal dues and transit charges may only be made on the basis of the CN 61 and CN 62 detailed accounts, on which the method of settlement preferred type of payment shall be indicated. 2 If provisional payment has been made for terminal dues, as soon as the CN 61 and CN 62 detailed accounts between the designated operators are is accepted or regarded as fully accepted, the creditor designated operator shall prepare a separate CN 63 and CN 64 statements in duplicate for transit charges and for terminal dues respectively. 2bis A CN 64 statement shall also be prepared for terminal dues when amounts are carried over from a previous period (see paragraph 8). 3 If used necessary, the CN 63 or CN 64 statements shall be transmitted electronically or, if this means is not available, sent in duplicate, preferably as a registered items, to the designated operator concerned by the quickest route (surface or air). If, within one month of the date of dispatch of this these statements, the designated operator which prepared it them has received no objection from the designated operator concerned, the statements shall be regarded as fully accepted. 4 Any amendments to CN 63 or the CN 64 statements made by the debtor designated operator must be accompanied by the supporting CN 61 or CN 62 detailed accounts. 5 and 6 (No change.) 7 The debtor designated operator shall be exempted from payment of transit charges when the annual balance does not exceed 163.35 SDR. This annual balance of less than 163.35 SDR shall be included in the balance of the following year by the creditor designated operator. If the balance of a CN 62 account does not exceed 163.35 SDR, it shall be carried over to the next CN 62 account, unless the designated operators concerned participate in the clearing system of the International Bureau. 8 The debtor designated operator shall be exempted from payment of terminal dues when the annual balance does not exceed 326.70 SDR. This annual balance of less than 326.70 SDR shall be included in the balance of the following year by the creditor designated operator. If the balance of a CN 61 or CN 64 account does not exceed 326.70 SDR, it shall be carried over to the next CN 64 account, unless the designated operators concerned participate in the clearing system of the International Bureau. Reasons. – Settlement periods are shortened for closed transit charges. As a consequence, provisional payments and the associated CN 63 form are no longer needed. Paragraphs 7 and 8 are harmonized with article RL 248.11. Requested date of entry into force: 1 January 2016. Pro 26.4.2015
