RELIEF EFFORTS IN THE PHILIPPINES. THE PURPOSE OF THIS EXORD IS TO PROVIDE
CDRUSPACOM'S STRATEGIC FRAMEWORK AND DIRECTION TO SUBORDINATE COMMANDS FOR
TRANSITION (PHASE III TO IV) AND EVENTUAL TERMINATION (PHASE V) OF OPERATION
DAMAYAN.//
GENTEXT/SITUATION/
1. SITUATION.
1.A. AS OF 20 NOV(W), GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES (GRP)
OFFICIALS AND USAID REPORT OVER 3900 DEAD, OVER 595,000 HOMES DESTROYED, AND OVER
4 MILLION PEOPLE DISPLACED. THE SECURITY SITUATION IS CURRENTLY STABLE IN AND
AROUND TACLOBAN ACCORDING TO USAID; HOWEVER, THERE ARE CONCERNS OF CRIMINAL
ACTIVITY DUE TO COMPETITION FOR FOOD AND WATER. THE J2 ASSESSES THE GRP AND THE
SUPPORTING INTERNATIONAL COMMUNITY WILL BE CAPABLE OF MANAGING LOGISTICS
DISTRIBUTIONS BY AS EARLY AS 20 NOV(W). BASED ON EXPANDED SUPPORT TO GRP/AFP AND
USAID/OFDA AND FORCES ARRIVING IN THE PHILIPPINES, CDRUSPACOM DIRECTED THE
STANDUP OF JTF-505 AND ASSIGNED CG III MEF AS CDR JTF-505.
