Overview
Universal Screening
A research-based developmental screening instrument will be utilized to identify children in need of
assistance through interventions or further assessments. District-wide child find screenings are
conducted monthly. Child find in-takes are accepted year round through Hager Preschool and/or
Owensboro Public Schools Special Education Department.
KSI Case Manager
Each classroom teacher will be assigned a KSI Case Manager to facilitate and assist them with the KSI
process.
Student Support Team (SST)
The Student Support Team consisting of Preschool Coordinator, Curriculum Facilitator, SpeechLanguage Pathologist(s), and School Psychologist will analyze all screening results. Screening data,
observations, professional judgment, and classroom continuous assessment data when available will
be utilized to determine if children are in need of assistance through interventions or further
assessments. An intervention plan will be developed when indicated by data. The SST may consult
related service professionals Occupational Therapist, Physical Therapists, and others - as needed to
support the intervention planning process.
Core Curriculum
Hager Preschool implements the Teaching Strategies Gold© (GOLD) as the developmentally
appropriate research-based curriculum and assessment system in all classrooms daily.
Classroom Intervention Process
Children enrolled in Hager Preschool will be given ample opportunity to progress with developmentally
appropriate instruction prior to being referred to the SST for an individual intervention plan. If at any
point, the teacher has concerns and continuous assessment data indicates that the child is not making
adequate progress compared to same-age peers in one or more areas of development, the teacher can
request assistance from the SST. If the SST determines Targeted/Tier 2 Interventions are warranted,
the parent/guardian will be contacted to discuss continued concerns. Intervention plans will be
implemented in the early childhood classroom by the preschool staff. At the end of the intervention
period, the SST will review progress monitoring data along with the classroom teacher to determine if
interventions have been successful, if intervention implementation needs to be extended, or if a referral
to the Admission and Release Committee (ARC) will be made.
Interventions
Research-based interventions will be implemented in the early childhood classroom by the preschool
staff. The duration/frequency of the interventions will be based on the individual needs of the child.
Referral to Admissions and Release Committee
At the end of the intervention period, the SST will review progress monitoring data with the classroom
teacher to determine if a special education referral is warranted. If so, all Hager Preschool Intervention
Data Forms, Preschool Referral, and documentation will be submitted to the Director of Special
Education. Owensboro Public Schools Special Education Procedures will be followed when a child is
suspected of having a disability and referred to the Admission & Release Committee (ARC) for review.

Procedures
For Income Eligible 3 & 4 year old Children (who are enrolled):
1. Child is determined eligible for the KERA preschool or Head Start program based upon
annual income eligibility guidelines.
2. All children enrolled at Hager Preschool will participate in a developmental screening
within the first 45 days of school.
3. Classroom teachers will discuss screening results with parent/guardian(s) during the initial
home visit or parent/teacher conference following the screening date.
4. If a child “passes” the developmental screening in all areas, continue in preschool without
intervention.
5. If screening results indicate a “potential delay” in one or more areas of development, the
classroom teacher will inform the parent/guardian(s) that she will continue to monitor
developmental progress and provide additional interventions as needed.
6. Classroom teacher will begin implementing Universal/Tier 1 Interventions when the child
enters school while monitoring progress using Teaching Strategies Gold© (GOLD).
7. If after the child has had developmentally appropriate instruction for an ample amount of
time, the continuous assessment data indicates that the child has made adequate
progress and is performing commensurate with same-age peers; the classroom teacher
will document in Section I of the Universal/Tier 1 Interventions Summary form and
attach it to the developmental screening protocol. The developmental screening protocol
will be maintained in the child’s regular education cumulative folder.
8. If at any point during the Universal/Tier 1 Interventions period, the teacher has
continued concerns and continuous assessment data (including but not limited to GOLD
assessment, teacher observations, work samples, teacher-made checklists/ assessments,
anecdotal notes) indicates that the child is not making adequate progress compared to
same-age peers in one or more areas of development, the teacher will complete Section
II of the Universal/Tier 1 Interventions Summary form and return it to the Curriculum
Facilitator (CF). At this point, the classroom teacher should contact the parent either by
phone, parent conference, or home visit to discuss continued concerns.
9. This form will be used to initiate the KSI process for Targeted/Tier 2 Interventions. Once
the CF receives the Universal/Tier 1 Interventions Summary form, he will schedule a
date/time for the teacher to meet with the SST. The SST will assist the classroom teacher
in developing an individual intervention plan for the student. During the SST meeting, the
team will determine the duration/frequency of interventions, how to document progress,
and set a follow-up meeting date/time to review the effectiveness of interventions.
10. If after implementation of Targeted/Tier 2 Interventions, the SST determines that the
child is still performing consistently and significantly below same-age peers, the SST will
provide the classroom teacher with the Preschool Referral form and schedule an
Admissions & Release Committee (ARC) to discuss the referral and if appropriate obtain
permission for evaluation.
11. If the referral is accepted and permission to evaluate granted by the parent, the evaluation
process will be completed within 60 school days as defined by Kentucky Administrative
Regulations (KAR).

For Income Eligible 3 & 4 year old Children (who are not enrolled):
1. If Family Advocate determines, based on parent input, there are suspected delays, the
child is scheduled for a DIAL-3 screening.
2. If a child “passes” the developmental screening in all areas, the Family Advocate will
provide family with list of local private preschool programs.
3. If screening results indicate a “potential delay” in one or more areas of development and
data indicates that the child needs Targeted/Tier 2 Interventions, the parent/guardian will
be provided with a list of research-based interventions for each area of concern along with
a videotape of qualified personnel modeling how to implement these strategies with an
individual child. A preschool staff member will be assigned as case manager. The case
manager will document a minimum of four contacts with parents regarding interventions.
Contacts may include: email correspondence regarding progress; documented phone
conference; home visit for interventions; or behavior observation with probing of
interventions. The case manager will make modifications to the interventions as needed
based upon contact information. The case manager will document all /contacts and
modifications on the Parent Intervention/Contact Log. Parents will document progress on
the Intervention Tracking Sheet. At the end of the intervention period the SST will
reconvene to review progress.
a) If data indicates that child is making adequate progress with Targeted/Tier 2
Interventions. No referral is needed at this time. If the family is over-income,
family is provided with list of private preschool programs. If the child is 3 years old
and the family is income eligible, the child remains on the Wait-List and/or is
enrolled as space is available.
b) If after Targeted/Tier 2 Interventions, data indicates inadequate progress and
supports a suspected disability; the child is REFERRED for further evaluation. The
SLP/SP completes the Preschool Referral Form for evaluation and attaches all data
/documentation to the referral. The ARC will meet to discuss the referral and
proceed with evaluation if parent agrees. The evaluation is to be completed within
60 school days of when permission is obtained.
4. If screening data suggests that the child may have a significant delay (i.e., multiple areas
of concern) and may be in need of Intensive/Tier 3 Interventions, interventions will be
implemented DURING the referral process. Follow procedures in Step 3 for implementing
and documenting interventions. The ARC will meet to discuss the referral and proceed
with evaluation if parent agrees. The evaluation is to be completed within 60 school days
of when permission is obtained.
